

Mr John Lee was born in 1957. He joined the Hong Kong Police Force in 1977 as a Probationary Inspector of Police and was promoted to Deputy Commissioner of Police in 2010. He served in a variety of posts in the Force, including Assistant Commissioner (Crime), Director of Crime and Security and Deputy Commissioner (Management). He holds a Master's degree of Public Policy and Administration from Charles Sturt University in Australia.
Mr Lee was appointed Under Secretary for Security in 2012 and Secretary for Security in 2017. During his service in the Security Bureau, he was responsible for the formulation of security policies covering law and order, immigration and customs control, fire and emergency rescue services, correctional services, government flying services and other areas. He also oversaw and coordinated the work of six disciplined services departments and two auxiliary forces under the Bureau.
Mr Lee was appointed Chief Secretary for Administration in 2021. Apart from assisting the Chief Executive in policy administration, Mr Lee was also responsible for supervising the work of nine policy bureaux, harmonising the work which straddled across different bureaux and departments, as well as promoting a good relationship between the Executive Authorities and the Legislature.
Mr Lee won the Chief Executive Election of the Hong Kong Special Administrative Region on 8 May 2022, and was appointed as the sixth-term Chief Executive by the Central People's Government on 20 May 2022. Mr Lee assumed office on 1 July 2022.
李家超于一九五七年出生,在一九七七年加入香港警务处,任职见习督察,并在二○一○年晋升为警务处副处长。他曾任职警队多个不同部门的岗位,包括刑事部助理处长、刑事及保安处处长,以及副处长(管理)。他拥有澳洲查理斯特大学公共政策及管理硕士学位。
李家超于二○一二年获委任为保安局副局长,于二○一七年获委任为保安局局长。在保安局任职期间,他负责制定保安政策,包括治安、出入境及海关管制、消防及紧急救援、惩教及飞行服务等,并负责统筹保安局辖下六个纪律部队和两支辅助队伍的工作。
李家超于二○二一年获委任为政务司司长,辅助行政长官施政,并负责督导九个决策局的工作,统筹和协调跨局、跨部门工作,以及推展行政立法关系等。
李家超于二○二二年五月八日举行的香港特别行政区行政长官选举中当选,并于二○二二年五月二十日获中央人民政府任命为第六任行政长官,于二○二二年七月一日就职。


Mr Chan is a Certified Public Accountant. He is a former President of the Hong Kong Institute of Certified Public Accountants.
Before joining the Government, Mr Chan held a number of public service positions including member of the Legislative Council and Chairman of Legal Aid Services Council.
Mr Chan served as Secretary for Development from July 2012 to January 2017. He has been Financial Secretary since 2017.
陈茂波先生是会计师,他是香港会计师公会前任会长。

Mr Hui has been Secretary for Financial Services and the Treasury since 2020. He serves on the boards of Mass Transit Railway Corporation Limited, Hong Kong Airport Authority and also as the Chairman of the Kowloon-Canton Railway Corporation.
He was an Administrative Officer in the Government from 1999 to 2003 and served in the Economic Development Branch, the Office of the Government of the Hong Kong Special Administrative Region in Beijing and the Home Affairs Department. After leaving the Government, Mr Hui spent 13 years at the Hong Kong Exchanges and Clearing Limited, having been the Managing Director for Market Development and Head of Project Management and also in various senior roles in Listing and Market Development. He worked for a number of multi-national companies in the private sector as well. He was appointed the Executive Director of the Hong Kong Financial Services Development Council from 2019 to 2020.
Mr Hui previously held a number of public roles including Councillor of the City University of Hong Kong, Member of the Mandatory Provident Fund Schemes Authority Process Review Panel, Hong Kong Stock Exchange Listing Review Committee and also Hong Kong Institute of Certified Public Accountants Disciplinary Panel.
Mr Hui holds Bachelor and Master (Hon) Degrees in Philosophy, Politics and Economics from the University of Oxford, and Master of Business Administration Degree from INSEAD. He also attended the Stanford Executive Programme (SEP).
许正宇自2020年起出任财经事务及库务局局长。他担任香港铁路有限公司董事及香港机场管理局董事会成员,并为九广铁路公司主席。
他于1999年至2003年期间任职特区政府政务主任,曾被调派到经济发展科,香港特区政府驻北京办事处和民政事务总署服务。许正宇在2003年离开政府后曾在香港交易所工作达13年,出任市场发展科董事总经理兼项目管理主管,亦担任过上市和市场发展部门不同的高级岗位;也曾在私人市场一些跨国企业就职。他于2019年至2020年出任香港金融发展局行政总监。
许正宇曾经出任不同公职,包括香港城市大学校董会、强制性公积金计划管理局程序覆检委员会、香港交易所上市复核委员会,以及香港会计师公会纪律小组的成员。
许正宇持有英国牛津大学哲学、政治及经济系荣誉学士与硕士学位,以及INSEAD工商管理硕士学位。他亦曾参与史丹福大学行政人员培训课程。


Mr Yau assumed the post of the Secretary for Commerce and Economic Development on July 1, 2022. His portfolio covers policy areas from trade, commerce to telecommunications and broadcasting, and from promotion of intellectual property and consumer protection to boosting inward investment.
Before joining the Government, Mr Yau held key managerial positions in the aviation and logistics sector. He was Chief Executive Officer of Greater Bay Airlines, and prior to this, Chief Executive Officer of Cathay Dragon, Executive Director of Cathay Pacific Board, and Director Service Delivery of Cathay Pacific. Mr Yau managed different aspects of business operations throughout his career in the private sector, and also served on various advisory bodies of the Government.
Mr Yau holds a Bachelor of Business degree in Transport and Logistics from the Royal Melbourne Institute of Technology University. He is also a fellow of the Chartered Institute of Logistics and Transport in Hong Kong.
丘先生于 2022 年 7 月 1 日出任商务及经济发展局局长,职责范畴涵盖商贸、电讯和广播政策,亦包括推动保护知识产权和消费者权益的工作,以及促进外来投资。
丘先生加入政府之前,在航空及物流业出掌要职,担任大湾区航空公司行政总裁、国泰港龙航空行政总裁、国泰航空董事会执行董事及国泰航空航空服务董事。丘先生任职私营机构期间,掌管不同范畴的业务运作,亦参与多个政府咨询组织的工作。
丘先生获澳洲墨尔本皇家理工大学商业(运输及物流)学士学位,亦是香港运输物流学会资深会员。


Mr Eddie Yue was appointed Chief Executive of the Hong Kong Monetary Authority (HKMA) from 1 October 2019. He began his career as an Administrative Officer in the Hong Kong Government in 1986. He joined the HKMA upon its establishment in 1993 and was promoted to Division Head a year later. He was appointed Executive Director in 2001 and subsequently Deputy Chief Executive in 2007 before taking up his current position.
Mr Yue has participated in numerous areas of the HKMA’s work. During his tenure as Deputy Chief Executive, he steered major policies and initiatives relating to reserves management, research, external affairs and market development. Mr Yue was also actively involved in tackling major financial crises and played an instrumental role in enhancing the Linked Exchange Rate System.
Mr Yue was educated at the Chinese University of Hong Kong and the Harvard Business School.
余伟文先生于2019年10月1日起出任香港金融管理局总裁。他于1986年加入香港政府为政务主任,其后于1993年加入当时新成立的金管局,一年后擢升处长。他于2001年获委任为助理总裁,并于2007年获委任为副总裁,直至出任现职。
余先生在金管局先后负责不同范畴的工作。任职副总裁期间,他负责储备管理、研究事务、对外事务以及市场发展,推动了多项重要金融政策和项目。余先生积极参与了金融危机的应对工作,并在优化联系汇率制度的过程中担当重要角色。
余先生毕业于香港中文大学及美国哈佛商学院。


Ms Julia Leung has been Chief Executive Officer (CEO) of the Securities and Futures Commission (SFC) since 1 January 2023.
Ms Leung joined the SFC in March 2015 as Executive Director of the Investment Products Division. She became Executive Director of the Intermediaries Division in June 2016 and took on the additional capacity of Deputy CEO in March 2018.
In more than 25 years of public service, Ms Leung has extensive experience in financial regulation, market development and international cooperation. Prior to joining the SFC, Ms Leung was the Under Secretary for Financial Services and the Treasury from August 2008 to December 2013. Before that, she served at the Hong Kong Monetary Authority for 14 years, spending the last eight years as the Executive Director responsible for financial cooperation with Mainland and other international regulators. Currently, she is the Vice President of the Hong Kong Institute of Bankers and a council member of the Treasury Markets Association.
Ms Leung graduated from The Chinese University of Hong Kong and earned a master's degree from Columbia University in the City of New York. In 2014, she authored a book on how Asia has surmounted various financial crises.
梁凤仪女士自2023年1月1日起担任证券及期货事务监察委员会(证监会)行政总裁。
梁女士于2015年3月加入证监会,担任投资产品部的执行董事。其后,她于2016年6月起出任中介机构部的执行董事,并于2018年3月起兼任副行政总裁。
在超过25年的公职生涯中,梁女士一直负责金融市场监管、发展及国际合作事务,对此经验丰富。在加入证监会前,梁女士于2008年8月至2013年12月期间出任财经事务及库务局副局长。在此之前,她服务香港金融管理局14年,并在最后八年出任助理总裁,负责与内地及其他国际监管机构的金融合作事宜。梁女士现为香港银行学会副会长及财资市场公会议会成员。
梁女士在香港中文大学毕业,并持有纽约哥伦比亚大学硕士学位。2014年,梁女士就亚洲如何抵御金融危机撰写了一本相关书籍。


Mr Cheung has been serving in the role as Chief Executive Officer of the Insurance Authority since 2018 after retiring from the civil service in 2017. Some major positions that he held include the Commissioner of Insurance (2006 to 2009), the Postmaster General (2009 to 2011), the Commissioner of Customs and Excise (2011 to 2015), and a political appointment as Secretary for the Civil Service (2015 to 2017).
At the global and regional levels, Mr Cheung is a member of the Executive Committee of the International Association of Insurance Supervisors as well as the Chair of its Audit and Risk Committee from 2021 to 2025. He is also a member of the Asian Forum of Insurance Regulators and its Chairman from 2018 to 2023.
张先生自2018年起出任保险业监管局行政总监。他在2017年从公务员体系退休,曾担任的重要岗位包括保险业监理专员(2006至2009年);香港邮政署署长(2009至2011年);海关关长(2011至2015年);以及获政治任命为公务员事务局局长(2015至2017年)。
在环球及区域层面上,张先生是国际保险监督官协会执行委员会的成员,并于2021至2025年间担任其属下的审计及风险委员会主席。他同时也是亚洲保险监督官论坛会员,并于2018至2023年间担任其主席。


Mr Chan was appointed the Under Secretary for Financial Services and the Treasury on 16 August 2017.
Mr Chan has many years of senior executive experience in the banking industry. He was a Managing Director in the Global Markets Division of Credit Agricole Corporate & Investment Bank, and was a Managing Director in Financial Markets of Standard Chartered Bank.
Prior to joining the Government, Mr Chan held multiple roles in a number of public and professional bodies, including Vice President of the Hong Kong Society of Financial Analysts, Director of Hong Kong Securities & Investment Institute, Advisor of the Chinese Gold & Silver Exchange Society, as well as a General Committee member of the Hong Kong General Chamber of Commerce. Mr Chan was also a member of the Central & Western District Council.
Mr Chan holds a Bachelor of Arts in Economics (Hon) and Psychology from the University of Michigan, USA. He is also a Chartered Financial Analyst.
陈浩濂由二零一七年八月十六日起出任财经事务及库务局副局长。
陈浩濂拥有多年出任跨国银行高级行政人员的经验,包括曾为东方汇理银行环球市场部董事总经理,及渣打银行金融市场部董事总经理。
在加入政府前,他曾服务多个专业及公共机构,包括香港财经分析师学会副会长、香港证券及投资学会董事、金银业贸易场顾问及香港总商会理事,他亦曾出任中西区区议员。
陈浩濂持有美国密歇根大学经济学(荣誉)及心理学学士学位,并拥有特许财务分析师的资格。


Ms. Cheong joined the Government in 2017 as Political Assistant to the Secretary for Innovation and Technology and was appointed as Under Secretary for Innovation, Technology and Industry in July, 2022.
Before joining the Government, Ms. Cheong served as Assistant to Executive Director and Joint General Manager at a listed company, and had experience in operation and management of real estate development, cross-boundary retail, technology investment, business development and restructuring, digital transformation, investor relations, etc. In addition to profound knowledge in the business sector, Ms. Cheong has extensive public service experience including serving as a co-opted member of the Community Building Committee of the Wan Chai District Council, adviser to a think tank, etc.
张女士于2017年加入政府出任创新及科技局局长政治助理,并于2022年7月获委任为创新科技及工业局副局长。
加入政府前,张女士曾任职上市集团执行董事兼联席总经理助理,管理和营运集团房地产开发、跨境零售、创科投资、业务开发重组及数码转型、投资者关系等。除了扎实的营商经验,张女士亦拥有丰富的公共服务经验,包括曾任湾仔区议会社区建设委员会增选委员及智库顾问等。


Miss Wong joined the Administrative Service in 1985. Throughout the service with the Government, Miss Wong had taken up a wide range of duties at different Bureaux and Departments, including the former City and New Territories Administration, the former Education and Manpower Branch, the Tsuen Wan District Office, the former Transport Branch, the former Housing Branch, the Wong Tai Sin District Office, the former Health and Welfare Branch (subsequently reorganised to become the former Health, Welfare and Food Bureau), the former Housing, Planning and Lands Bureau (subsequently reorganised to become the Development Bureau), and the former Food and Health Bureau. She was appointed as a Deputy Director of Food and Environmental Hygiene Department in 2018 and subsequently as the Under Secretary for Environment and Ecology in August 2022.
Miss Wong possesses a broad spectrum of experience in various areas of public administration, including food and environmental hygiene, land development, home affairs and social welfare. During her tenure as the Under Secretary for the Environment, she helped support the formulation of policies on air quality, waste management, climate actions and conservation.
黄淑娴女士在1985年加入政务职系。在任职政府期间,黄女士曾于不同政策局及部门负责多方面的工作,当中包括前政务总署、前教育统筹科、荃湾民政事务处、前运输科、前房屋科、黄大仙民政事务处、前卫生福利科(其后重组为前卫生福利及食物局)、前房屋及规划地政局(其后重组为发展局)以及前食物及卫生局。她在2018年出任食物环境卫生署副署长,并在2022年8月获委任为环境及生态局副局长。

Ms Alpha Lau has been Director-General of Invest Hong Kong, the government department responsible for attracting and facilitating direct investment into Hong Kong, since November 2023.
She serves on the government’s Trade and Industry Advisory Board, International Business Committee, Expert Advisory Group on Legal and Dispute Resolution Services, Air Silk Road Task Force, Hong Kong Maritime and Port Development Board, Market Development Committee of the Financial Services Development Council, Task Force on Promoting and Branding Hong Kong, Mega Events Coordination Group, Task Force on Promoting Web3 Development, and on the Task Force on External Relations.
Prior to joining the government, Ms Lau held various senior roles in multinational and Chinese financial institutions, with experience in personal wealth and corporate coverage, risk management, fintech, transactional banking and M&A project management.
Ms Lau holds Bachelor and Master (Hon.) Degrees in Philosophy, Politics and Economics from the University of Oxford, and a Certificate in further education from Tsinghua University, Beijing.

Arthur Yuen is in charge of the full range of banking policy, supervision, conduct, and enforcement issues. He joined the HKMA in 1996 as Head of Administration and has since taken up different responsibilities including research and liaison on China economic and market development issues before being appointed Head of Banking Supervision in 2000. He took up the position as Executive Director (Banking Development) in July 2004, Executive Director (Banking Supervision) in June 2005 and Executive Director (External) in July 2008. He was appointed to his present position on 1 January 2010.
He has been playing an active role as member of the FSB Standing Committee on Supervisory and Regulatory Cooperation. He has also been a member of the Basel Committee on Banking Supervision since March 2010, and a Co-Chair of the Committee’s Policy and Standards Group (“PSG”) since 2021. He also chaired the Committee’s Supervision and Implementation Group (“SIG”) from September 2018 to December 2020.
阮国恒先生于金管局负责银行政策、监管、操守及法规事宜。阮先生在 1996年加入金管局为行政处处长,其后调任不同职位,包括负责有关中国内地经济与市场发展的研究及联络工作,并在 2000 年调往银行监理部出任处长之职。阮先生于 2004 年 7 月获委任为银行业拓展部助理总裁,于 2005 年 6 月出任银行监理部助理总裁,及于 2008 年 7 月调任外事部助理总裁。阮先生于2010 年 1 月 1 日获委任现职。
阮先生是金融稳定理事会辖下监管合作常设委员会成员,积极参与相关工作。自 2010 年 3 月起,阮先生亦为巴塞尔银行监管委员会成员,并于 2021年 1 月获委任为该委员会辖下政策及标准小组联席主席。阮先生在 2018 年 9月至 2020 年 12 月期间亦出任该委员会的监管及实施准则小组主席。


Mr Nelson Chow is responsible for developing and ensuring the stable operation of the financial market infrastructures in Hong Kong, as well as promoting the development of fintech. Since joining the HKMA in 2004, Nelson has worked in a number of functional areas, including banking development, banking supervision, banking conduct, the New York Office and the Fintech Facilitation Office. Nelson was appointed as Chief Fintech Officer in 2016 and served in the role for nearly seven years, promoting the healthy development of Hong Kong’s fintech ecosystem. Prior to taking up the current role in December 2024, Nelson was seconded to the Hong Kong FMI Services Limited as its Chief Executive Officer, maintaining the stability and operational efficiency of the financial market infrastructures under the purview of the HKMA.

Dr Eric Yip is a member of the Securities and Futures Commission (SFC). He is also an Executive Director heading the Intermediaries Division, which comprises the Intermediaries Supervision and Licensing departments. The Division is primarily responsible for administering licensing requirements and conducting ongoing supervision of licensed corporations with a focus on their business conduct and financial soundness.
Dr Yip is a seasoned financial professional having in-depth knowledge of the operation and regulation of the financial markets in Hong Kong and Mainland China. Prior to joining the SFC, he held senior roles in banking, asset management and Hong Kong Exchanges and Clearing Limited. He began his career as a Management Consultant at McKinsey and Company.
Dr Yip sits on the SFC’s Executive Committee.
叶志衡博士是证券及期货事务监察委员会(证监会)委员,亦是掌管中介机构部的执行董事。中介机构部由中介机构监察科及发牌科组成,主要负责执行发牌规定和持续监督持牌机构,重点监察其业务操守及财政稳健状况。
叶博士是一名资深金融专业人员,对香港及中国内地金融市场的运作和规管有深入认识。加入证监会前,他曾在银行和资产管理界别及香港交易及结算所有限公司出任高层。他于麦肯锡公司展开其事业,当时担任管理顾问一职。

Mr Enoch Fung is currently the Chief Executive Officer (CEO) of the Hong Kong Academy of Finance (AoF). In this capacity, he also serves as the Executive Director of the Hong Kong Institute for Monetary and Financial Research (HKIMR), which is the research arm of the AoF.
Mr Fung joined the Hong Kong Monetary Authority (HKMA) in 2011, and has worked in various areas including financial stability surveillance, market development, and international financial cooperation initiatives. Mr Fung has been on secondment from the HKMA to the AoF to take up the CEO post since 2023. Prior to joining the HKMA, Mr Fung was a Senior Economist with Goldman Sachs (Asia), where he specialised in Asia-Pacific macroeconomic and investment research.
冯殷诺先生现为金融学院行政总裁,并担任金融学院辖下负责研究工作的香港货币及金融研究中心的执行董事。

Ms Elizabeth Wong is a Director and Head of Fintech unit of the Intermediaries Division of the Hong Kong Securities and Futures Commission.
Her work involves the formulation of the Commission’s policy on fintech matters and leading and supervising the licensing application approval process for virtual asset trading platforms, robo-advisers, virtual asset fund managers and traditional securities and asset management firms. Prior to taking up this role, Ms Wong worked in the Investment Products Division and the Intermediaries Supervision Department and played a key role in Commission-wide policy initiatives including developing and enhancing Hong Kong as an international asset management centre and introducing guidelines for regulating the sale of investment products through online distribution and advisory platforms.
Ms Wong practised as a banking and finance lawyer in Hong Kong prior to joining the Commission.
黄乐欣女士是香港证券及期货事务监察委员会(证监会)中介机构部总监兼金融科技组主管。
黄女士的工作包括为证监会制订金融科技方面的政策,并掌管及监督虚拟资产交易平台、机械理财顾问、虚拟资产基金经理,以及传统证券和资产管理公司的牌照申请审批程序。在接掌此职务前,黄女士曾任职投资产品部及中介机构监察科,在证监会的整体政策措施层面上担当关键角色,其中包括推动香港发展为国际资产管理中心并巩固其地位,以及就规管透过网上分销及投资咨询平台销售投资产品而制订相关指引。

As the Global Head of Financial Services, Fintech & Sustainability at InvestHK, the department of the Hong Kong SAR Government responsible for attracting Foreign Direct Investment, Mr. Leung’s mission is to attract investment and boost job creation in the financial services, fintech, and sustainability sectors in Hong Kong. Moreover, Mr. Leung and his teams also help enrich the ecosystem and contribute to raising the long-term competitiveness and innovation of the related sectors in Hong Kong. Mr. Leung achieves this goal through collaboration with a broad range of stakeholders – policy bureaus, regulators, financial institutions, investors, fintech and sustainability companies, associations, etc. in Hong Kong, Mainland China, and other major international financial, fintech, and sustainability hubs.
Prior to joining the government, Mr. Leung had a diverse private sector background as a serial tech entrepreneur, angel investor, fintech lecturer where his first data-related startup was established through seed investment from Credit Suisse. His startup served numerous world-renowned financial institutions in wealth management, insurance, personal finance, etc. Prior to embarking on his entrepreneurial journey, King was a management consultant at Booz Allen & Hamilton and KPMG Consulting in the US, as well as a venture capitalist at Innovate@, a technology fund jointly managed by Booz Allen & Hamilton and Lehman Brothers in the US.
King received his MBA in Finance and Strategy (honors) from the University of Chicago and BSc in Mechanical Engineering (honors) from the University of Wisconsin – Madison.

Mr. Michael Law is currently Senior Fintech Director at the Hong Kong Monetary Authority, with responsibilities for facilitating the healthy development of the fintech ecosystem in Hong Kong. In this role, he collaborates closely with various stakeholders to advance research and development of central bank digital currencies, tokenisation, and other fintech initiatives.
Mr. Law joined the HKMA in 2009 and has worked in several key functional areas. From 2020 to 2023, he was seconded to the International Monetary Fund in Washington D.C., where he served as Advisor to the Executive Director for China. Earlier in his career, Mr. Law worked in investment management and strategy consulting in New York and Shanghai.
Mr. Law holds degrees from Peking University, the London School of Economics and Political Science, and Harvard University.

Jayne is Head of Startups at Invest Hong Kong (InvestHK), the government department responsible for attracting and retaining Foreign Direct Investment into Hong Kong. Her role at InvestHK is to attract innovative startups, investors and other stakeholders to Hong Kong, provide information and connections to support these companies setting up in the city, and help build the ecosystem to transform the city into a global hub for innovation and entrepreneurship.
Jayne graduated from the University of Edinburgh with a BSc(Hons) in Zoology. Prior to joining InvestHK, Jayne was Executive Director at a global non-profit network focused on fostering entrepreneurship. She has also worked in marketing roles at various firms, managed product development for a number of startups at Hong Kong’s first tech startup incubator, provided digital strategy consulting for corporates at a consulting firm, and produced a number of interactive programmes at 4A’s & digital agencies.

Mr Hui is Chief Customer Officer, Hong Kong, HSBC. In this role, he oversees the bank’s customer growth and experience in Hong Kong across all client segments, from retail to Private Bank. He also leads Data Analytics and Customer Relationship Management (CRM) in Hong Kong, as well as the bank's international expansion and strategic partnerships, with a focus on enhancing connectivity within the Greater Bay Area and key international corridors.

Camilla Bullock is an entrepreneur, connector, and recognised leader in the global payments industry.
As CEO and Co-Founder of the Emerging Payments Association Asia (EPAA), she has positioned the organisation as the voice of payments in the Asia-Pacific region and an advocate on the global stage. Since its founding in 2018, EPAA has become a trusted counterpart in international dialogue, contributing actively to FSB task forces and the G20 agenda to enhance payments, drive innovation, and improve cross-border interoperability.
Camilla’s career in financial technology began in London, where she spent 14 years in various roles at Reuters, now part of LSEG. Her work in the payments sector reflects a consistent focus on uniting industry leaders and accelerating innovation across the ecosystem.

Deng Chao is CEO of HashKey Capital. HashKey Capital invests in the crypto and blockchain industry globally through dedicated funds with more than US$1 billion in client assets under management.
Under Deng Chao's leadership, HashKey Capital successfully received the Capital Markets Services (CMS) License issued by the MAS. The company also engages in CSR via the Mandai Zoo Asiatic lion adoption program and charitable donations (universities, Mendaki, etc.), the company was also recognized as a Singapore SME 500 company.
Previously, Deng Chao was Managing Director at DataYes and a core founding member of Wanxiang Blockchain Labs. Deng Chao started his career at Bosera Asset Management and has a Master's Degree from the University of Hong Kong. He most recently joined the Forbes Business Council in 2024.


Charles is Founder and Chairman of the Micro Connect Group and Chairman of the Micro Connect Macao Financial Assets Exchange (MCEX). He was most recently Chief Executive of Hong Kong Exchanges and Clearing Limited (“HKEX”) from January 2010 to December 2020. During this time, he orchestrated some of the most significant strategic initiatives in HKEX's history, including the acquisition of the London Metal Exchange in 2012, the launch of the Shanghai-Hong Kong Stock Connect cross-border trading scheme in 2014, Shenzhen-Hong Kong Stock Connect in 2016, Bond Connect in 2017, and the Listing Reforms in 2018. Prior to joining HKEX in 2009, Charles served as Chairman of JP Morgan China from 2003 to 2009 and worked at Merrill Lynch from 1994 to 2003, where he served as President of Merrill Lynch China from 1999 to 2003.





























Christina Ong is Managing Director, Head of Business Banking, Commercial Banking, Hong Kong, HSBC.
Ms Ong is responsible for driving the growth of HSBC’s business banking franchise in Hong Kong, spearheading the Bank’s strategy to support the banking and financial needs of SMEs and startups through its expertise, extensive network and continuous digital innovations.
With over 25 years of experience at HSBC, Ms Ong has held various key management roles spanning client coverage across SMEs, mid-market segment and large corporates, as well as senior positions in strategy and propositions, and marketing. In her previous role as Managing Director, Corporate, Commercial Banking in Hong Kong, Ms Ong had been instrumental in building HSBC’s industry specialty corporate coverage strategy, and in driving digital and sustainable initiatives for corporate clients.
Ms Ong is also an active promotor of diversity and inclusion culture in HSBC. She is the Founding Chairman of HSBC Women’s Network, an employee resources group that aims to support women’s professional growth.

Chuan is the Asia Pacific Head of Fintech Investment Banking at HSBC, based in Hong Kong. Chuan is responsible for serving the investment banking needs of fintech clients across the region including IPOs, Private Fundraises, M&As, and other strategic initiatives. Chuan began his investment banking career at J.P. Morgan FIG Investment Banking in New York in 2006, and having worked at Credit Suisse IBD and UBS IBD prior to joining HSBC.

Clara was the Hong Kong Securities and Futures Commission ("SFC") Head of Fintech Unit and Director of Licensing. She was the primary initiator, core architect, and author of Hong Kong's fintech and virtual asset (VA) regulatory framework and licensing requirements.
Clara left the SFC in 2021 and set up her consulting firm which serves major local and international clients in the financial industry. Her firm has a unique and experienced team of ex-SFC senior licensing managers, lawyers and professionals and specializes in licensing applications in Hong Kong with a focus on virtual asset businesses for securities brokers, crypto fund managers, exchanges, RWA, tokenized bonds and stablecoin issuers and distributors. Through all her work, Clara has a vision to enhance the VA regulatory requirements, bridge the gap among the financial industry, financial regulators and the government, and push for the robust digital assets market development in Hong Kong.
Clara is an appointed member of the SFC Fintech Advisory Group. She also sits on the HKSI Corporate Committee. Clara practised as a lawyer at international law firms before joining the SFC.

Dr. Crystal Fok is the Head of Business Development at Hong Kong Cyberport Management Company Limited, where she leads initiatives to advance AI development. Her focus is on building a comprehensive AI ecosystem and enhancing infrastructure support to drive innovation in the field.
Previously, Dr. Fok was the Head of the Digital Service Hub at Hong Kong Science and Technology Parks Corporation (HKSTP). In this capacity, she directed various innovation and technology initiatives aimed at promoting technology adoption across industries and enabling cross-industry data collaboration.
Her career began at the Applied Science and Technology Research Institute (ASTRI), where she managed a diverse project portfolio, including market analysis, feasibility studies, product development, and technology commercialization. Additionally, as a Consultant at the Hong Kong Productivity Council, she led the optical design team and provided consultancy services focused on precision manufacturing.
Dr. Fok earned her PhD in Automation and Computer-Aided Engineering from the Chinese University of Hong Kong (CUHK). Her research interests include artificial intelligence, robotic arm manipulation, micro-robotics, MEMS, and micro-optics.=


Dan Roberts is Managing Director, Strategic Change, Business Risk & Client Services, Commercial Banking Hong Kong at HSBC.
Dan is responsible for delivering technology change to improve client banking experience and leads the teams covering transformation, data & analytics, risk, and client servicing.
Previously he was Global Head of Business Banking at HSBC driving in particular the digitization agenda for this important growth segment. Prior to joining HSBC, Dan was Global Head of Transaction Banking at Barclays. He has wide experience in commercial banking across coverage, products, treasury and risk.
Dan has an MBA from the University of Chicago and an MA in Maths from the University of Oxford. He is now based in Hong Kong.


Daniel Chan is the Head of Greater Bay Area (“GBA”) for HSBC, responsible for HSBC’s Greater Bay Area strategic development as well as mainland China and Hong Kong connectivity.
Mr Chan joined HSBC in 1988, and has extensive experience working in retail and commercial banking, including roles in strategy and proposition development, learning and development, non-financial risk and control functions. Since 2007, Mr Chan has assumed a number of leadership positions of Commercial Banking in Singapore and Hong Kong, and has become Head of Business Banking for Hong Kong in 2015.
Mr Chan was appointed Head of GBA since Apr 2021, spearheading HSBC’s strategic development in GBA, a key focus of the Bank’s Asia growth strategy, capturing opportunities brought by GBA’s economic growth and policy enhancement measures. He is also responsible for deepening market connectivity and business collaboration across lines of business between mainland China and Hong Kong to deliver holistic cross-border client solutions. HSBC was named the Best International Bank for GBA in 2025, 2024, 2023 and 2021, as well as the Best International Bank for the GBA Wealth Management Connect in 2022 by Euromoney (previously Asiamoney) .

I am the Head of Web3 for Banking Circle, a B2B Bank licensed in Luxembourg. We are the first bank to issue a MICA compliant stablecoin in EU. Our stablecoin (EURI) is used in major exchanges including Binance. We had also issued a tokenised deposit to Ant Group. Banking Circle processes more than €700bn worth of payments per year. Prior to Banking Circle, I was in DBS for 22 years where in the founding team of the DBS Digital Exchange.















Daren Guo is a Co-Founder at Reap, where he leads the company's vision and strategy to build stablecoin-enabled financial infrastructure for efficient global money movement. Under Daren's leadership, Reap was among the first fintech companies in Asia to develop stablecoin-enabled financial services, a strategic decision that has driven the company's impressive growth and global expansion.
As one of Stripe's early employees, Daren witnessed the company's rapid growth helping businesses process online payments. After relocating from Stripe's San Francisco headquarters to Singapore, he played a key role in establishing their APAC operations.
Recognizing the challenges businesses faced in managing financial connectivity and access, Daren identified a market opportunity to address these issues using stablecoin and blockchain technologies, leading him to found Reap with his childhood friend, Kevin Kang.

David Katz is Vice President for Strategy and Policy, Asia Pacific, at Circle Internet Group, Inc. (NYSE: CRCL). He is a member of Circle’s global and APAC senior leadership teams. He drives strategic planning across regional markets and leads engagement with governments and stakeholders on policies related to Circle's products and services as well as the broader digital assets ecosystem.
Prior to joining Circle, David was Managing Director of Public Affairs at Kohlberg Kravis Roberts (KKR), where he led corporate communications, government relations, sustainability, and citizenship initiatives across Asia Pacific. He was a member of KKR’s regional leadership team.
David previously held senior public affairs roles at Intuitive and at PayPal Inc. Earlier in his career, he held public policy roles at eBay Inc. and Visa Inc., where he was the first Head of Government Relations for Asia.
He also served as Chief of Party for a USAID program at the APEC Secretariat in Singapore, promoting policy development and capacity building. Earlier, David spent eight years in the Executive Office of the President as Senior Director at the U.S. Trade Representative (USTR), managing trade policy for Southeast Asia, APEC, China, and Taiwan. A former U.S. diplomat, he held overseas assignments in Taiwan, Mongolia, and Singapore, and served as Special Assistant to Secretaries of State Madeleine Albright and Colin Powell.


David Ng is the Deputy Chief Executive Officer of AXA Hong Kong and Macau. He is responsible for leading AXA’s operations and information technology across Life and Health, Employee Benefit and Property & Casualty business units in Hong Kong and Macau. He also oversees the digital, data & AI, marketing, customer and strategy functions of the organisation.
Dave has extensive experience in the areas of strategy, business development and digital and data transformation in the insurance industry. He has held a number of senior positions in both major insurance companies and InsurTech companies across Asia Pacific.
Dave has 20 years of experience and started his career with Lincoln Financial Group in the United States. He later took up various senior positions at AIA Group where he spent 6 years, with his last role being Regional Director of Digital Strategy. Prior to joining AXA Hong Kong and Macau in December 2018, Dave co-founded an InsurTech venture with the objective of helping insurance companies develop products that dynamically reflect premiums based on lifestyle behaviours.

Douglas Arner works at the intersection of finance, technology, regulation and sustainable development. He is the Kerry Holdings Professor in Law and RGC Senior Research Fellow in Digital Finance & Sustainable Development at the University of Hong Kong and the Associate Director - Research Programmes of the Cambridge Centre for Alternative Finance of Cambridge University Judge Business School. Douglas has published widely and has worked with dozens of countries and international organisations around the world on issues relating to financial sector development strategy. His most recent book is FinTech: Finance, Technology and Regulation (with Ross Buckley and Dirk Zetzsche), published by Cambridge University Press in 2024.






















Nan Shi is the Lead AI Engineer & Client Engineering Manager from IBM Hong Kong. He holds a Ph.D. in mathematics from Northwestern University and is recognized as an Open Group Master Certified Data Scientist. Nan has dedicated himself to research and projects across various fields of artificial intelligence, including Generative AI, computer vision, natural language processing, quantum computing, machine learning, and deep learning.
Joining IBM in 2021 as a data scientist, Nan quickly demonstrated his expertise in AI. He has spearheaded numerous Data and AI modernisation initiatives for leading enterprises in various sectors, including finance, automotive, retail, and healthcare. Since 2023, he has concentrated on the adoption of generative AI, ensuring trustworthiness through AI governance, and developing standardised processes for the LLM lifecycle.


Dr. Thomas Zhu is the Co-founder and Chief Executive Officer of AlloyX Group, a leading stablecoin aggregated payments and RWA tokenization technology platform in Asia. He holds a Ph.D. in FinTech from The Hong Kong Polytechnic University and serves as President of the APAC Blockchain Policy Lab. He is an Independent Non-executive Director of the HK-listed company China New Economy Fund Ltd (0080.HK), and also sits on its audit committee, remuneration committee, and nomination committee. Previously, Dr. Zhu was the head of digital assets and family office business at China Asset Management and an executive director in the securities division at Goldman Sachs. During his tenure in New York, Boston, and Hong Kong, he executed over 100 corporate IPO and secondary market financing projects.
In 2025, he successfully launched Asia's first SFC-approved compliant RWA product – a retail tokenized money market fund. In 2024, he led the issuance of Asia's largest Bitcoin and Ethereum spot ETF. His team has participated in all the Hong Kong Monetary Authority Central Bank digital currency and stablecoin sandbox initiatives. In 2023, Dr. Zhu founded the Asia RWA Work Group and was appointed as a member of the Hong Kong Cyberport Entrepreneurship Committee Advisory Group and a consultant for the Web3 Incubation Fund. He has long been providing policy recommendations on digital assets, RWA, and stablecoins to regulatory authorities in Mainland China and Hong Kong. He authored the world's first Chinese-language book on RWA, 《RWA与通证化》published under the Chinese Ministry of Finance. Elizabeth Cheung started her career as a journalist in 2012 and joined the South China Morning Post in 2014, specialising in Hong Kong's healthcare news. Throughout the years, she has been writing about the city's healthcare policies, scientific research and human stories.
During the Covid-19 pandemic, she was one of the journalists leading the coverage, breaking news of the latest epidemic measures.
Elizabeth graduated from the School of Journalism and Communication in Chinese University of Hong Kong, and had a Master's degree in Development Studies from the London School of Economics.

From 2003 till 2005, Elliott was the BBC’s South America Correspondent, and before that, the broadcaster’s man in Lima, where he also reported for ABC News, CBS and a number of major newspapers and magazines. During his 25-year career in broadcasting, Elliott has also interviewed prime ministers and presidents, including Hugo Chavez, Mark Rutte and David Cameron; fintech founders, like Revolut’s Nik Storonsky and Klarna’s Sebastian Siemiatkowski; and Nobel Laureates, such as Mario Vargas Llosa. As an in-demand speaker, Elliott has hosted and moderated at scores of conferences around the world, on subjects ranging from global trade and geopolitics to fintech and artificial intelligence. He lives in London with his two children and his one-eyed dog, Molly.

Mr Auyang is also the Chairman of the Board of Civic Exchange, a non-partisan public policy think tank. He serves as an Independent Non-Executive Director on two boards: Sun Hung Kai & Co. Ltd. and Asia Financial Holdings Limited. He is an Advisor for Our Hong Kong Foundation, and serves on the Innovation and Technology Advisory Committee of the Hong Kong Trade Development Council, the Subcommittee on Ecosystem and Infrastructure of the Task Force on Promoting Web3 Development, the Development Fund Committee of the Hong Kong Council of Social Service, the Advisory Council for Institute at Brown for Environment and Society for Brown University, as well as the Board of Advisors of Hong Kong 2050 is Now. Prior to joining Animoca Brands, Mr Auyang was the Managing Director and Head of GLG International (Gerson Lehrman Group), a technology-enabled expert insight platform where he ran and grew its business spanning Europe, Middle East, Africa, and Asia-Pacific across 15 locations. Before GLG, Mr Auyang was the Deputy Managing Director of the Kowloon Motor Bus Co. (1933) Ltd. (“KMB”) and a board director of Transport International Holdings Limited, the parent company of KMB. Prior to joining Transport International and KMB, Mr Auyang was an Associate Partner at McKinsey & Company. Before that, Mr Auyang worked at Citigroup’s Derivatives Structuring and Marketing unit.
He obtained his undergraduate degree in Economics and Political Science from Brown University and his MBA degree from the Kellogg School of Management.
