Mr Charles Ng was appointed as an Associate Director-General of Investment Promotion at Invest Hong Kong (InvestHK) in July 2007. He heads up the innovation, technology and entrepreneurship division responsible for helping overseas and Mainland companies to establish or expand their business in Hong Kong. His teams are responsible for Innovation and Technology (which includes Health Tech, Smart city, Artificial Intelligence, Smart Manufacturing and Robotics, Information and Communications Technology), Financial Technology, and Startups.
Mr Ng leads the StartmeupHK programme which aims at promoting Hong Kong as a premier startup destination in Asia, attracting overseas entrepreneurs to the city and helping to build it into a leading destination and hub for innovation and entrepreneurship.
He has extensive experience in the private sector, having worked for companies in the manufacturing and trading sectors, as well as for multinationals in the financial services and banking sectors in Mauritius, Canada and Hong Kong. He also has experience setting up and managing his own business and running a major international chamber of commerce in Hong Kong.
Mr Ng speaks English, French, Cantonese, Putonghua, Hakka and Creole, and holds an MBA degree awarded jointly by the Business School of the Hong Kong University of Science and Technology and the Kellogg School of Management of Northwestern University.
As Head of Fintech at InvestHK, the department of the Hong Kong SAR Government responsible for attracting Foreign Direct Investment, King’s mission is to foster a more vibrant fintech ecosystem in Hong Kong and Greater Bay Area (GBA) where King has the privilege to work closely with major fintech stakeholders – leading financial services institutions, fintech companies, accelerators, innovation labs, investors, regulators, universities, etc. In another complementary role, King also serves as Visiting Lecturer in Fintech at Institute for China Business (中国商学院) of The University of Hong Kong in China in which King has extraordinary exposure to Mainland China fintech and financial services executives.
Prior to his Fintech immersion, King’s tech entrepreneurial career included his role as angel investor in startups involving artificial intelligence, Big Data and Insurtech; founder of a data management platform and lead generation startup funded by Credit Suisse; transformed Datatrade from a traditional direct marketing agency into a multiple awards winning CRM and loyalty marketing agency.
Recognized for his industry domain experience, King has been invited to serve in leadership roles at Fintech Association Hong Kong (Insurtech Committee), The Marketing Society Asia, [Digital-Direct] Marketing Association, Asia America Multi-technology Association, Young Entrepreneurs Development Council, etc.
Prior to his entrepreneurial career, King was a management consultant in strategy, operation and information technology with Booz Allen Hamilton and KPMG Consulting in USA and UK. King was also in technology investment as a venture capitalist at Innovate@ (a tech fund co-managed by Booz Allen Hamilton & Lehman Brothers in USA).
King Leung holds an MBA (Hons) in Finance and Strategy from University of Chicago, and BSc (Hons) in Mechanical Engineering from University of Wisconsin – Madison.

Adam is Head of the Data & Analytics team at HKEX. Prior to joining HKEX in 2017, he was a quantitative strategist at Goldman Sachs, and a fund manager investing in European real estate. Based in Hong Kong since 2007, he holds a degree in Computer Science from Imperial College, London and an MBA from HKUST Business School.
