Yi Gang

Dr. YI Gang is the Governor of the People’s Bank of China and the Deputy Director of the Financial Stability and Development Committee of the State Council. He sits on the Board of Directors of the Bank for International Settlements.
Dr. Yi joined the People’s Bank of China in 1997 and has held a number of positions, including Secretary-General of the Monetary Policy Committee and Director-General of the Monetary Policy Department. In December 2007, he became a deputy governor and was appointed Administrator of the State Administration of Foreign Exchange in July 2009, a position he held until December 2015. He was appointed Governor of the People’s Bank of China in March 2018.
Dr. Yi received a Ph.D. in Economics from the University of Illinois in 1986 and was a faculty member in the Department of Economics, Indiana University from 1986 to 1994. In 1994, he co-founded the China Center for Economic Research (CCER) at Peking University and has been a professor at the CCER since then.
His research interests include money, banking and the Chinese economy.

Paul Chan

Mr Chan is a Certified Public Accountant. He is a former President of the Hong Kong Institute of Certified Public Accountants.

Before joining the Government, Mr Chan held a number of public service positions including member of the Legislative Council and Chairman of Legal Aid Services Council.

Mr Chan served as Secretary for Development of the Hong Kong Special Administrative Region Government from July 2012 to January 2017. He was appointed Financial Secretary on 16 January, 2017.

Christopher Hui

Mr Christopher Hui was appointed the Secretary for Financial Services and the Treasury on 22 April 2020. He serves on the boards of Mass Transit Railway Corporation Limited, Hong Kong Airport Authority and also as the Chairman of the Kowloon-Canton Railway Corporation. 

Prior to his appointment, Mr Hui was the Executive Director of the Hong Kong Financial Services Development Council. He spent 13 years at the Hong Kong Exchanges and Clearing Limited, having been the Managing Director for Market Development and Head of Project Management and also in various senior roles in Listing and Market Development. He also worked for a number of multi-national companies in the private sector. He started his career as an Administrative Officer in the Government in 1999 and served in the Economic Development Branch, the Office of the Government of the Hong Kong Special Administrative Region in Beijing and the Home Affairs Department.

Mr Hui previously held a number of public roles including Councillor of the City University of Hong Kong, Member of the Mandatory Provident Fund Authority Process Review Panel, Hong Kong Stock Exchange Listing Review Committee and also Hong Kong Institute of Certified Public Accountants Disciplinary Panel.

Mr Hui holds Bachelor and Master (Hon) Degrees in Philosophy, Politics and Economics from the University of Oxford, and Master of Business Administration Degree from INSEAD. He also attended the Stanford Executive Programme (SEP).

Eddie Yue

Mr Eddie Yue was appointed Chief Executive of the Hong Kong Monetary Authority (HKMA) from 1 October 2019.  He began his career as an Administrative Officer in the Hong Kong Government in 1986.  He joined the HKMA upon its establishment in 1993 and was promoted to Division Head a year later.  He was appointed Executive Director in 2001 and subsequently Deputy Chief Executive in 2007 before taking up his current position.

Mr Yue has participated in numerous areas of the HKMA’s work.  During his tenure as Deputy Chief Executive, he steered major policies and initiatives relating to reserves management, research, external affairs and market development.  Mr Yue was also actively involved in tackling major financial crises and played an instrumental role in enhancing the Linked Exchange Rate System.

Mr Yue was educated at the Chinese University of Hong Kong and the Harvard Business School.

Clement Cheung

Mr Cheung has been serving as the Chief Executive Officer of the Insurance Authority since August 2018 after retiring from the Administrative Service. Senior positions that he has held in the Government include Commissioner of Insurance (2006-2009), Postmaster General (2009-2011), Commissioner of Customs and Excise (2011-2015), and Secretary for the Civil Service (2015-2017).

At the global and regional levels, Mr Cheung is a member of the Executive Committee of the International Association of Insurance Supervisors and Chair of its Audit and Risk Committee, as well as Chairman of the Asian Forum of Insurance Regulators.

Edward Yau

Mr Yau assumed the post of the Secretary for Commerce and Economic Development on July 1, 2017. His portfolio covers policy areas from trade, commerce to telecommunications and broadcasting, and from promotion of creative industries, intellectual property and consumer protection to boosting inward investment and tourism development.  

Mr Yau has his full career in the public service. Before taking up the current post, Mr Yau was the Director of the Chief Executive's Office from 2012 to 2017, assisting the Chief Executive in formulating policies and setting policy goals and priorities. He was the Secretary for the Environment from 2007 to 2012, overseeing policies on environmental protection, energy, nature conservation and sustainable development. 

Mr Yau started his civil service career as an Administrative Officer in 1981. During his long service as a civil servant, he held various positions,  including Director of Information Services, Deputy Secretary for  Education and Manpower, Deputy Director-General of Trade and Industry as well as Director-General of the Hong Kong Economic and Trade Office in Washington, DC, USA. 

Mr Yau graduated from the University of Hong Kong. He received further education at Oxford University and at Harvard University.

Julia Leung

Ms Leung is a member of the Securities and Futures Commission (SFC). She is the Deputy Chief Executive Officer and an Executive Director with responsibility for the Intermediaries Division, which comprises the Intermediaries Supervision and Licensing departments. That Division is primarily responsible for administering licensing requirements and conducting ongoing supervision of licensed corporations with a focus on their business conduct and financial soundness.
Prior to joining the SFC, Ms Leung was the Under Secretary for Financial Services and the Treasury from August 2008 to December 2013 and worked with the Hong Kong Monetary Authority (HKMA) for 14 years.
Ms Leung graduated from The Chinese University of Hong Kong and earned a master's degree from Columbia University in the City of New York. She authored a book on how Asia surmounted various financial crises.
Ms Leung is a member of the Council of Advisers for Applied Research of the Hong Kong Institute for Monetary and Financial Research.
Ms Leung chairs the SFC's Academic and Accreditation Advisory Committee and the Fintech Advisory Group. She also sits on the Advisory Committee, Investment Committee, Budget Committee, Executive Committee and the SFC (HKEC Listing) Committee.

Alfred Sit

Mr Alfred Sit joined the Government as Assistant Electrical and Mechanical Engineer in 1984 and was promoted to Chief Electrical and Mechanical Engineer in 2001, to Government Electrical and Mechanical Engineer in 2007, to Deputy Director of Electrical and Mechanical Services in 2011. He was Director of Electrical and Mechanical Services and Electrical and Mechanical Services Trading Fund General Manager since October 2017. On 22 April 2020, Mr Sit was appointed Secretary for Innovation and Technology.

Mr Sit is an electrical engineer by profession and has over 30 years’ experience in public administration. He is a fellow member of the Hong Kong Institution of Engineers. He was the President of the Hong Kong Institution of Facility Management and Chairman of the Biomedical Division of the Hong Kong Institution of Engineers.

Mr Sit holds the Associateship in Electrical Engineering from the Hong Kong Polytechnic and a master degree in Business Administration from The Chinese University of Hong Kong. He has also attended the Harvard Business School.

Kenneth Hui

Kenneth Hui is the Head of Market Development Division of the Hong Kong Monetary Authority (HKMA), in charge of the HKMA’s efforts to enhance Hong Kong's competitiveness as an international financial centre. Prior to joining the HKMA, Ken was a senior manager at the Investment Products Division of the Hong Kong Securities and Futures Commission (SFC), specialising in regulatory policies on retail funds and innovative retail investment products. During his time at the SFC, Ken was seconded to the Secretariat of the International Organization of Securities Commissions, where he was responsible for global OTC derivatives reforms.

Mr Chan was appointed the Under Secretary for Financial Services and the Treasury on 16 August 2017.

Mr Chan has many years of senior executive experience in the banking industry. He was a Managing Director in the Global Markets Division of Credit Agricole Corporate & Investment Bank, and was a Managing Director in Financial Markets of Standard Chartered Bank.

Prior to joining the Government, Mr Chan held multiple roles in a number of public and professional bodies, including Vice President of the Hong Kong Society of Financial Analysts, Director of Hong Kong Securities & Investment Institute, Advisor of the Chinese Gold & Silver Exchange Society, as well as a General Committee member of the Hong Kong General Chamber of Commerce. Mr Chan was also a member of the Central & Western District Council.

Nelson Chow

Mr Nelson Chow has been appointed to the present position from 1 September 2016 with responsibilities for facilitating the healthy development of the fintech ecosystem in Hong Kong and promoting Hong Kong as a fintech hub in Asia. He joined the HKMA in 2004 and was responsible for the supervision of banks’ technology risk management and business continuity planning as well as the formulation of related policies and guidelines. He was the Deputy Chief Representative of the New York Office in 2010. After returning to Hong Kong in 2013, he took up responsibilities to supervise banks’ operational risk management and perform macro-prudential data analysis. Prior to joining the HKMA, Mr Chow was a Vice President of JPMorgan Chase Bank, N.A. responsible for information risk management of the Asia Pacific region.

As Head of Fintech at InvestHK, the department of the Hong Kong SAR Government responsible for attracting Foreign Direct Investment, King’s mission is to foster a more vibrant fintech ecosystem in Hong Kong and Greater Bay Area (GBA) where King has the privilege to work closely with major fintech stakeholders – leading financial services institutions, fintech companies, accelerators, innovation labs, investors, regulators, universities, etc.  In another complementary role, King also serves as Visiting Lecturer in Fintech at Institute for China Business (中国商学院) of The University of Hong Kong in China in which King has extraordinary exposure to Mainland China fintech and financial services executives.

Prior to his Fintech immersion, King’s tech entrepreneurial career included his role as angel investor in startups involving artificial intelligence, Big Data and Insurtech; founder of a data management platform and lead generation startup funded by Credit Suisse; transformed Datatrade from a traditional direct marketing agency into a multiple awards winning CRM and loyalty marketing agency.

Pierre Gramegna

Education and qualifications
Following his secondary school studies in Esch-sur-Alzette (classical mathematics section) Pierre Gramegna pursued studies in law and economics at the Université Panthéon-Assas (Paris II), where he was awarded a master’s degree in civil law in 1981 and a degree in economic sciences in 1982.

He completed his post-university education with a DEA (post-graduate diploma of advanced studies) in European Union law. In 2020, he was awarded the title of doctor honoris causa from the ESCP Business School for his leadership in the domains of finance and diplomacy as well as for his commitment to sustainable development in Luxembourg. He was also awarded the title of doctor honoris causa from the Sacred Heart University Luxembourg.

Governmental posts
Following the legislative elections of 14 October 2018, Pierre Gramegna was re-appointed Minister of Finance on 5 December 2018 in the coalition government formed by the Democratic Party (DP), the Luxembourg Socialist Workers’ Party (LSAP) and the Green Party (déi gréng). Pierre Gramegna had first joined the government as Minister of Finance on 4 December 2013, after the legislative elections of 20 October 2013.

As Minister of Finance, Pierre Gramegna has initiated major reforms to balance the budget and to align Luxembourg’s tax rules with international transparency standards. Thanks to these efforts, Luxembourg’s AAA rating has been consistently confirmed by all major rating agencies and, in 2015, the Global Forum on Transparency and Exchange of Information for Tax Purposes upgraded Luxembourg to “largely compliant”.

Pierre Gramegna modernised Luxembourg's tax framework by introducing an income degressive and therefore socially just tax credit in 2017 which also cushioned the impact of the introduction of the CO2 tax in 2021 for low-income earners. He was the first within the government to advocate the idea of free public transport, a measure that was introduced in 2020, making Luxembourg the first country in the world where this exists.

Furthermore, in 2014, Pierre Gramegna established Luxembourg's sovereign fund for the benefit of future generations.

Pierre Gramegna is also a promoter of the diversification of Luxembourg’s financial centre, in particular with regard to FinTech and sustainable finance. He is the initiator and presi-dent of the LHoFT Foundation, which runs the Luxembourg House of Financial Technology.

Together with the Minister for the Environment, Climate and Sustainable Development, he developed the Luxembourg Sustainable Finance Initiative (LSFI), a public-private partnership which launched a national strategy for sustainable finance in February 2021. Today, Luxembourg's financial centre is among the greenest in Europe for all its activities ranging from investment funds, a joint platform with the European Investment Bank (EIB) for financing climate projects, an accelerator for climate funds, to the Luxembourg Stock Exchange. Since its launch in 2016, the Luxembourg Green Exchange dedicated to sustainable finance has become the global leader and lists more than half of the world's green bonds.

Pierre Gramegna participated as spokesman for the EU Presidency at the Conference of the Parties (COP) 3 in Kyoto in 1997 as well as at COP23 in Bonn in 2017 and COP25 in Madrid in 2019 as Minister of Finance. He is a founding member of the Coalition of Finance Ministers for Climate Action and attends all meetings in person.

Pierre Gramegna is the doyen of the Eurogroup since the beginning of 2021. In the same year, he is vice-president of the OECD at a time when this institution is playing a
decisive role in reforming the global taxation of the profits of multinational companies (pillar 1), and when an agreement was reached on a global minimum tax rate (pillar 2).

As chair of the Economic and Financial Affairs Council of the European Union during the Luxembourg Presidency (second half of 2015), Pierre Gramegna actively contributed to reaching landmark agreements on the introduction of the automatic exchange of information on tax rulings with EU member states, as well as on securitisation.

Pierre Gramegna puts particular emphasis on Luxembourg’s role in multilateral development banks. In 2014, Luxem-bourg became a member of the African Development Bank and, in 2015, Luxembourg was the first non-Asian country to join the Asian Infrastructure Investment Bank. In May 2016, Pierre Gramegna was elected chair of the Board of Governors of the European Bank for Reconstruction and Development for a one-year mandate. He currently serves on the Board of Governors of the EIB and on that of the European Stability Mechanism. He is also Luxembourg’s governor to the International Monetary Fund, the World Bank and the Asian Development Bank.

Lord Gerry Grimstone

Lord Gerry Grimstone was appointed on 18 March 2020 as the Minister for Investment jointly at the Department for International Trade (DIT) and the Department for Business, Energy and  Industrial Strategy (BEIS). He also has Ministerial responsibility for the Office for Investment in 10  Downing St. He is DIT’s representative for all business in the House of Lords. His Ministerial duties in  BEIS also include responsibility for certain sectors including, steel, automotive, and the professional  and business services sector. 

Before entering politics, Lord Gerry had an extensive business career. He is the immediate past  Chairman of Barclays Bank plc and also of Standard Life Aberdeen, the UK’s largest savings and  investments business. He was an Independent Non-Executive Board Member of Deloitte North  

South Europe, a member of Deloitte’s Global Independent Non Executive Advisory Committee, and  also of their UK Oversight Board. He was a Senior Adviser to Fenchurch Advisory Partners and was a  member of the International Advisory Network of Natixis, the French financial services group.  He was a Senior Adviser to Blue Prism, a global leader in Robotic Process Automation.  

Within the UK, Lord Gerry has had a long history of serving the Ministry of Defence spanning 20  years. He sat on the Defence Board chaired by the Defence Secretary as its Lead Non-Executive. The  Defence Board is the senior decision-taking body in the MoD. Lord Gerry served under 6 Defence  Secretaries. 

From 2012-2015, Lord Gerry served as the Chairman of TheCityUK, the representative body for the  financial and professional services industry in the UK. He was a member of HM Treasury's Financial  Services Trade and Investment Board.  

Lord Gerry has been deeply involved in UK-China and UK-India relations. He chaired the TheCityUK CBBC China Market Advisory Group which helped coordinate financial and related professional  services activity between the UK and China. He chaired Heng An Standard Life, an Insurance and  Pensions company with branches in over 80 cities throughout China. In India, he sat for many years  on the Board of HDFC Life, which is one of India’s largest life assurance companies. He was the UK  chairman of the India-UK Financial Partnership and also of the UK-India CEO Forum both of which  were set up by the Indian and British Governments. 

In the Gulf, Lord Gerry was the Board Adviser to the Abu Dhabi Commercial Bank. He also sat on the  Board of Investcorp, a leading global provider and manager of alternative investment products  headquartered in Bahrain. He chaired Aberdeen Standard Investcorp Infrastructure Partners which invests in social and core infrastructure projects in Gulf Co-operation Council countries. In Saudi  Arabia, he led, for the Prime Minister and the Crown Prince, the private sector group advising the  Kingdom on corporatisation and privatisation.

Mr Carstens was Governor of the Bank of Mexico from 2010 to 2017. During his tenure the bank rose to become one of the leading investment banks in the Asia Pacific region.

Mr Aguzin joined J.P. Morgan in 1990 in Buenos Aires as a financial analyst. Shu-Pui Li joined the Central Bank of U.A.E. (CBUAE) in November 2018 and is currently the Advisor to H.E. the Governor of Central Bank of UAE.  His major responsibilities include the implementation of the Fintech Strategy and establishment of a FinTech Office for the CBUAE; implementation of the National Payment Strategy and the continued enhancement of the financial market infrastructure of U.A.E.; and the provision of advisory support to the digital transformation of the CBUAE.

Prior joining CBUAE, Shu-Pui was the Executive Director of the Financial Infrastructure Department of the Hong Kong Monetary Authority (HKMA) and spent 17 years at the HKMA.  His work covered the following areas:

  • in charge of the Fintech Facilitation Office (FFO) of the HKMA, which helps build the fintech ecosystem in Hong Kong and promote Hong Kong as a fintech hub in Asia;
  • development and promotion of the financial infrastructure in Hong Kong, including the four large value payment systems (covering USD, HKD, euro and RMB), the faster payment system (7*24 payment system), debt securities clearing and settlement systems and research on digital currency issued by central bank;
  • continued development and promotion of the largest RMB offshore centre and infrastructure worldwide in Hong Kong, which has on average close to one trillion RMB turnover on a daily basis.  Related key projects included the enhancement to liquidity provision, mutual fund recognition, stock connect and bond connect, which allow mainland RMB financial products to be available at the off-shore centre.  
  • development of the soft infrastructure in Hong Kong, including implementation of the deposit protection scheme, investor and consumer education, enhanced competency framework for banking practitioners, and currency and note printing; and
  • coordination with overseas central banks and service providers to facilitate cross-border cooperation in financial infrastructure development.

Shu-Pui had also worked for the JP Morgan and Chase before joining the HKMA and was in charge of the Information Risk Department for the entire Asia region.

In 2014, Mr. Lai and his team launched Weixin Red Packet and QQ Red Packet, which gained massive popularity across China. This provided Tencent a solid competitive edge in the mobile payment arm. As an expert in technology and FinTech, Mr. Lai is regularly invited to present at influential international forums, including the 2015 World Internet Conference and the 2017 BOAO Youth Forum for Asia. He also spoke alongside Mr. Zhou Xiaochuan, former Governor of the People's Bank of China (PBoC), at the 2018 China Wealth Management 50 Forum hosted by the PBC School of Finance, Tsinghua University. In January 2019, Mr. Lai was invited jointly by Mr. Yi Gang, Governor of the PBoC, and Mr Norman Chan, former Chief Executive of the Hong Kong Monetary Authority (HKMA), to attend the Bank for International Settlements (BIS) All Governors' Meeting as Tencent’s representative. Andrew joined Clover from Google, where he coordinated enterprise activities for the Android team and ran Machine Learning, Enterprise Search and Analytics for the G-Suite team. The youngest member of PCCW’s M&A/investment executive committee at that time, he was responsible for much of PCCW’s strategic

Johnson sits on the Singapore National Research Foundation Proof-of-Concept grant panel and is a member of the Strategic Research Innovation Fund committee of NTUitive, Nanyang Technological University’s innovation and enterprise company.

Dr Au was named CEO of the Year in Hong Kong by Asia Asset Management in 2012 and 2014. He was awarded the Medal of Honor by the HKSAR Government in 2008 for his valuable contributions to the securities and asset management industry. He was also the Chairman of the Hong Kong Securities and Investment Institute (HKSI) from 2006 to 2008 and the Chairman of the Hong Kong Investment Funds Association in 2004/2005.

Dr Au is currently serving as a Council member of the Hong Kong Institute of Chartered Public Accountants, an Index Advisory Committee member of China Securities Index Co., Limited and an Adjunct Professor at the University of Hong Kong among other public services.
