易綱,男,1958年出生,經濟學博士

Dr. YI Gang is the Governor of the People’s Bank of China and the Deputy Director of the Financial Stability and Development Committee of the State Council. He sits on the Board of Directors of the Bank for International Settlements.
Dr. Yi joined the People’s Bank of China in 1997 and has held a number of positions, including Secretary-General of the Monetary Policy Committee and Director-General of the Monetary Policy Department. In December 2007, he became a deputy governor and was appointed Administrator of the State Administration of Foreign Exchange in July 2009, a position he held until December 2015. He was appointed Governor of the People’s Bank of China in March 2018.
Dr. Yi received a Ph.D. in Economics from the University of Illinois in 1986 and was a faculty member in the Department of Economics, Indiana University from 1986 to 1994. In 1994, he co-founded the China Center for Economic Research (CCER) at Peking University and has been a professor at the CCER since then.
His research interests include money, banking and the Chinese economy.

在加入政府前,陳先生曾擔任多項公職,包括立法會議員及法律援助服務局主席。

陳先生於2012年7月至2017年1月出任香港特別行政區政府發展局局長,並於2017年1月16日獲任命為財政司司長。

Mr Chan is a Certified Public Accountant. He is a former President of the Hong Kong Institute of Certified Public Accountants.

Before joining the Government, Mr Chan held a number of public service positions including member of the Legislative Council and Chairman of Legal Aid Services Council.

Mr Chan served as Secretary for Development of the Hong Kong Special Administrative Region Government from July 2012 to January 2017. He was appointed Financial Secretary on 16 January, 2017.

許正宇由2020年4月22日起出任財經事務及庫務局局長。他擔任香港鐵路有限公司董事及香港機場管理局董事會成員,並為九廣鐵路公司主席。在獲委任為局長前,許正宇是香港金融發展局行政總監。他在香港交易所工作達13年,曾出任市場發展科董事總經理兼項目管理主管,亦擔任過上市和市場發展部門不同的高級崗位。他於1999年加入特區政府為政務主任,曾被調派到經濟發展科、香港特區政府駐北京辦事處和民政事務總署服務,亦曾在私人市場一些跨國企業就職。

許正宇曾經出任不同公職,包括香港城市大學校董會、強制性公積金計劃管理局程序覆檢委員會、香港交易所上市覆核委員會,以及香港會計師公會紀律小組的成員。許正宇持有英國牛津大學哲學、政治及經濟系榮譽學士與碩士學位,以及INSEAD工商管理碩士學位。他亦曾參與史丹福大學行政人員培訓課程。

Mr Christopher Hui was appointed the Secretary for Financial Services and the Treasury on 22 April 2020. He serves on the boards of Mass Transit Railway Corporation Limited, Hong Kong Airport Authority and also as the Chairman of the Kowloon-Canton Railway Corporation. 

Prior to his appointment, Mr Hui was the Executive Director of the Hong Kong Financial Services Development Council. He spent 13 years at the Hong Kong Exchanges and Clearing Limited, having been the Managing Director for Market Development and Head of Project Management and also in various senior roles in Listing and Market Development. He also worked for a number of multi-national companies in the private sector. He started his career as an Administrative Officer in the Government in 1999 and served in the Economic Development Branch, the Office of the Government of the Hong Kong Special Administrative Region in Beijing and the Home Affairs Department.

Mr Hui previously held a number of public roles including Councillor of the City University of Hong Kong, Member of the Mandatory Provident Fund Authority Process Review Panel, Hong Kong Stock Exchange Listing Review Committee and also Hong Kong Institute of Certified Public Accountants Disciplinary Panel.

Mr Hui holds Bachelor and Master (Hon) Degrees in Philosophy, Politics and Economics from the University of Oxford, and Master of Business Administration Degree from INSEAD. He also attended the Stanford Executive Programme (SEP).

余偉文先生於2019年10月1日起出任香港金融管理局總裁。他於1986年加入香港政府為政務主任,其後於1993年加入當時新成立的金管局,一年後擢升處長。他於2001年獲委任為助理總裁,並於2007年獲委任為副總裁,直至出任現職。

余先生在金管局先後負責不同範疇的工作。任職副總裁期間,他負責儲備管理、研究事務、對外事務以及市場發展,推動了多項重要金融政策和項目。余先生積極參與了金融危機的應對工作,並在優化聯繋匯率制度的過程中擔當重要角色。

余先生畢業於香港中文大學及美國哈佛商學院。

Mr Eddie Yue was appointed Chief Executive of the Hong Kong Monetary Authority (HKMA) from 1 October 2019.  He began his career as an Administrative Officer in the Hong Kong Government in 1986.  He joined the HKMA upon its establishment in 1993 and was promoted to Division Head a year later.  He was appointed Executive Director in 2001 and subsequently Deputy Chief Executive in 2007 before taking up his current position.

Mr Yue has participated in numerous areas of the HKMA’s work.  During his tenure as Deputy Chief Executive, he steered major policies and initiatives relating to reserves management, research, external affairs and market development.  Mr Yue was also actively involved in tackling major financial crises and played an instrumental role in enhancing the Linked Exchange Rate System.

Mr Yue was educated at the Chinese University of Hong Kong and the Harvard Business School.

Mr Cheung has been serving as the Chief Executive Officer of the Insurance Authority since August 2018 after retiring from the Administrative Service. Senior positions that he has held in the Government include Commissioner of Insurance (2006-2009), Postmaster General (2009-2011), Commissioner of Customs and Excise (2011-2015), and Secretary for the Civil Service (2015-2017).

At the global and regional levels, Mr Cheung is a member of the Executive Committee of the International Association of Insurance Supervisors and Chair of its Audit and Risk Committee, as well as Chairman of the Asian Forum of Insurance Regulators.

邱先生由二○一七年七月一日起出任商務及經濟發展局局長,負責的範疇涵蓋商貿、電訊和廣播政策,亦包括推動創意產業、保護知識產權和消費者權益,以及促進外來投資和旅遊業發展。 

邱先生一直從事政府公務。在出任商務及經濟發展局局長前,於二○ 一二年至二○一七年期間擔任行政長官辦公室主任,協助行政長官制 訂政策及訂立施政方針、目標和優次。他於二○○七年至二○一二年出任環境局局長,負責環境保護、能源、自然保育及可持續發展的政 策。 

邱先生於一九八一年加入公務員行列,任職政務主任。他任職公務員多年間,曾出掌不同部門,包括擔任政府新聞處處長、教育統籌局副 秘書長、工業貿易署副署長和香港特別行政區政府駐美國華盛頓經濟 貿易辦事處處長。 

邱先生畢業於香港大學,其後分別於牛津及哈佛大學進修。

Mr Yau assumed the post of the Secretary for Commerce and Economic Development on July 1, 2017. His portfolio covers policy areas from trade, commerce to telecommunications and broadcasting, and from promotion of creative industries, intellectual property and consumer protection to boosting inward investment and tourism development.  

Mr Yau has his full career in the public service. Before taking up the current post, Mr Yau was the Director of the Chief Executive's Office from 2012 to 2017, assisting the Chief Executive in formulating policies and setting policy goals and priorities. He was the Secretary for the Environment from 2007 to 2012, overseeing policies on environmental protection, energy, nature conservation and sustainable development. 

Mr Yau started his civil service career as an Administrative Officer in 1981. During his long service as a civil servant, he held various positions,  including Director of Information Services, Deputy Secretary for  Education and Manpower, Deputy Director-General of Trade and Industry as well as Director-General of the Hong Kong Economic and Trade Office in Washington, DC, USA. 

Mr Yau graduated from the University of Hong Kong. He received further education at Oxford University and at Harvard University.

梁女士是證券及期貨事務監察委員會(證監會)委員,並且是副行政總裁兼中介機構部的執行董事。該部門主要負責制訂和執行發牌規定,並對持牌公司進行持續監管,重點監察其業務操守和財政健全狀況。

在加入證監會前,梁女士於 2008 年 8 月至 2013 年 12 月期間出任財經事務及庫 務局副局長,並曾服務香港金融管理局 14 年。

梁女士在香港中文大學畢業,並持有紐約哥倫比亞大學碩士學位。梁女士就亞洲如何抵禦金融危機撰寫了一本相關書籍。

梁女士亦擔任香港貨幣及金融研究中心應用金融研究顧問委員會委員。

梁女士兼任證監會學術評審諮詢委員會及金融科技諮詢小組主席,以及諮詢委員會、投資委員會、財政預算委員會、執行委員會及證監會(香港交易所上市)委員會委員。

Ms Leung is a member of the Securities and Futures Commission (SFC). She is the Deputy Chief Executive Officer and an Executive Director with responsibility for the Intermediaries Division, which comprises the Intermediaries Supervision and Licensing departments. That Division is primarily responsible for administering licensing requirements and conducting ongoing supervision of licensed corporations with a focus on their business conduct and financial soundness.
Prior to joining the SFC, Ms Leung was the Under Secretary for Financial Services and the Treasury from August 2008 to December 2013 and worked with the Hong Kong Monetary Authority (HKMA) for 14 years.
Ms Leung graduated from The Chinese University of Hong Kong and earned a master's degree from Columbia University in the City of New York. She authored a book on how Asia surmounted various financial crises.
Ms Leung is a member of the Council of Advisers for Applied Research of the Hong Kong Institute for Monetary and Financial Research.
Ms Leung chairs the SFC's Academic and Accreditation Advisory Committee and the Fintech Advisory Group. She also sits on the Advisory Committee, Investment Committee, Budget Committee, Executive Committee and the SFC (HKEC Listing) Committee.

薛永恒先生於1984年加入政府,任職助理機電工程師,於2001年晉升為總機電工程師,於2007年晉升為政府機電工程師,於2011年晉升為機電工程署副署長。他於2017年10月起出任機電工程署署長,並兼任機電工程營運基金總經理。2020年4月22日,薛先生獲委任為創新及科技局局長。

薛先生是一位電機工程師,擁有30多年公共行政經驗,現為香港工程師學會的資深會員,並曾擔任香港設施管理學會會長,以及香港工程師學會生物醫學分部的主席。

薛先生持有香港理工學院電機系院士及香港中文大學工商管理碩士。他亦曾於哈佛大學商學院進修。

Mr Alfred Sit joined the Government as Assistant Electrical and Mechanical Engineer in 1984 and was promoted to Chief Electrical and Mechanical Engineer in 2001, to Government Electrical and Mechanical Engineer in 2007, to Deputy Director of Electrical and Mechanical Services in 2011. He was Director of Electrical and Mechanical Services and Electrical and Mechanical Services Trading Fund General Manager since October 2017. On 22 April 2020, Mr Sit was appointed Secretary for Innovation and Technology.

Mr Sit is an electrical engineer by profession and has over 30 years’ experience in public administration. He is a fellow member of the Hong Kong Institution of Engineers. He was the President of the Hong Kong Institution of Facility Management and Chairman of the Biomedical Division of the Hong Kong Institution of Engineers.

Mr Sit holds the Associateship in Electrical Engineering from the Hong Kong Polytechnic and a master degree in Business Administration from The Chinese University of Hong Kong. He has also attended the Harvard Business School.

Kenneth Hui is the Head of Market Development Division of the Hong Kong Monetary Authority (HKMA), in charge of the HKMA’s efforts to enhance Hong Kong's competitiveness as an international financial centre. Prior to joining the HKMA, Ken was a senior manager at the Investment Products Division of the Hong Kong Securities and Futures Commission (SFC), specialising in regulatory policies on retail funds and innovative retail investment products. During his time at the SFC, Ken was seconded to the Secretariat of the International Organization of Securities Commissions, where he was responsible for global OTC derivatives reforms.

陳浩濂由二零一七年八月十六日起出任財經事務及庫務局副局長。 陳浩濂擁有多年出任跨國銀行高級行政人員的經驗,包括曾為東方匯 理銀行環球市場部董事總經理,及渣打銀行金融市場部董事總經理。 在加入政府前,他曾服務多個專業及公共機構,包括香港財經分析師 學會副會長、香港證券及投資學會董事、金銀業貿易場顧問及香港總 商會理事,他亦曾出任中西區區議員。 陳浩濂持有美國密歇根大學經濟學(榮譽)及心理學學士學位,並擁 有特許財務分析師的資格。

Mr Chan was appointed the Under Secretary for Financial Services and the Treasury on 16 August 2017.

Mr Chan has many years of senior executive experience in the banking industry. He was a Managing Director in the Global Markets Division of Credit Agricole Corporate & Investment Bank, and was a Managing Director in Financial Markets of Standard Chartered Bank.

Prior to joining the Government, Mr Chan held multiple roles in a number of public and professional bodies, including Vice President of the Hong Kong Society of Financial Analysts, Director of Hong Kong Securities & Investment Institute, Advisor of the Chinese Gold & Silver Exchange Society, as well as a General Committee member of the Hong Kong General Chamber of Commerce. Mr Chan was also a member of the Central & Western District Council.

Mr Chan holds a Bachelor of Arts in Economics (Hon) and Psychology from the University of Michigan, USA. He is also a Chartered Financial Analyst.

Mr Charles Ng heads the Sector Specialists Group helping overseas and Mainland companies to establish or expand their business presence in Hong Kong. The nine Sector Specialist Teams under his purview are grouped under three Clusters: (a) Technology, Innovation & Entrepreneurship, (b) Fintech, Financial & Professional Services and (c) Lifestyle & Creative Industries. They offer a one stop service to help startups, scale ups, small medium enterprises and multinational corporations tap into the opportunities Hong Kong, the Guangdong, Hong Kong Macau Greater Bay Area, the Mainland and Asia have to offer to grow their business.

Mr Ng has worked for companies in the manufacturing, trading and financial services and banking sectors in Mauritius, Canada and Hong Kong. He speaks six languages and dialects and holds an MBA degree awarded jointly by the Business School of the Hong Kong University of Science and Technology and the Kellogg School of Management of Northwestern University.

周先生自二零一六年九月一日起擔任現職,負責促進香港的金融科技業穩健發展,並推動香港發展為亞洲區一個金融科技樞紐。他於二零零四年加入金管局,負責有關銀行科技風險管理及業務可持續性規劃方面的監管工作,以及制訂相關政策及指引。周先生於二零一零年擔任紐約辦事處首席副代表。二零一三年返港後,開始負責有關銀行業務操作風險方面的監管工作,以及宏觀審慎監管的數據分析。加入金管局前,周先生為摩根大通銀行副總裁,負責亞太地區的資訊風險管理。

Mr Nelson Chow has been appointed to the present position from 1 September 2016 with responsibilities for facilitating the healthy development of the fintech ecosystem in Hong Kong and promoting Hong Kong as a fintech hub in Asia. He joined the HKMA in 2004 and was responsible for the supervision of banks’ technology risk management and business continuity planning as well as the formulation of related policies and guidelines. He was the Deputy Chief Representative of the New York Office in 2010. After returning to Hong Kong in 2013, he took up responsibilities to supervise banks’ operational risk management and perform macro-prudential data analysis. Prior to joining the HKMA, Mr Chow was a Vice President of JPMorgan Chase Bank, N.A. responsible for information risk management of the Asia Pacific region.

梁瀚璟先生作為創始人、天使投資者超過 20 多年,他的工作涉及人工智能、數據分析、電子支付、金融科技、互聯網安全及市銷科技。

梁瀚璟先生曾在中國內地的香港大學中國商學院擔任金融科技講師,並在美國及英國Booz Allen Hamilton 和畢馬威諮詢公司擔任策略、運營及信息技術管理顧問。

梁瀚璟先生持有芝加哥大學金融與策略工商管理碩士(榮譽)學位及威斯康星州 - 麥迪遜大學機械工程學士(榮譽)學位。

As Head of Fintech at InvestHK, the department of the Hong Kong SAR Government responsible for attracting Foreign Direct Investment, King’s mission is to foster a more vibrant fintech ecosystem in Hong Kong and Greater Bay Area (GBA) where King has the privilege to work closely with major fintech stakeholders – leading financial services institutions, fintech companies, accelerators, innovation labs, investors, regulators, universities, etc.  In another complementary role, King also serves as Visiting Lecturer in Fintech at Institute for China Business (中国商学院) of The University of Hong Kong in China in which King has extraordinary exposure to Mainland China fintech and financial services executives.

Prior to his Fintech immersion, King’s tech entrepreneurial career included his role as angel investor in startups involving artificial intelligence, Big Data and Insurtech; founder of a data management platform and lead generation startup funded by Credit Suisse; transformed Datatrade from a traditional direct marketing agency into a multiple awards winning CRM and loyalty marketing agency.

Recognized for his industry domain experience, King has been invited to serve in leadership roles at Fintech Association Hong Kong (Insurtech Committee), The Marketing Society Asia, [Digital-Direct] Marketing Association, Asia America Multi-technology Association, Young Entrepreneurs Development Council, etc.

Prior to his entrepreneurial career, King was a management consultant in strategy, operation and information technology with Booz Allen Hamilton and KPMG Consulting in USA and UK. King was also in technology investment as a venture capitalist at Innovate@ (a tech fund co-managed by Booz Allen Hamilton & Lehman Brothers in USA).

King Leung holds an MBA (Hons) in Finance and Strategy from University of Chicago, and BSc (Hons) in Mechanical Engineering from University of Wisconsin – Madison.

Mr Pou holds a Bachelor of Social Sciences degree in Economics from the Chinese University of Hong Kong. Mr Pou joined the HKMA in 1994 as an Assistant Manager. He was promoted as Manager in 1997, as Senior Manager in 2000 and as Division Head in 2008. Mr Pou has worked in different areas of HKMA’s work including banking supervision, banking policy, banking development, monetary operations and payment system operations. Mr Pou was seconded to The Hong Kong Mortgage Corporation Limited (HKMC) during 2015 to 2018 to oversee HKMC's general insurance business, before taking up the present position on 29 October 2018.

David Wong is the Head of Greater Bay Area Business Development team of Invest Hong Kong. He is responsible for, among other things, attracting international companies to set up in the Guangdong-Hong Kong-Macao Greater Bay Area via Hong Kong through enhancing collaboration with investment promotion agencies of other cities in the region, organising and participating in business events both locally and globally and engaging with stakeholders.

Prior to joining InvestHK, Jayne was Executive Director at TiE, a global non-profit network focused on fostering entrepreneurship, and management roles at advertising & digital agencies, startup investor & incubator, management consulting and manufacturing companies.

The StartmeupHK Festival is one of the key platforms organised by the team to attract international startup communities to Hong Kong, to share and network with local innovators, corporates and showcase the city’s success stories. The annual event in May 2021 attracted over over 38,000 attendees and 806 speakers from over 103 countries/territories.

Dr. YI Gang is the Governor of the People’s Bank of China and the Deputy Director of the Financial Stability and Development Committee of the State Council. He sits on the Board of Directors of the Bank for International Settlements.
Dr. Yi joined the People’s Bank of China in 1997 and has held a number of positions, including Secretary-General of the Monetary Policy Committee and Director-General of the Monetary Policy Department. In December 2007, he became a deputy governor and was appointed Administrator of the State Administration of Foreign Exchange in July 2009, a position he held until December 2015. He was appointed Governor of the People’s Bank of China in March 2018.
Dr. Yi received a Ph.D. in Economics from the University of Illinois in 1986 and was a faculty member in the Department of Economics, Indiana University from 1986 to 1994. In 1994, he co-founded the China Center for Economic Research (CCER) at Peking University and has been a professor at the CCER since then.
His research interests include money, banking and the Chinese economy.

Following his secondary school studies in Esch-sur-Alzette (classical mathematics section) Pierre Gramegna pursued studies in law and economics at the Université Panthéon-Assas (Paris II), where he was awarded a master’s degree in civil law in 1981 and a degree in economic sciences in 1982.

He completed his post-university education with a DEA (post-graduate diploma of advanced studies) in European Union law. In 2020, he was awarded the title of doctor honoris causa from the ESCP Business School for his leadership in the domains of finance and diplomacy as well as for his commitment to sustainable development in Luxembourg. He was also awarded the title of doctor honoris causa from the Sacred Heart University Luxembourg.

Governmental posts
Following the legislative elections of 14 October 2018, Pierre Gramegna was re-appointed Minister of Finance on 5 December 2018 in the coalition government formed by the Democratic Party (DP), the Luxembourg Socialist Workers’ Party (LSAP) and the Green Party (déi gréng). Pierre Gramegna had first joined the government as Minister of Finance on 4 December 2013, after the legislative elections of 20 October 2013.

As Minister of Finance, Pierre Gramegna has initiated major reforms to balance the budget and to align Luxembourg’s tax rules with international transparency standards. Thanks to these efforts, Luxembourg’s AAA rating has been consistently confirmed by all major rating agencies and, in 2015, the Global Forum on Transparency and Exchange of Information for Tax Purposes upgraded Luxembourg to “largely compliant”.

Pierre Gramegna modernised Luxembourg's tax framework by introducing an income degressive and therefore socially just tax credit in 2017 which also cushioned the impact of the introduction of the CO2 tax in 2021 for low-income earners. He was the first within the government to advocate the idea of free public transport, a measure that was introduced in 2020, making Luxembourg the first country in the world where this exists.

Furthermore, in 2014, Pierre Gramegna established Luxembourg's sovereign fund for the benefit of future generations.

Pierre Gramegna is also a promoter of the diversification of Luxembourg’s financial centre, in particular with regard to FinTech and sustainable finance. He is the initiator and presi-dent of the LHoFT Foundation, which runs the Luxembourg House of Financial Technology.

Together with the Minister for the Environment, Climate and Sustainable Development, he developed the Luxembourg Sustainable Finance Initiative (LSFI), a public-private partnership which launched a national strategy for sustainable finance in February 2021. Today, Luxembourg's financial centre is among the greenest in Europe for all its activities ranging from investment funds, a joint platform with the European Investment Bank (EIB) for financing climate projects, an accelerator for climate funds, to the Luxembourg Stock Exchange. Since its launch in 2016, the Luxembourg Green Exchange dedicated to sustainable finance has become the global leader and lists more than half of the world's green bonds.

Pierre Gramegna participated as spokesman for the EU Presidency at the Conference of the Parties (COP) 3 in Kyoto in 1997 as well as at COP23 in Bonn in 2017 and COP25 in Madrid in 2019 as Minister of Finance. He is a founding member of the Coalition of Finance Ministers for Climate Action and attends all meetings in person.

Pierre Gramegna is the doyen of the Eurogroup since the beginning of 2021. In the same year, he is vice-president of the OECD at a time when this institution is playing a
decisive role in reforming the global taxation of the profits of multinational companies (pillar 1), and when an agreement was reached on a global minimum tax rate (pillar 2).

As chair of the Economic and Financial Affairs Council of the European Union during the Luxembourg Presidency (second half of 2015), Pierre Gramegna actively contributed to reaching landmark agreements on the introduction of the automatic exchange of information on tax rulings with EU member states, as well as on securitisation.

Pierre Gramegna puts particular emphasis on Luxembourg’s role in multilateral development banks. In 2014, Luxem-bourg became a member of the African Development Bank and, in 2015, Luxembourg was the first non-Asian country to join the Asian Infrastructure Investment Bank. In May 2016, Pierre Gramegna was elected chair of the Board of Governors of the European Bank for Reconstruction and Development for a one-year mandate. He currently serves on the Board of Governors of the EIB and on that of the European Stability Mechanism. He is also Luxembourg’s governor to the International Monetary Fund, the World Bank and the Asian Development Bank.

Lord Gerry Grimstone

Lord Gerry Grimstone was appointed on 18 March 2020 as the Minister for Investment jointly at the Department for International Trade (DIT) and the Department for Business, Energy and  Industrial Strategy (BEIS). He also has Ministerial responsibility for the Office for Investment in 10  Downing St. He is DIT’s representative for all business in the House of Lords. His Ministerial duties in  BEIS also include responsibility for certain sectors including, steel, automotive, and the professional  and business services sector. 

Before entering politics, Lord Gerry had an extensive business career. He is the immediate past  Chairman of Barclays Bank plc and also of Standard Life Aberdeen, the UK’s largest savings and  investments business. He was an Independent Non-Executive Board Member of Deloitte North  

South Europe, a member of Deloitte’s Global Independent Non Executive Advisory Committee, and  also of their UK Oversight Board. He was a Senior Adviser to Fenchurch Advisory Partners and was a  member of the International Advisory Network of Natixis, the French financial services group.  He was a Senior Adviser to Blue Prism, a global leader in Robotic Process Automation.  

Within the UK, Lord Gerry has had a long history of serving the Ministry of Defence spanning 20  years. He sat on the Defence Board chaired by the Defence Secretary as its Lead Non-Executive. The  Defence Board is the senior decision-taking body in the MoD. Lord Gerry served under 6 Defence  Secretaries. 

From 2012-2015, Lord Gerry served as the Chairman of TheCityUK, the representative body for the  financial and professional services industry in the UK. He was a member of HM Treasury's Financial  Services Trade and Investment Board.  

Lord Gerry has been deeply involved in UK-China and UK-India relations. He chaired the TheCityUK CBBC China Market Advisory Group which helped coordinate financial and related professional  services activity between the UK and China. He chaired Heng An Standard Life, an Insurance and  Pensions company with branches in over 80 cities throughout China. In India, he sat for many years  on the Board of HDFC Life, which is one of India’s largest life assurance companies. He was the UK  chairman of the India-UK Financial Partnership and also of the UK-India CEO Forum both of which  were set up by the Indian and British Governments. 

In the Gulf, Lord Gerry was the Board Adviser to the Abu Dhabi Commercial Bank. He also sat on the  Board of Investcorp, a leading global provider and manager of alternative investment products  headquartered in Bahrain. He chaired Aberdeen Standard Investcorp Infrastructure Partners which invests in social and core infrastructure projects in Gulf Co-operation Council countries. In Saudi  Arabia, he led, for the Prime Minister and the Crown Prince, the private sector group advising the  Kingdom on corporatisation and privatisation.  

He was previously a senior investment banker at Schroders and ran major businesses in London,  New York and Asia Pacific. He specialised in mergers and acquisitions and capital-raising for major  companies worldwide. Prior to that, he was an official in HM Treasury where he was responsible for  privatisation and policy towards state-owned enterprises.

Joe Tsai is a co-founder and executive vice chairman of Alibaba Group, a global Internet technology company based in China. His career at Alibaba spans over 20 years, during which he was the company’s chief financial officer and oversaw strategic investments. Tsai serves on the boards of directors of Alibaba Group and its financial services affiliate, Ant Group.

Tsai is Governor of the Brooklyn Nets (NBA) and New York Liberty (WNBA), and is Chairman of the teams’ home arena Barclays Center. He owns two professional indoor lacrosse teams, based in San Diego and Las Vegas, respectively, in the National Lacrosse League. Tsai also has investments in the outdoor professional lacrosse league, Premier Lacrosse League, and Los Angeles FC of Major League Soccer.

Through the Joe and Clara Tsai Foundation, Tsai and his wife Clara Wu Tsai are active philanthropists supporting initiatives in education, research, criminal justice reform, economic mobility, the arts and humanitarian relief during the COVID-19 pandemic. Tsai is a founding board member of The Asian American Foundation (TAAF), a non-profit launched in 2021 that provides resources to Asian American Pacific Islander (AAPI) communities to mobilise against hate and discrimination and build the infrastructure to improve AAPI advocacy, power and representation.

Tsai is a member of the J.P. Morgan International Council, EXOR Partners Council, and International Advisory Council of the Hong Kong Stock Exchange. He is a trustee of The Lawrence ville School.

Prior to founding Alibaba Group, Tsai practiced tax law as an associate with Sullivan & Cromwell LLP in New York from 1990 to 1993 and was responsible for Asian private equity investments for Investor AB of Sweden’s Wallenberg family from 1995 to 1999. Ms. Jessica Tan is currently Co-CEO of Ping An Group (the “Group”), overseeing the Group’s insurance, technology and healthcare businesses. She sits on the Group’s Executive Committee and Investment Management Committee for its over 30 subsidiaries across Insurance, Banking, Investment, Technology and Internet businesses. She is in charge of 10+ Ping An subsidiaries. Ms. Tan also serves on the board of a number of subsidiaries under Ping An Bank, Ping An Property & Casualty, Ping An Life, and Ping An Asset Management.

In Ms. Tan’s 9 years at Ping An, the Group grew from the world’s 30th largest financial conglomerate into the 2th, serving 668 million online users and 225 million financial customers. Moreover, Ping An made major strides in technology and innovation, having established research institutes and increasing its R&D staff from to over 30,000 (including nearly 3,900 scientists). The Group has filed over 43,000 patent applications around the world, ranking 1st for fintech, AI and digital healthcare globally. Neil Shen has received numerous honors and awards in China and across the globe.  He continued to hold the top position in The Midas List by Forbes from 2018 to 2020. When he reached the top of The Midas List 2018, it marked a milestone - the first time a Chinese national has hit the top of the list. He has been the highest-ranking Chinese investor on The Midas List for the year from 2012 to 2020, and also is listed in the "100 Greatest Living Business Minds" by Forbes. In addition, he was listed on the "50 Most Influential Business Leaders in China" and "30 Most Influential Investors in China" by Fortune for the years 2015 to 2020, and "Top 20 Venture Capitalists Worldwide" by New York Times and CB Insights from 2016 to 2019.

Neil Shen serves on a number of philanthropic and public organizations and industry associations, including holding the role of Vice Chairman of the VC Funds Committee of Asset Management Association of China, Member of the Hong Kong Chief Executive’s Council of Advisors on Innovation and Strategic Development, Member of HKEX International Advisory Council, Chair of the Yale School of Management Board of Advisors, Chairman of Yale Center Beijing Executive Council, Trustee of Shanghai Jiao Tong University, Director of Yabuli China Entrepreneur Forum (CEF).

Agustín Carstens became General Manager of the BIS on 1 December 2017.

Mr Carstens was Governor of the Bank of Mexico from 2010 to 2017. A member of the BIS Board from 2011 to 2017, he was chair of the Global Economy Meeting and the Economic Consultative Council from 2013 until 2017. He also chaired the International Monetary and Financial Committee, the IMF's policy advisory committee from 2015 to 2017.

Mr Carstens began his career in 1980 at the Bank of Mexico. From 1999 to 2000, he was Executive Director at the IMF. He later served as Mexico’s deputy finance minister (2000–03) and as Deputy Managing Director at the IMF (2003–06). He was Mexico's finance minister from 2006 to 2009. 

Mr Carstens has been a member of the Financial Stability Board since 2010 and is a member of the Group of Thirty.

Mr Carstens holds an MA and a PhD in economics from the University of Chicago.

Nicolas Aguzin joined HKEX as Chief Executive Officer on 24 May 2021 from J.P. Morgan, where he was most recently Chief Executive Officer of J.P. Morgan’s International Private Bank. Mr Aguzin has been based in Hong Kong since 2012.

From 2013 to 2020, Mr Aguzin was CEO, J.P. Morgan, Asia Pacific where he was responsible for all the firm’s business across 17 markets. Mr Aguzin presided over some of the firm’s major expansion efforts during the period, including establishing itself in China as one of the few international financial institutions with a full range of services and capabilities; including a fully-owned locally incorporated commercial bank, a majority-owned securities company, an asset management company and a futures and options company. Concurrent with his Asia CEO role, Mr Aguzin also ran J.P. Morgan’s Investment Banking division in Asia. During his tenure the bank rose to become one of the leading investment banks in the Asia Pacific region.  

Mr Aguzin joined J.P. Morgan in 1990 in Buenos Aires as a financial analyst. Between 1990 and 2005, he held a variety of roles in New York and Buenos Aires, and in 2005 he was appointed as CEO, Latin America. In 2008 and 2009, in addition to his responsibilities as CEO, Latin America and Head of Latin America Investment Banking, he served as Senior Country Officer for Brazil.  

Mr Aguzin holds a bachelor degree in Economics from the Wharton School of the University of Pennsylvania in the US and is fluent in Spanish, Portuguese and English.

Bill is a Non-Executive Director of Novartis International AG. He presently Chairs the Taskforce for Scaling Voluntary Carbon Markets and Co-Chairs the B20 Action Council on Sustainability & Global Emergencies.

Bill spent 26 years with JP Morgan and was Co-CEO of the Investment Bank (2004-2009).  He was a committee member of the Independent Commission on Banking, established by the UK Govt (2010) and served as advisor to the Parliamentary Commission on Banking Standards. Bill also founded Renshaw Bay, a hedge fund which he ran from 2011-2015.

Bill holds an MBA from Wharton and was awarded a CBE in 2013.

Richard Li Tzar Kai is Founder and Chairman of Pacific Century Group (PCG), an Asia-based long-term private investment group founded in 1993 with interests in financial services, technology, media and telecommunications (TMT), and infrastructure. 

Richard Li launched now TV in 2003, via PCCW. He became interested in this industry in 1990 when he foresaw the opportunity for creative information and home entertainment services in Asia. The result was STAR TV, Asia's first satellite-delivered cable-TV service, which by 1993 had 45 million homes. 

In 2010, PCG acquired the asset management business of American International Group, Inc. (AIG) and renamed it PineBridge Investments. Since PCG’s acquisition, PineBridge has received 13 industry awards and managed assets of over US$110 billion in assets through its global network. 

In 2013, PCG acquired ING Group N.V.’s Hong Kong, Macau and Thailand insurance business and renamed it FWD. Since then, Swiss Re has become a 15% shareholder in FWD and FWD has expanded its operations into Indonesia, the Philippines, Singapore, Vietnam, Japan, Malaysia and Cambodia. 

Richard Li was awarded the Lifetime Achievement Award by the Cable & Satellite Broadcasting Association of Asia in 2011. Richard Li is a licensed pilot and dive master.

Dr. Calvin Choi is the Chairman of AMTD Group, and Founder of AMTD Charity Foundation. He is a globally recognized entrepreneur and philanthropist as well as a pioneer and contributor in promoting regional digitalization.



Calvin was named “2019 Asia FinTech Leader” and “2020 Singapore FinTech Leader” by the Singapore Fintech Association, selected as a “Young Global Leader” by the World Economic Forum in 2017, and awarded by the Institutional Investor magazine as one of the global “Fintech Finance 35” in 2016.



Calvin currently serves as the Chairman of the Group’s investment banking subsidiary AMTD international (NYSE:HKIB, SGX:HKB), the first company with dual class voting rights to successfully dual list on NYSE and SGX; Chairman of AMTD Digital, a one-stop digitally connected solutions platform headquartered in Singapore; Board Director of Bank of Qingdao (SEHK: 3866; SZSE: 002948).  He also serves as Board Director of ASEAN Financial Innovation Network, which was founded by World Bank, Monetary Authority of Singapore, and ASEAN Bankers Association. Calvin is appointed by the HK Government as a member of HK Cyberport Advisory Panel and a member of Prisoners’ Education Trust Fund Investment Advisory Committee.  He is also appointed as Vice President of the China Young Entrepreneurs Association, and Vice Chairman of Greater Bay Area Homeland Youth Community Foundation.



Before joining AMTD Group, Calvin was formerly a Managing Director at the Investment Banking Division and a member of the Global Family Office Committee of UBS Asia. He also served as the China Chief Specialist, Asia Strategic Alliance under the Corporate and Investment Banking Division of Citigroup.

David is a member of HSBC's Group Executive Committee and serves as Executive Director on the HSBC Asia-Pacific Board. He is also a non-executive director and a member of the Personnel & Remuneration Committee of the Bank of Communications;

Supervisor of HSBC Jintrust Fund Management Company Limited; a member of the Beijing Municipal Committee of the 13th Chinese People's Political Consultative Conference (CPPCC); and an advisor on the International Business Leaders' Advisory Council for the Governor of Hubei.

He joined HSBC in 1997 and was responsible for the local currency fixed income business in Greater China and Singapore. He was appointed Treasurer and Head of Global Markets at HSBC China in 2005; became Head of Global Banking and Markets at HSBC China in 2013; and served as President and Chief Executive, HSBC China in 2015-2020. Shu-Pui Li joined the Central Bank of U.A.E. (CBUAE) in November 2018 and is currently the Advisor to H.E. the Governor of Central Bank of UAE.  His major responsibilities include the implementation of the Fintech Strategy and establishment of a FinTech Office for the CBUAE; implementation of the National Payment Strategy and the continued enhancement of the financial market infrastructure of U.A.E.; and the provision of advisory support to the digital transformation of the CBUAE.

Prior joining CBUAE, Shu-Pui was the Executive Director of the Financial Infrastructure Department of the Hong Kong Monetary Authority (HKMA) and spent 17 years at the HKMA.  His work covered the following areas:

  • in charge of the Fintech Facilitation Office (FFO) of the HKMA, which helps build the fintech ecosystem in Hong Kong and promote Hong Kong as a fintech hub in Asia;
  • development and promotion of the financial infrastructure in Hong Kong, including the four large value payment systems (covering USD, HKD, euro and RMB), the faster payment system (7*24 payment system), debt securities clearing and settlement systems and research on digital currency issued by central bank;
  • continued development and promotion of the largest RMB offshore centre and infrastructure worldwide in Hong Kong, which has on average close to one trillion RMB turnover on a daily basis.  Related key projects included the enhancement to liquidity provision, mutual fund recognition, stock connect and bond connect, which allow mainland RMB financial products to be available at the off-shore centre.  
  • development of the soft infrastructure in Hong Kong, including implementation of the deposit protection scheme, investor and consumer education, enhanced competency framework for banking practitioners, and currency and note printing; and
  • coordination with overseas central banks and service providers to facilitate cross-border cooperation in financial infrastructure development.

Shu-Pui had also worked for the JP Morgan and Chase before joining the HKMA and was in charge of the Information Risk Department for the entire Asia region.

Shu-Pui is a qualified Chartered Accountant (FCA) of the Institute of Chartered Accountant England & Wales, a qualified Chartered Information System Engineer (CEng), a certified Information Systems Auditor (CISA) and a member of the British Computer Society (MBCS). He has also obtained a Masters degree in research of computer graphics and a Bachelors (1st Class Hons) degree in Computing Science at the University of Manchester.

Mr. Lai joined Tencent in 2009 and was the general manager for Tenpay between 2012 and 2019. In 2015, Tencent’s payment business was accelerated and developed into Tencent FiT (Financial Technology). Since then, Mr. Lai has been leading Tencent FiT until 2019. From June 2019 onwards, he serves as the Chairman of Fusion Bank.

During his tenure as the general manager of Tenpay and the Head of Tencent FiT, Mr. Lai and his team made strategic and significant contributions in setting up the Group’s payment infrastructure and creating an open financial ecosystem. In 2014, Mr. Lai and his team launched Weixin Red Packet and QQ Red Packet, which gained massive popularity across China. This provided Tencent a solid competitive edge in the mobile payment arm. Mr. Lai and his team also launched the wealth management platform Licaitong. Its aggregated customer assets amount raised rapidly to over RMB 1,000 billion in a few years. Leveraging payment service as an entry point, Mr. Lai successfully established a diversified financial ecosystem covering wealth management, securities, banking, blockchain, and e.t.c., thus, strengthened Tencent’s leading position in the FinTech sector. In 2017, Mr. Lai established and serves as the Dean of the Tencent Finance Academy, aiming to nurture cross-border talents for the internet and financial sectors and to facilitate the long-term development of the FinTech industry. In 2019, Mr. Lai led his team and established Fusion Bank, which has received a virtual banking license from the Hong Kong Monetary Authority. Fusion Bank, supported by Tencent’s strategic investment, bears a salient mission of exploring financial innovations and opening up new frontiers for Tencent. In June 2019, Mr. Lai was appointed as the Chairman of Fusion Bank.

Mr. Lai served as the director of several renowned financial corporations including ZhongAn Online P&C Insurance Company Limited, Hetai Life Insurance Company Limited, and CITIC Capital Holdings Limited, devoting himself to build Tencent’s financial business ecosystem. Before joining Tencent, Mr. Lai worked as an investment manager with Apax Partners PE in the UK and Lehman Brother’s Investment Bank in the US; and served as associate vice president at Credit Suisse First Boston Investment Bank.

Mr. Lai undertakes multiple social positions. He is a member of the Guangdong Provincial Committee of the Chinese People’s Political Consultative Conference (CPPCC Guangdong Committee). In the Hong Kong SAR, Mr. Lai is a member of the Chief Executive's Council of Advisers on Innovation and Strategic Development and a member of the Committee on Innovation, Technology and Re-industrialization chaired by the Financial Secretary. He also serves as Convenor of the Policy Research Committee and Board Member of Financial Services Development Council, a member of the Financial Infrastructure and Market Development (sub-Committee of the Exchange Fund Advisory Committee) of Hong Kong Monetary Authority, and a director of the Hong Kong Chi Tung Association Limited. During his tenure as a member of the CPPCC Guangdong Committee, Mr. Lai submitted several proposals with high reference value, in which “Recommendation on the Financial Technology Regulatory Sandbox in the Greater Bay Area” (《關於建議試點粵港澳大灣區金融科技監管沙箱的提案》) and “Recommendation on the expansion and promotion of the blockchain-based electronic invoice pilot project in Guangdong Province” (《關於在廣東省擴大和推廣區塊鏈電子普通發票試點的提案》) have received the Guangdong Province Excellent Proposal Commendation for two consecutive years in 2018 and 2019.

As an expert in technology and FinTech, Mr. Lai is regularly invited to present at influential international forums, including the 2015 World Internet Conference and the 2017 BOAO Youth Forum for Asia. He also spoke alongside Mr. Zhou Xiaochuan, former Governor of the People's Bank of China (PBoC), at the 2018 China Wealth Management 50 Forum hosted by the PBC School of Finance, Tsinghua University. In January 2019, Mr. Lai was invited jointly by Mr. Yi Gang, Governor of the PBoC, and Mr Norman Chan, former Chief Executive of the Hong Kong Monetary Authority (HKMA), to attend the Bank for International Settlements (BIS) All Governors' Meeting as Tencent’s representative. It uses machine learning to synthesize that data and give providers actionable and personalized recommendations for each patient at the point of care. It shows the clinical reasoning behind these recommendations, but relies on the doctor’s judgment and expertise to diagnose, treat, and implement care plans. Ultimately, physicians who use the Clover Assistant to manage their patients have experienced lower costs, less waste and better patient outcomes.

Under Andrew’s leadership, Clover is fundamentally changing the role of an insurance company to be an active participant in making people healthier and reducing the cost of healthcare.

Andrew joined Clover from Google, where he coordinated enterprise activities for the Android team and ran Machine Learning, Enterprise Search and Analytics for the G-Suite team. Before that, he was the CEO and co-founder of Divide, a company focused on creating a split between work and personal data on mobile devices, which was acquired by Google in 2014. He earned his BS and MS in Computer Science from Stanford. He was born in Hong Kong, and currently resides in the Bay Area.

Albert Wong was appointed CEO of HKSTP in August 2016. The purpose of Science Park is to accelerate the development of Technology, Innovation and Entrepreneurship of Hong Kong.

Committed to the success of Hong Kong’s future, Albert and his team are responsible for providing world-class services at the Park, to achieve their objective of helping technology companies and talents to realise their commercial potential. These services include technology incubation programmes, tools and research labs for application and product development, early-stage investments, mentoring and business consulting, and connecting Park companies with local industry and trade associations.

Albert holds an Engineering Degree from the University of Hong Kong and an MBA from the Chinese University of Hong Kong. The 30-plus years of commercial, industrial and leadership roles with various multinationals have provided Albert with the critical appreciation and understanding of building companies, investment networks and solving market needs. The 15 years spent with GE in the US headquarters, Asia-Pacific and China – where he was responsible for M&A, Business Development, Product Management, and Business Operations – were especially significant for him, providing Albert with the knowledge and connections to lead HKSTP today.

Outside of work, Albert actively contributes to the community. He is a member of The Court of The University of Hong Kong and a board member the Hong Kong Sports Institute. An avid runner, Albert regularly takes part in marathons around the world.

Alexandre is an Associate Director within PwC’s Crypto team in Hong Kong where he specialises in advising multiple types of firms looking to expand their outreach within the crypto industry.

Before joining PwC Alexandre worked within the Investment Banking industry where he developed wide knowledge about derivatives throughout his experience at Société Générale and JP Morgan.

From 2015, Alexandre became a crypto and blockchain entrepreneur focused on delivering Blockchain powered solutions to financial institutions as well as building custody and hardware wallet products for institutional clients. The firms he co-founded got incubated within the Hong Kong Cyberport hub, received label from the Finance innovation hub in France and obtained financial grants from Consensys. Alexandre also led the institutional trading business development activities within a world-leading crypto exchange.

Alexandre has provided multiple keynote speeches about the rise of blockchain technology around the world and presented Blockchain workshops at Hong Kong University (HKU) and Chinese University of Hong Kong (CUHK).

He is currently leading a number of crypto trading, custody and blockchain related enterprise expansion projects with PwC.

Alfonso Garcia Mora is IFC’s Vice President for Asia and the Pacific. In this capacity, Mr. Garcia Mora is responsible for all IFC operations in the region, including operationalizing IFC’s COVID-19 crisis response, building a strong Upstream pipeline rooted in-country strategies, and fostering more collaboration opportunities with a range of key stakeholders for broader impact.

Previously, Mr. Garcia Mora was the Global Director for the Finance Competitiveness and Innovation Global Practice at the World Bank Group. He led the World Bank’s work on financial stability and integrity; financial infrastructure, inclusion, and access; long-term finance and capital markets; and crisis and disaster risk finance across all regions.

Since joining the World Bank Group in January 2013, Mr. Garcia Mora has led different regional responsibilities as Manager and Director in Latin America, Middle East, and North Africa, and Eastern Europe and Central Asia, advising governments, supervisors, and regulators on projects related to financial-sector development, access to finance, banking crises, capital markets, and financial regulation. Mr. Garcia Mora managed the Financial Sector Assessment Program, leading several assessments, and represented the World Bank Group in different committees of the Financial Stability Board and other standard-setting bodies.

Before his World Bank Group career, Mr. Garcia Mora worked in the private sector for over 12 years, including as Partner-Managing Director at Analistas Financieros Internacionales Consulting Group.

Mr. Garcia Mora holds a Ph.D. in Economics from Universidad Autonoma de Madrid and served as a visiting Ph.D. student at Boston University. He also holds a Master of Finance from the Catholic University of Leuven. Mr. Garcia Mora has lectured and published extensively on banking and financial- sector issues.

Ms. Alice Wong is the Group Chief Financial Officer of Hong Kong Television Network Limited. She has extensive experience in financial management, corporate finance and global investor relations, in particular on tech industries such as telecommunications, multimedia and eCommerce.  She is one of the core drivers on the Group’s strategic and corporate development on the Ecommerce business and Technology Solution business, including the digital development on Fintech and Insurtech. Prior to joining BOCHK, Arnold held various senior executive positions in strategy planning, wealth products and distribution in Hong Kong and mainland China of HSBC Group. He then served as Senior Executive Vice President of Private Banking of Hang Seng Bank.

Barry O’Byrne was appointed Chief Executive of Global Commercial Banking in February 2020, having served in the role on an interim basis since August 2019.
He is responsible for a business serving about 1.4 million customers across 53 markets, ranging from small enterprises focused on their home markets through to corporates operating internationally.

Mr O’Byrne joined HSBC as Group General Manager and Chief Operating Officer (COO) for Global Commercial Banking in April 2017, responsible for strategic change initiatives, data and analytics, middle office and the leadership of regional COOs. He was appointed as a Group Managing Director in March 2020.

He joined HSBC from GE Capital, where he worked for 19 years across a number of senior leadership roles. At GE Capital his most recent appointment was CEO for GE Capital International. Previously he was COO for GE Capital International, with responsibility for the group’s operations, technology, strategic initiatives and simplification strategy across more than 20 markets.

Mr O’Byrne has also held CEO positions in Italy, France and the UK and has served on boards in the UK, Switzerland, Germany, Italy and Spain. He has a degree in Business Studies and French from the University of Limerick, and lives in Hong Kong with his wife and three daughters.

Bénédicte is the Head of the BIS Innovation Hub, Hong Kong Centre. Prior to this appointment, she was a managing director at SC Ventures, the innovation arm of Standard Chartered Bank that leads a series of new ventures across digital banking, banking as a service, SME finance and blockchain. From 2018-2019, she was the Vice President of International Government Relations at Circle, involved in the evolution of blockchain and digital assets. From 2012-2018, she was the Head of Risk & Strategy of the Hong Kong Securities and Futures Commission (SFC), and in that capacity also acting as the Vice Chair of the Committee on Emerging Risks and the Fintech research lead for the International Organization of Securities Commissions (IOSCO). From 2007-2012, she was a managing director at Credit Suisse and before that from 1997-2007 she was an associate and executive director at Goldman Sachs. Originally from Belgium, she holds LL.M. and M.B.A. degrees from the University of Chicago and the University of Leuven. She is admitted to the New York Bar since 1999. In 2016, she was a recipient of the China Daily Asian Women Leadership Awards for her efforts related to entrepreneurship, innovation and charity. She remains closely engaged in these topics, most recently through her involvement in the Fintech Association of Hong Kong (FTAHK) and Women in Finance Asia (WiFA.)

Benoît Cœuré became Head of the BIS Innovation Hub in 2020. He is a member of the Bank's Executive Committee. Previously, he was a member of the Executive Board of the ECB. From 2013 to 2019, he chaired the BIS's Committee on Payments and Market Infrastructures.

Prior to joining the ECB, he served in various positions at the French Treasury and the French debt management office. Between 2007 and 2009, he was France's Assistant Secretary for Multilateral Affairs, Trade and Development, co-chair of the Paris Club, and G8 and G20 Finance Sous-Sherpa for France. From 2009 to 2011, he was Deputy Director General and Chief Economist at the French Treasury.

Mr Cœuré is a graduate of the École Polytechnique in Paris. He holds an advanced degree in Statistics and Economic Policy from the École nationale de la statistique et de l'administration économique (ENSAE), and a bachelor's degree in Japanese.

BRIAN W TANG is a board member and was founding co-chair of the Fintech Association of Hong Kong’s Regtech Committee, which has been recognized by the Hong Kong Monetary Authority in its two-year roadmap to promote regtech adoption as playing a “key role in the [regtech] ecosystem”. Ms Ong is responsible for driving the growth of HSBC’s business banking franchise in Hong Kong, strengthening the Bank’s commitment to support SMEs and startups through its expertise, extensive network and continuous digital innovations.

With more than 25 years of experience with HSBC, Christina has held various key management roles spanning client coverage across SMEs, mid-market segment and large corporates, strategy and propositions, as well as marketing.

Dr Denis Yip has been appointed as Chief Executive Officer of ASTRI, effective in October 2021. He is a veteran with over 30 years of extensive leadership experience in both the public and private sectors, covering management, strategy, operation, research and development as well as marketing.

Dr Yip had worked in Hong Kong, Beijing, Guangzhou, San Francisco, Shanghai and Tokyo, and served at senior positions in a number of large enterprises. He served as the Commissioner for Belt and Road of the Commerce and Economic Development Bureau, Hong Kong SAR government, since June 2019.

From 2017 to early 2019, Dr Yip served as President and Director of the Digital China Holdings Company and the Fujian Start Group respectively. He steered the development of the enterprises and established their business footholds. He had been the Senior Vice President and the President of Greater China of EMC Corporation since July 2006, and the Senior Vice President and President of Greater China of Dell Technologies Inc. since 2016. He was responsible for the overall business operations in Mainland China, Hong Kong and Taiwan during the period. From 1991 to 2006, Dr Yip held a variety of senior management positions in the International Business Machines Corporation (IBM), including as the Vice President of the Asia Pacific Storage Division.

Dr Yip holds a bachelor’s and a master’s degree in Electrical Engineering and Computer Sciences from University of California, Berkeley. He also holds an MBA degree from Golden Gate University and Doctor of Business Administration degree in University of Management and Technology.

Duncan is an experienced practitioner and advisor in the areas of Corporate Governance, Internal Audit, Internal Control Consulting and Regulatory Compliance.  He has worked with PwC in Hong Kong since 1996 and has been a partner since 1999. Prior to moving to Hong Kong, Duncan worked with the firm in London for 8 years. He has worked with numerous public and private sector clients helping establish and/or review their Corporate Governance frameworks, risk management structures and internal controls.

He also advises numerous organisations on Corporate Governance and Internal Controls using Digital assets, also referred to as “crypto” (either as investors, issuers or exchanges) and has worked in this area since 2017/18. Duncan co-led the PwC HK team assisting the HKMA with its mCBDC project. He has also worked with an extremely large crypto client (who did one of the largest ICOs in history) on various aspects of their business. In addition Duncan supervises the PwC Hong Kong audit teams partners and managers who address all the unique aspects of auditing crypto (e.g. wallet management, transaction identification, custody etc.).  He was also the partner responsible for initiating and executing the 1st ever settlement of fees in Bitcoin for a Big 4 firm globally.

He has also been responsible for PwC’s assurance services in Emerging Technology including Artificial Intelligence, Robotic Processing Automation and Blockchain etc. Outside of PwC, Duncan has until recently been a Governor of the Institute of Internal Auditors – Hong Kong Chapter and helps certain charities and Non-Government Organisations (NGOs) address corporate governance challenges.

He is a regular speaker at conferences on risk management (particularly relating to emerging technology), corporate governance and internal audit. Duncan is also helping a number of companies with assessing Risk Culture, both for management and through internal audit

Emmanuelle continues to lead multiple projects internally on tokenizationand on the impact of blockchain. She is also a co-chair of the Blockchain committee of the FinTech Association of Hong-Kong.

Prior to BNPP AM, she was Internal Auditor at Amundi Asset Management.

Emmanuelle holds an MSc in Financial Management and a Diplome des Grandes Ecoles with a major in Financial Analysisfrom EDHEC Business School in France.

Since she joined the SCMP in 1996, she has covered all the major financial reforms in Hong Kong. Ir Eric Chan is the Chief Public Mission Officer of the HongKong Cyberport. Ir Chan is in charge of building the ecosystem of nurturingstart-ups from inspiring the next generation, through nurturing theentrepreneurial spirit, to empowering global ambition, by providingcomprehensive entrepreneurship programmes and early stage funding.

Ir Chan has 32 years of experience in the ICT industry, achartered engineer, a chartered marketer and a fellow of Institution ofEngineering & Technology (UK). Prior to joining Cyberport, Chan was aDirector of HGC Global Communication; and had held various senior positions inglobal telecom and IT services companies including PCCW, PCCW ConsultingServices, Cable & Wireless HKT. Ir Chan has been active in public services,especially in education and industrial training, professional bodies andcharitable organisations. Ir Chan is the Chairman of Knowledge ManagementDevelopment Center, Vice Chairman of Industrial Training Advisory Committee(ICT) and a member of Curriculum Development Council. He also serves as advisorand mentor at the University of Hong Kong, the Chinese University of Hong Kongand the Hong Kong University of Science and Technology.

Ir Chan holds a BSc. (Hon) degree in Engineering from Universityof London, a Master degree in Business Administration from Manchester BusinessSchool, and received Executive Education from INSEAD and IESE business schools.
