Dr. YI Gang is the Governor of the People’s Bank of China and the Deputy Director of the Financial Stability and Development Committee of the State Council. He sits on the Board of Directors of the Bank for International Settlements.
Dr. Yi joined the People’s Bank of China in 1997 and has held a number of positions, including Secretary-General of the Monetary Policy Committee and Director-General of the Monetary Policy Department. In December 2007, he became a deputy governor and was appointed Administrator of the State Administration of Foreign Exchange in July 2009, a position he held until December 2015. He was appointed Governor of the People’s Bank of China in March 2018.
Dr. Yi received a Ph.D. in Economics from the University of Illinois in 1986 and was a faculty member in the Department of Economics, Indiana University from 1986 to 1994. In 1994, he co-founded the China Center for Economic Research (CCER) at Peking University and has been a professor at the CCER since then.
His research interests include money, banking and the Chinese economy.
肖遠企先生1990年加入中國人民銀行,在不同司局和美洲代表處工作,期間分別在中國銀行北京分行、加拿大帝國商業銀行、新加坡金融管理局、澳門金融管理局等機構現場工作和培訓。2003年起在中國銀監會工作,先後在不同部門和廣東、重慶局任負責人。2018年起任中國銀保監會首席風險官、辦公廳主任和新聞發言人。2021年起任中國銀保監會副主席。
肖遠企先生獲中國人民銀行研究生部(現清華大學五道口金融學院)經濟學碩士;英國Cranfield大學工商管理碩士。
Mr.XIAO Yuanqi was appointed Vice Chairman of China Banking and Insurance Regulatory Commission (CBIRC) in February 2021. Prior to this appointment, Mr.XIAO took the roles of Chief Risk Officer and Spokesperson, and headed the General Office of the CBIRC.
Mr.XIAO held various positions at China Banking Regulatory Commission (CBRC) from September 2003 to April 2018, with extensive experience in banking supervision. He served as chiefs successively at CBRC’s Prudential Regulation Bureau, Guangdong and Chongqing office, and supervision departments for large and small banks. Prior to that, he spent his career in People’s Bank of China (PBC). He worked in PBC’s Representative Office in the America and other departments, and was also sent for field training and secondments at Bank of China, Canadian Imperial Bank, Macau Monetary Authority (AMCM) and Monetary Authority of Singapore (MAS).
Mr. XIAO holds an MBA degree from Cranfield University of the UK and a master’s degree in economics from the Post-graduate School of the People’s Bank of China (now the PBC School of Finance, Tsinghua University).

Mr Chan is a Certified Public Accountant. He is a former President of the Hong Kong Institute of Certified Public Accountants.
Before joining the Government, Mr Chan held a number of public service positions including member of the Legislative Council and Chairman of Legal Aid Services Council.
Mr Chan served as Secretary for Development from July 2012 to January 2017. He has been Financial Secretary since 2017.
許正宇自2020年起出任財經事務及庫務局局長。他擔任香港鐵路有限公司董事及香港機場管理局董事會成員,並為九廣鐵路公司主席。
他於1999年至2003年期間任職特區政府政務主任,曾被調派到經濟發展科,香港特區政府駐北京辦事處和民政事務總署服務。許正宇在2003年離開政府後曾在香港交易所工作達13年,出任市場發展科董事總經理兼項目管理主管,亦擔任過上市和市場發展部門不同的高級崗位;也曾在私人市場一些跨國企業就職。他於2019年至2020年出任香港金融發展局行政總監。
許正宇曾經出任不同公職,包括香港城市大學校董會、強制性公積金計劃管理局程序覆檢委員會、香港交易所上市覆核委員會,以及香港會計師公會紀律小組的成員。
許正宇持有英國牛津大學哲學、政治及經濟系榮譽學士與碩士學位,以及INSEAD工商管理碩士學位。他亦曾參與史丹福大學行政人員培訓課程。
Mr Hui has been Secretary for Financial Services and the Treasury since 2020. He serves on the boards of Mass Transit Railway Corporation Limited, Hong Kong Airport Authority and also as the Chairman of the Kowloon-Canton Railway Corporation.
He was an Administrative Officer in the Government from 1999 to 2003 and served in the Economic Development Branch, the Office of the Government of the Hong Kong Special Administrative Region in Beijing and the Home Affairs Department. After leaving the Government, Mr Hui spent 13 years at the Hong Kong Exchanges and Clearing Limited, having been the Managing Director for Market Development and Head of Project Management and also in various senior roles in Listing and Market Development. He worked for a number of multi-national companies in the private sector as well. He was appointed the Executive Director of the Hong Kong Financial Services Development Council from 2019 to 2020.
Mr Hui previously held a number of public roles including Councillor of the City University of Hong Kong, Member of the Mandatory Provident Fund Authority Process Review Panel, Hong Kong Stock Exchange Listing Review Committee and also Hong Kong Institute of Certified Public Accountants Disciplinary Panel.
Mr Hui holds Bachelor and Master (Hon) Degrees in Philosophy, Politics and Economics from the University of Oxford, and Master of Business Administration Degree from INSEAD. He also attended the Stanford Executive Programme (SEP).

Mr Yau assumed the post of the Secretary for Commerce and Economic Development on 1 July 2022. His portfolio covers policy areas from trade, commerce to telecommunications and broadcasting, and from promotion of intellectual property and consumer protection to boosting inward investment.
Before joining the Government, Mr Yau held key managerial positions in the aviation and logistics sector. He was Chief Executive Officer of Greater Bay Airlines, and prior to this, Chief Executive Officer of Cathay Dragon, Executive Director of Cathay Pacific Board, and Director Service Delivery of Cathay Pacific. Mr Yau managed different aspects of business operations throughout his career in the private sector, and also served on various advisory bodies of the Government.
Mr Yau holds a Bachelor of Business degree in Transport and Logistics from the Royal Melbourne Institute of Technology University. He is also a fellow of the Chartered Institute of Logistics and Transport in Hong Kong.

在獲委任為局長前,孫教授是香港城市大學生物醫學工程學系講座教授兼系主任、立法會議員(選舉委員會界別)。
Professor Dong Sun is appointed Secretary for Innovation, Technology and Industry on 1 July 2022.
Professor Sun is a world-renowned scholar and scientist. He is a pioneer in robotic manipulation of biological cells and robot control. His research has led to breakthroughs in the use of robotics combined with various micro-engineering tools. He has also received numerous awards.
Professor Sun was elected as Fellow of Canadian Academy of Engineering, Member of the European Academy of Sciences and Arts, Fellow of the International Academy of Medical and Biological Engineering, and Fellow of IEEE.
Prior to his appointment, Professor Sun was the Chair Professor and Head of the Department of Biomedical Engineering at City University of Hong Kong, and the Legislative Council Member (Election Committee).
余偉文先生於2019年10月1日起出任香港金融管理局總裁。他於1986年加入香港政府為政務主任,其後於1993年加入當時新成立的金管局,一年後擢升處長。他於2001年獲委任為助理總裁,並於2007年獲委任為副總裁,直至出任現職。
余先生在金管局先後負責不同範疇的工作。任職副總裁期間,他負責儲備管理、研究事務、對外事務以及市場發展,推動了多項重要金融政策和項目。余先生積極參與了金融危機的應對工作,並在優化聯繋匯率制度的過程中擔當重要角色。
余先生畢業於香港中文大學及美國哈佛商學院。
Mr Eddie Yue was appointed Chief Executive of the Hong Kong Monetary Authority (HKMA) from 1 October 2019. He began his career as an Administrative Officer in the Hong Kong Government in 1986. He joined the HKMA upon its establishment in 1993 and was promoted to Division Head a year later. He was appointed Executive Director in 2001 and subsequently Deputy Chief Executive in 2007 before taking up his current position.
Mr Yue has participated in numerous areas of the HKMA’s work. During his tenure as Deputy Chief Executive, he steered major policies and initiatives relating to reserves management, research, external affairs and market development. Mr Yue was also actively involved in tackling major financial crises and played an instrumental role in enhancing the Linked Exchange Rate System.
Mr Yue was educated at the Chinese University of Hong Kong and the Harvard Business School.
Mr Cheung has been serving as the Chief Executive Officer of the Insurance Authority since August 2018 after retiring from the Administrative Service. Senior positions that he has held in the Government include Commissioner of Insurance (2006-2009), Postmaster General (2009-2011), Commissioner of Customs and Excise (2011-2015), and Secretary for the Civil Service (2015-2017).
At the global and regional levels, Mr Cheung is a member of the Executive Committee of the International Association of Insurance Supervisors and Chair of its Audit and Risk Committee, as well as Chairman of the Asian Forum of Insurance Regulators.

Howard Lee is responsible for reserves management, financial infrastructure and fintech. He is also an Executive Director of the Hong Kong Mortgage Corporation Limited. He joined the HKMA in 2009 as a Division Head and has worked in various areas including monetary management, financial stability surveillance, corporate services and banking policy. He was appointed as a Deputy Chief Executive on 1 January 2018. Prior to joining the HKMA, Mr Lee worked in the Hong Kong SAR Government in areas relating to economic development, financial services and other public policies.
梁女士是證券及期貨事務監察委員會(證監會)委員,並且是副行政總裁兼中介機構部的執行董事。該部門主要負責制訂和執行發牌規定,並對持牌公司進行持續監管,重點監察其業務操守和財政健全狀況。

Ms Leung is a member of the Securities and Futures Commission (SFC). She is the Deputy Chief Executive Officer and an Executive Director with responsibility for the Intermediaries Division, which comprises the Intermediaries Supervision and Licensing departments. That Division is primarily responsible for administering licensing requirements and conducting ongoing supervision of licensed corporations with a focus on their business conduct and financial soundness.
Prior to joining the SFC, Ms Leung was the Under Secretary for Financial Services and the Treasury from August 2008 to December 2013 and worked with the Hong Kong Monetary Authority (HKMA) for 14 years.
Ms Leung graduated from The Chinese University of Hong Kong and earned a master's degree from Columbia University in the City of New York. She authored a book on how Asia surmounted various financial crises.
Ms Leung is a member of the Council of Advisers for Applied Research of the Hong Kong Institute for Monetary and Financial Research.
Ms Leung chairs the SFC's Academic and Accreditation Advisory Committee and the Fintech Advisory Group. She also sits on the Advisory Committee, Investment Committee, Budget Committee, Executive Committee and the SFC (HKEC Listing) Committee.
陳浩濂由二零一七年八月十六日起出任財經事務及庫務局副局長。
陳浩濂擁有多年出任跨國銀行高級行政人員的經驗,包括曾為東方匯理銀行環球市場部董事總經理,及渣打銀行金融市場部董事總經理。
在加入政府前,他曾服務多個專業及公共機構,包括香港財經分析師學會副會長、香港證券及投資學會董事、金銀業貿易場顧問及香港總商會理事,他亦曾出任中西區區議員。
陳浩濂持有美國密歇根大學經濟學(榮譽)及心理學學士學位,並擁有特許財務分析師的資格。
Mr Chan was appointed the Under Secretary for Financial Services and the Treasury on 16 August 2017.
Mr Chan has many years of senior executive experience in the banking industry. He was a Managing Director in the Global Markets Division of Credit Agricole Corporate & Investment Bank, and was a Managing Director in Financial Markets of Standard Chartered Bank.
Prior to joining the Government, Mr Chan held multiple roles in a number of public and professional bodies, including Vice President of the Hong Kong Society of Financial Analysts, Director of Hong Kong Securities & Investment Institute, Advisor of the Chinese Gold & Silver Exchange Society, as well as a General Committee member of the Hong Kong General Chamber of Commerce. Mr Chan was also a member of the Central & Western District Council.
Mr Chan holds a Bachelor of Arts in Economics (Hon) and Psychology from the University of Michigan, USA. He is also a Chartered Financial Analyst.
Since 2017, Mr Stephen Phillips has been the Director-General of Investment Promotion at Invest Hong Kong (InvestHK), the Government Department responsible for attracting and facilitating foreign direct investment into Hong Kong.
In a career focused on Asia for more than thirty years, Stephen has held senior investment banking positions with Deutsche and BZW/Barclays Capital before co-founding a Hong Kong-based group of companies providing IT, financial and consultancy services across Asia. In 2006 became the Chief Executive of the China Britain Business Council, as well as Chairman of the EU China Business Association. He has held a number of non-executive and adviser roles in China.
Mr Phillips holds a BSc in Chemistry and Law from the University of Exeter.
Mr. MU Changchun is appointed Director-General, Digital Currency Institute, the People’s Bank of China in July 2019. Mr. Mu joined the People’s Bank of China in 1995 and was appointed as Deputy Director-General of Payment & Settlement Department in 2017. Mr. MU is a member of CPMI, a member of FSB Financial Innovation Network, and also a member of IMF High-level Advisory Group on Finance and Technology.

Mr Pou holds a Bachelor of Social Sciences degree in Economics from the Chinese University of Hong Kong. Mr Pou joined the HKMA in 1994 as an Assistant Manager. He was promoted as Manager in 1997, as Senior Manager in 2000 and as Division Head in 2008. Mr Pou has worked in different areas of HKMA’s work including banking supervision, banking policy, banking development, monetary operations and payment system operations. Mr Pou was seconded to The Hong Kong Mortgage Corporation Limited (HKMC) during 2015 to 2018 to oversee HKMC's general insurance business, before taking up the present position on 29 October 2018.
Fuyu Yang serves as Vice-Chair of the Regulatory Oversight Committee (ROC) from end January 2022 to end January 2025.He is Associate Inspector of IT Department at the People’s Bank of China,with responsibility over planning of financial informatization and standardization. He also is Secretary General of China Financial Standardization Technical Committee, responsible for domestic work related to ISO/TC 68 .

Mr. Samson Wong is responsible for managing all private markets investments at the Exchange Fund Investment Office of the HKMA. Mr. Wong currently leads a team of more than 30 professionals covering investments across private equity and real estate.
Mr. Wong has more than 20 years’ experience in the financial and investment industry. Prior to the HKMA, Mr. Wong held various positions at major investment banks including RBS, UBS and JPMorgan.
Mr. Wong is a graduate from the Kellogg-HKUST Executive MBA program and received his B.S. in Finance and Information System from Boston College.
Stanley Chan, Division Head of Payment Systems Operation Division of the Hong Kong Monetary Authority (HKMA), is responsible for the development and operations of the trade repositories, and payment and securities settlement systems. He joined the HKMA in 1995 and served in various areas, including reserves management, financial infrastructure development, bank licensing, and clearing and settlement systems oversight. Before taking up the current role in November 2015, he was seconded to the Hong Kong Mortgage Corporation as the Senior Vice President in product development and operations. He is a Chartered Financial Analyst (CFA) and graduated from the University of Adelaide (Australia) with a Master of Business Administration.

Mr Nelson Chow has been appointed to the present position from 1 September 2016 with responsibilities for facilitating the healthy development of the fintech ecosystem in Hong Kong and promoting Hong Kong as a fintech hub in Asia. He joined the HKMA in 2004 and was responsible for the supervision of banks’ technology risk management and business continuity planning as well as the formulation of related policies and guidelines. He was the Deputy Chief Representative of the New York Office in 2010. After returning to Hong Kong in 2013, he took up responsibilities to supervise banks’ operational risk management and perform macro-prudential data analysis. Prior to joining the HKMA, Mr Chow was a Vice President of JPMorgan Chase Bank, N.A. responsible for information risk management of the Asia Pacific region.
George Tam, Director of Supervision of Markets at the Hong Kong Securities and Futures Commission, is responsible for supervising the development of the trading and clearing operations of Hong Kong Exchanges and Clearing Limited (HKEX) – the key market infrastructure provider in the Hong Kong IFC. George has been overseeing the implementation of major market development initiatives in Hong Kong including the Mainland China-Hong Kong Stock Connects; and lately the Fast Interface for New Issuance (FINI) project and the Hong Kong Investor Identification Regime (HKIDR).
Mr. Charles Ng heads the Sector Specialists Group helping overseas and mainland companies to establish or expand their business presence in Hong Kong. The nine Sector Specialist Teams under his purview are grouped under three Clusters: (a) Technology, Innovation & Entrepreneurship, (b) Fintech, Financial & Professional Services and (c) Lifestyle & Creative Industries. Mr. Ng also oversees Carbon Neutrality which cuts across all sectors. The teams offer a one stop service to help startups, scale ups, small medium enterprises and multinational corporations tap into the opportunities Hong Kong, the Guangdong, Hong Kong Macau Greater Bay Area, the mainland and Asia have to offer to grow their business.

As the Head of Fintech at InvestHK, the department of the Hong Kong SAR Government responsible for attracting Foreign Direct Investment, King’s mission is to enrich the fintech ecosystem and contribute to the innovation of the financial services sector in Hong Kong. King achieves this goal through partnerships with fintech stakeholders – regulators, financial institutions, investors, fintech companies, associations, etc. in Hong Kong, the Greater Bay Area, and other major international fintech hubs.
Prior to joining the government, King had a diverse private sector background as a serial tech entrepreneur, angel investor, and fintech lecturer in Asia where his first data-related start-up was established through seed investment from Credit Suisse. King was a management consultant at Booz Allen & Hamilton and KPMG in the US, as well as a venture capitalist at Innovate@, a technology fund jointly run by Booz Allen & Hamilton and Lehman Brothers.
King received his MBA (honors) from the University of Chicago and BSc (honors) from the University of Wisconsin – Madison.

David Wong is the Head of Greater Bay Area Business Development team of Invest Hong Kong. He is responsible for, among other things, attracting international companies to set up in the Guangdong-Hong Kong-Macao Greater Bay Area via Hong Kong through enhancing collaboration with investment promotion agencies of other cities in the region, organising and participating in business events both locally and globally and engaging with stakeholders.
David holds the Master of Public Administration degree from the University of Hong Kong and Bachelor of Business Administration degree from York University, Canada.

Dr. Yi received a Ph.D. in Economics from the University of Illinois in 1986 and was a faculty member in the Department of Economics, Indiana University from 1986 to 1994. In 1994, he co-founded the China Center for Economic Research (CCER) at Peking University and has been a professor at the CCER since then.
His research interests include money, banking and the Chinese economy.

Mr. Jin Liqun is the inaugural President and Chairman of the Board of Directors. On July 28, 2020, he was elected to serve a second term of five years, beginning on Jan. 16, 2021. Before being elected as the Bank’s first president, Mr. Jin served as Secretary-General of the Multilateral Interim Secretariat tasked with establishing the Bank.
Mr. Jin has rich experience across the private and public sectors, as well as with MDBs. Veteran technology entrepreneur/investor Yat Siu is a major figure in the open metaverse and blockchain gaming. Adrian is Chief Executive Officer (CEO) of New World Development Company Limited (HXEx 00017). Before joining Ping An, Ms. Tan served as a global partner at McKinsey & Company. In her 13 years with McKinsey in the USA and ten Asian countries, Ms. Tan has worked with over 30 world-leading financial and technology companies and regulatory authorities, focusing on strategy, innovation, operations and technology. She graduated from the Massachusetts Institute of Technology (MIT), with a master’s degree in Electrical Engineering & Computer Science and two bachelor’s degrees in Electrical Engineering and Economics respectively. As a native Singaporean, Ms. Tan is married and has two daughters.
Daniel Pinto is President and Chief Operating Officer of JPMorgan Chase, a leading global financial services firm, and a member of its Operating Committee. He is also CEO of its Corporate & Investment Bank, an industry leader in investment banking, trading markets and investor services.
Daniel has spent his career at JPMorgan Chase and its predecessor companies. He began as a financial analyst and foreign exchange trader at Manufacturers Hanover in 1983 in Buenos Aires. In 1992, he was appointed head of Sales for Chemical Bank, responsible for clients in Argentina, Uruguay and Paraguay. Shortly after, he became head trader and Treasurer of Chemical Bank in Mexico. Daniel moved to London in 1996 to oversee local markets in Eastern Europe, the Middle East, Africa and Asia for Chase Manhattan, later taking charge of the markets side of the firm’s emerging-market business.
In early 2006, Daniel was made global head of Emerging Markets. He was given added responsibility for the Global Credit Trading & Syndicate business in early 2008. In 2009, he was made co-head of Global Fixed Income for the Investment Bank before becoming sole head of the group in 2012. He was also made co-CEO of the Corporate & Investment Bank in 2012, and became sole CEO in 2014. Mr Carstens began his career in 1980 at the Bank of Mexico. From 1999 to 2000, he was Executive Director at the IMF. He later served as Mexico’s deputy finance minister (2000–03) and as Deputy Managing Director at the IMF (2003–06). He was Mexico's finance minister from 2006 to 2009.

Nicolas Aguzin joined HKEX as Chief Executive Officer on 24 May 2021 from J.P. Morgan, where he was most recently Chief Executive Officer of J.P. Morgan’s International Private Bank. Mr Aguzin has been based in Hong Kong since 2012.
From 2013 to 2020, Mr Aguzin was CEO, J.P. Morgan, Asia Pacific where he was responsible for all the firm’s business across 17 markets. Mr Aguzin presided over some of the firm’s major expansion efforts during the period, including establishing itself in China as one of the few international financial institutions with a full range of services and capabilities; including a fully-owned locally incorporated commercial bank, a majority-owned securities company, an asset management company and a futures and options company. Concurrent with his Asia CEO role, Mr Aguzin also ran J.P. Morgan’s Investment Banking division in Asia. During his tenure the bank rose to become one of the leading investment banks in the Asia Pacific region.

Mr. Cai Jianchun started his professional career in April 1994. He has long been in securities regulation, capital market reform and development, risk prevention and control, with nearly 30 years of experience in the capital market. He joined the China Securities Regulatory Commission (CSRC) in April 2001. Starting from May 2004, he was appointed as deputy bureau chief of the CSRC Hebei Regulatory Bureau, deputy director-general of the Department of Listed Company Supervision, and subsequently deputy bureau chief of the CSRC Zhejiang Regulatory Bureau. Starting from April 2015, he successively served as director-general of the Department of Corporate Bond Supervision and director-general of the Department of Listed Company Supervision. Since June 2020, he has been serving as President of the Shanghai Stock Exchange. Mr. Cai holds a PhD degree in Management.

Richard Li Tzar Kai is Founder and Chairman of Pacific Century Group (PCG), an Asia-based long-term private investment group founded in 1993 with interests in financial services, technology, media and telecommunications (TMT), and infrastructure.

Ms. Peng joined Alipay in November 2012 and had served as vice president and general manager of the international business group, where she laid the foundations of Alipay's international businesses. Dan Neary is the Vice President of Asia Pacific for Meta where he oversees the company’s business operations. Dan is a technology veteran with over 25 years of executive-level experience. Prior to Meta, Dan was the Vice President of Market Development at Skype, managing local marketing channels. Before joining Skype, Dan was the Vice President of Emerging Markets at eBay where he led the company's businesses in Southeast Asia, India and the Middle East. Dan began his career at the Kellogg Company in various US-based marketing roles and led many of the company’s expansion activities in APAC. Outside of his day job, Dan is active as a mentor in the start-up community and is a Limited Partner in several venture capital funds.
Charles is Founder and Chairman of Micro Connect. He was most recently Chief Executive of Hong Kong Exchanges and Clearing Limited (“HKEX”) from January 2010 to December 2020. During this time, he orchestrated some of the most significant strategic initiatives in HKEX's history, including the acquisition of the London Metal Exchange in 2012, the launch of the Shanghai-Hong Kong Stock Connect cross-border trading scheme in 2014, Shenzhen-Hong Kong Stock Connect in 2016, Bond Connect in 2017, and the Listing Reforms in 2018. Prior to joining HKEX in 2009, Charles served as Chairman of JP Morgan China from 2003 to 2009 and worked at Merrill Lynch from 1994 to 2003, where he served as President of Merrill Lynch China from 1999 to 2003. Earlier in his career, Charles practiced law at Brown & Wood and Davis Polk & Wardwell in New York.
Charles also serves on the Board of MarketAxess Holdings Inc. and the Board of Trustees of Asia Business Council.

Dr. Vachira is currently the Executive Advisor for the Bank of Thailand’s central bank digital currency (CBDC) projects. She previously served as Deputy Governor for Corporate Development to oversee holistic organizational management including technology, risk management, human resources, legal, banknote management and corporate services. She also initiated and has continuously overseen the Bank of Thailand’s research and development on digital currencies and related technology since 2018.
Dr. Vachira is a CFA Charterholder. She received a Bachelor of Accountancy from Chulalongkorn University (Thailand) and Master of Business Administration from the University of Bridgeport (USA). She also earned a Master of Arts and a Ph.D. in Economics from the University of Georgia (USA).

Dr Norman Chan was the Chief Executive of the Hong Kong Monetary Authority (HKMA) in October 2009 to September 2019. During this period, he was a member of the Financial Stability Board (FSB) established by G20 and served as Chairman of FSB’s Standing Committee on Supervisory and Regulatory Cooperation in April 2017 to August 2019.
In 1976, Dr Chan graduated from the Chinese University of Hong Kong and joined the Hong Kong Government Administrative Service. He left the Administrative Service in 1993 to join the HKMA as Executive Director and as Deputy Chief Executive in 1996 to 2005. He then joined the Standard Chartered Bank as Vice Chairman, Asia in December 2005 to June 2007. He was the Director of the Chief Executive of the HKSAR’s Office in July 2007 to August 2009. He was the Founding Chairman of the policy think-tank Bauhinia Foundation Research Centre, which was set up in 2006.
Dr Chan is the Chairman of the Board of Trustees of Chung Chi College of CUHK from August 2021. He received an Honorary Doctoral Degree of Business Administration from the City University (2020) and Lingnan University (2021) respectively.
Dr Chan also founded two Fintech companies, RD Wallet Technologies Limited and RD ezLink Limited, in 2020 and 2021 respectively.

Angel Ng is the Head of Asia for Citi Global Wealth. She is responsible for overseeing Citi Asia’s wealth business which includes Asia Private Bank and Consumer banking franchises in Hong Kong and Singapore.
Prior to her current position, Angel was the CEO for Citi Hong Kong and Macau. She joined Citi in 1998, since then held many senior roles include Head of Consumer Banking, Head of Wealth Management and Head of Cards.

Dong HE is Deputy Director of the Monetary and Capital Markets Department (MCM) of the International Monetary Fund. He has oversight responsibility for MCM’s work on digital currencies and fintech. He joined MCM in October 2014 and led MCM’s work on global financial stability analysis, monetary and macroprudential policies, and technical assistance on central bank operations.
Dong holds a doctorate in economics from the University of Cambridge. He started his career in 1993 when he joined the World Bank through the Young Professionals Program. He was a staff member of the World Bank during 1993-1998, of the IMF during 1998-2004, and of the Hong Kong Monetary Authority (HKMA) during 2004-2014. At the HKMA, he was Executive Director responsible for directing research and policy advice on issues relating to the maintenance of monetary and financial stability and the development of financial markets. He was also Director of the Hong Kong Institute for Monetary Research.
Dong has been an active member of the global central banking community and a regular participant in international meetings of central banks and regulatory agencies. He has published extensively on macroeconomic and financial market issues.

Harshika Patel is a Managing Director at J.P. Morgan based in Hong Kong. She is responsible for running Strategy for J.P. Morgan in Asia Pacific partnering with the Corporate and Investment bank, Asset and Wealth Management and Commercial Banking businesses to drive and implement the firm’s strategy across our 16 markets.
She also serves as the CEO for Hong Kong which is home to the firm’s Asia Pacific headquarters. Harshika sits on the Board of J.P. Morgan Securities (Asia Pacific) Limited and on the EXCO of ASIFMA where she also serves as Treasurer.
Harshika joined J.P. Morgan in November 2013 as a Managing Director based in Singapore to run the Asia Commodities Sales and Structuring business and the Electronic Sales business, delivering electronic trading services across FX, Rates, Credit and Commodities to clients.

Yoav Soffer has been with the Bank of Israel for 18 years. He served in various position as a research economist, advisor on behalf of the Bank at the executive board of the World Bank, and member of the Bank's Office of the Spokesperson and Economic Information, before becoming the Bank of Israel Spokesperson in 2014. He stepped down from this position in 2020 to become an Advisor to the Deputy Governor and the CBDC Project Manager. Since then, he has been coordinating the Bank of Israel's work on the digital shekel. Yoav has a B.A in Economics and Geography and an M.A in Economics, both from Ben Gurion University in Israel. He has taught various courses in economics in academic institutions in Israel.
Shu-Pui Li joined the Central Bank of U.A.E. (CBUAE) in November 2018 and is currently the Advisor to H.E. the Governor of Central Bank of UAE. His major responsibilities include the implementation of the Fintech Strategy and establishment of a FinTech Office for the CBUAE; implementation of the National Payment Strategy and the continued enhancement of the financial market infrastructure of U.A.E.; and the provision of advisory support to the digital transformation of the CBUAE.

He advised a number of global technology powerhouse and venture capitals and served as a guest lecturer at universities.
Amy Zhang is the VP of Sales, Asia at Fireblocks. Highly experienced in both traditional and crypto-focused financial institutions, Amy brings with her the skills and knowledge required for growing Fireblocks’ APAC presence. Servicing over 300 clients regionally, Amy establishes relationships with key partners within the blockchain industry while working closely with the Product team to deliver differentiated solutions to our customers and the industry at large. Prior to joining Fireblocks, Amy was Head of Sales at Diginex, a NASDAQ-listed digital assets financial services company. At Diginex, she oversaw the growth of their custody, trading, trading solutions, and exchange business verticals. Amy has also worked as a sales trader at Deutsche Bank where she provided execution services for institutional investors across cash equities, derivatives, and electronic training. Andrew Chow is the Head of Advisory and Implementation Services of Kyndryl Hong Kong, leading the team that helps customers unlock maximum value across cloud, security, data, and beyond to accelerate digital transformation.
Prior to this role, Andrew has held key management positions in NTT / Dimension Data as Director of Technical and Support Services for four years where he led the team to deliver mission critical ICT infrastructure system for top tier clients; and at Cisco, he was the Head of Service Delivery for the Technology Consulting business and Program Manager of Cisco Services.
Andrew has brought over 30 years of experience in the technology sector, with extensive experience in cloud implementation, mission-critical infrastructure, banking system development, e-Commerce platform implementation, office automation infrastructure, enterprise & data centre network infrastructure, and converged infrastructure.
Angelina is passionate about Technology, Digital Assets and the Blockchain and loves advising start-ups. She is currently the Chief Executive Officer of Stratford Finance Limited, a consulting company focused on dealing with regulatory and operational issues in the financial services and digital assets space and advises brokerages, fund managers, and technology providers.
Most recently Angelina held Senior Advisor, Group Chief Operating Officer and Group Chief Risk Officer roles at the HashKey Group, a regulated digital assets company that recently received the second Approval in Principle from the Hong Kong Securities and Futures Commission to operate a virtual asset trading platform. She has previously held Chief Operating Officer and Directorate positions with international digital asset exchanges, HKEX, Cantor Fitzgerald, the SFC, and other global financial services companies.

Professor Annie Koh is Professor Emeritus of Finance (Practice) at Lee Kong Chian School of Business, Singapore Management University (SMU). She is a renowned conference speaker, panel moderator and commentator. Professor Koh is appointed as Chairman of Prime US REIT. In addition, Professor Koh is a member of the World Economic Forum Global Future Council on New Agenda for Work, Wages and Job Creation. She also chairs the Asian Bond Fund 2 supervisory committee for the Monetary Authority of Singapore, and is a committee member of Singapore’s Customs Advisory Council and HR Transformation Advisory Panel. She is currently an independent director of AMTD IDEA Group, PBA Group, Prudential Assurance Company Singapore Pte Ltd and Yoma Strategic Holdings Ltd. She previously served on GovTech, Singapore’s CPF, HMI and K1 Ventures boards.

In recognition of her contribution to education and the public sector, she was awarded the bronze and silver Singapore Public Administration medal in 2010 and 2016 respectively, and the Adult Education Prism Award in 2017.

Anson started his career in HSBC commercial banking as the management trainee. During the trainee program, Anson had experience working in the SME as well as the Global Trade and Receivable Finance department, and it was when he built up his interests and domain knowledge in trade finance industry.

Archana Kotecha is a UK qualified barrister and London School of Economics graduate who started her career practicing corporate law. After 7 years as a corporate lawyer, Archana joined the UN Refugee Agency's Legal Protection Team in London and subsequently the Immigration Advisory Service and Stop Trafficking UK.
Following a move to Hong Kong in 2013, Archana joined Liberty Shared as their Head of Legal and Asian Region Director. In October 2020, she launched The Remedy Project with the aim to revolutionize how migrant workers access remedy within global supply chains. Disrupting the activities of traffickers by improving modern slavery’s visibility within financial institutions, educating NGOs and lawyers on anti-trafficking legal frameworks and victim identification have been key aspects of Archana’s work.
Archana’s expertise also extends to remediation mechanisms and is recognized as a regional subject matter expert on modern slavery across the Asia-Pacific region. She is regularly named as an influential changemaker and was most recently named one of Asia’s most inspiring social entrepreneurs by APAC Entrepreneur. Aric Fung is a core team member of Datax AI Solutions, Subanana, Morigin Network and Datax Staking. As the Account Director of Datax AI Solutions, he led the team to solve clients’ business needs by developing and implementing various AI solutions for commercial use, including OCR (Optical Character Recognition) document digitization solutions, NLP (Natural Language Processing) and CV (Computer Vision). Datax completed over 30 commercialized AI solutions for financial intuitions, listed corporates and government departments in the last 3 years.

Mr Arnold Chow is Deputy General Manager, Personal Digital Banking Product Department of Bank of China (Hong Kong) (“BOCHK”), overseeing its wealth management products as well as wealth specialists and advisory business in Hong Kong and Southeast Asia. He is also a Director of BOCI Prudential Trustee Limited and a Director of Po Sang Securities Limited.
Prior to joining BOCHK, Arnold hold various senior executive positions in strategy planning, wealth products and distribution in Hong Kong and mainland China of HSBC Group. He then served as Senior Executive Vice President of Private Banking of Hang Seng Bank.
Arnold started his career in Morgan Stanley (Asia) with expertise in Hong Kong and mainland investment markets. He holds a Bachelor degree from the Faculty of Engineering, University of Hong Kong. Arnold Concepcion is the CEO ofGryfyn and the Co-Chief Operating Officer at Animoca Brands, where he hasserved since 2017. Mr. Xiaosong Zhu (Arthur) joined Lianlian Group since 2008 and he is the core member of the foundation team. Barbaros has a Certificate in Business Excellence (CIBE) from Columbia Business School and an MBA from Boğaziçi University in Istanbul, Turkey, and holds a Master’s of Science in Industrial Engineering from Marmara University. Barry O’Byrne was appointed Chief Executive of Global Commercial Banking in February 2020, having served in the role on an interim basis since August 2019.
He is responsible for a business serving about 1.4 million customers across 53 markets, ranging from small enterprises focused on their home markets through to corporates operating internationally.
Mr O’Byrne joined HSBC as Group General Manager and Chief Operating Officer (COO) for Global Commercial Banking in April 2017, responsible for strategic change initiatives, data and analytics, middle office and the leadership of regional COOs. He was appointed as a Group Managing Director in March 2020.
He joined HSBC from GE Capital, where he worked for 19 years across a number of senior leadership roles. At GE Capital his most recent appointment was CEO for GE Capital International. Previously he was COO for GE Capital International, with responsibility for the group’s operations, technology, strategic initiatives and simplification strategy across more than 20 markets.
Mr O’Byrne has also held CEO positions in Italy, France and the UK and has served on boards in the UK, Switzerland, Germany, Italy and Spain. He has a degree in Business Studies and French from the University of Limerick, and lives in Hong Kong with his wife and three daughters.

Bénédicte is the Head of the BIS Innovation Hub, Hong Kong Centre. Prior to this appointment, she was a managing director at SC Ventures, the innovation arm of Standard Chartered Bank that leads a series of new ventures across digital banking, banking as a service, SME finance and blockchain. From 2018-2019, she was the Vice President of International Government Relations at Circle, involved in the evolution of blockchain and digital assets. From 2012-2018, she was the Head of Risk & Strategy of the Hong Kong Securities and Futures Commission (SFC), and in that capacity also acting as the Vice Chair of the Committee on Emerging Risks and the Fintech research lead for the International Organization of Securities Commissions (IOSCO). From 2007-2012, she was a managing director at Credit Suisse and before that from 1997-2007 she was an associate and executive director at Goldman Sachs. Originally from Belgium, she holds LL.M. and M.B.A. degrees from the University of Chicago and the University of Leuven. She is admitted to the New York Bar since 1999. In 2016, she was a recipient of the China Daily Asian Women Leadership Awards for her efforts related to entrepreneurship, innovation and charity. She remains closely engaged in these topics, most recently through her involvement in the Fintech Association of Hong Kong (FTAHK) and Women in Finance Asia (WiFA.)

BRIAN W TANG is a board member and was founding co-chair of the Fintech Association of Hong Kong’s Regtech Committee, which has been recognized by the Hong Kong Monetary Authority in its two-year roadmap to promote regtech adoption as playing a “key role in the [regtech] ecosystem”. Brian is managing director of ACMI and founding executive director of LITE Lab@HKU - an interdisciplinary and experiential programme that fosters law, innovation, technology and entrepreneurship (LITE) at University of Hong Kong's Faculty of Law. Cecilia Skingsley became Head of the BIS Innovation Hub in September 2022. She is a member of the BIS's Executive Committee. Previously, she held the position of First Deputy Governor of the Riksbank since November 2019.
Most recently she chaired the BIS's Committee on Payments and Market Infrastructures Future of Payments Working Group, was the Governor of the Riksbank’s alternate on the General Council of the ECB and member of the Advisory Technical Committee (ATC) of the European Systemic Risk Board (ESRB).
Prior to holding the position of Deputy Governor of the Riksbank from May 2013 to November 2019, Ms Skingsley held various roles including Head of FX and Fixed Income Research and Chief Economist at Swedbank (2007-2013); financial journalist and Head of Financial Market Section at Dagens Industri (2000-2007); Macro Analyst, ABN Amro Bank (1998-2000).

Chi-man Kwan is Group Chief Executive Officer and a Co-Founder at Raffles Family Office (RFO), a pan-Asian financial advisory firm focused on addressing the wealth growth and preservation needs of ultra-high net worth individuals.
Kwan’s responsibilities centre on overseeing RFO’s investment business lines – Independent Asset Management and Advanced Wealth Solutions – as well as steering the company’s expansion in terms of new markets and service offerings.
