He is also the author of New York Times #1 bestseller Principles: Life & Work as well as Principles for Navigating Big Debt Crises, which he co-published with Bridgewater. Additionally, Ray has also published several studies on current financial and social issues including “Why and How Capitalism Needs to be Reformed” and “The Changing World Order: Why Countries Succeed and Fail”; both are available on LinkedIn. Mr Chan is a Certified Public Accountant. He is a former President of the Hong Kong Institute of Certified Public Accountants.

Before joining the Government, Mr Chan held a number of public service positions including member of the Legislative Council and Chairman of Legal Aid Services Council.

Mr Chan served as Secretary for Development of the Hong Kong Special Administrative Region Government from July 2012 to January 2017. He was appointed Financial Secretary on 16 January, 2017.

Mr Christopher Hui Ching‐yu was appointed the Secretary for Financial Services and the Treasury on 22 April 2020.

Mr Hui was an Administrative Officer in the Government from 1999 to 2003 and served in the Economic Development Branch,

the Office of the Government of the Hong Kong Special Administrative Region in Beijing and the Home Affairs Department. Mr Hui worked in the banking sector after leaving the Government in 2003 and has worked for the Hong Kong Exchanges and Clearing Limited for over 10 years. He has been the Executive Director of the Hong Kong Financial Services Development Council

since 2019.

Mr Hui holds Bachelor and Master (Hon) Degrees in Philosophy, Politics and Economics from the University of Oxford, and Master of Business Administration Degree from INSEAD. He also attended the Stanford Executive Programme (SEP).

許正宇由二零二零年四月二十二日起出任財經事務及庫務局局長。

許正宇於一九九九年至二零零三年期間出任特區政府政務主任,曾被調派到經濟發展科、香港特區政府駐北京辦事處和民政事務總署服務。他在二零零三年離開政府後曾任職銀行界,其後在香港交易所工作長達十多年,並自二零一九年起出任香港金融發展局行政總監。

Jim Rogers, a native of Demopolis, Alabama, is an author, financial commentator, adventurer, and successful international investor.  He has been frequently featured in Time, The Washington Post, The New York Times, Barron’s, Forbes, Fortune, The Wall Street Journal, The Financial Times, The Business Times, The Straits Times and many media outlets worldwide.  He has also appeared as a regular commentator and columnist in various media and has been a professor at Columbia University.

After attending Yale and Oxford University, Rogers co-founded the Quantum Fund, a global-investment partnership.  During the next 10 years, the portfolio gained 4200%, while the S&P rose less than 50%.  Rogers then decided to retire – at age 37.  Continuing to manage his own portfolio, Rogers kept busy serving as a full professor of finance at the Columbia University Graduate School of Business, and, in 1989 and 1990, as the moderator of WCBS's 'The Dreyfus Roundtable' and FNN's 'The Profit Motive with Jim Rogers'.

In 1990-1992, Rogers fulfilled his lifelong dream: motorcycling 100,000 miles across six continents, a feat that landed him in the Guinness Book of World Records.  As a private investor, he constantly analyzed the countries through which he traveled for investment ideas.  He chronicled his one-of-a-kind journey in Investment Biker: On the Road with Jim Rogers.  Jim also embarked on a Millennium Adventure in 1999.  He traveled for 3 years on his round-the-world, Guinness World Record journey. It was his 3rd Guinness Record.  Passing through 116 countries, he covered more than 245,000 kilometers, which he recounted in his book Adventure Capitalist: The Ultimate Road Trip.  His book, Hot Commodities: How Anyone Can Invest Profitably In The World's Best Market, was published in 2004.  Another of his books A Bull in China describes his experiences in China as well as the changes and opportunities there. His recent book A Gift to My Children is a heartfelt, indispensable guide for his daughters (as well as for all adults and children) to find success and happiness. His latest memoir Street Smarts: Adventures on the Road and in the Markets was published in February 2013. Recently in January 2018, his book A Gift to My Children, 2nd edition which was published in Chinese, was launched in China. And in October 2018, another of his book The Next Big Wave, published in Complex Chinese, was launched in Taiwan. Rogers had two number one bestsellers in Japan namely The Future of Japan and A Warning to Japan that were published in January and July 2019 respectively.

Mr Yue has participated in numerous areas of the HKMA’s work.  During his tenure as Deputy Chief Executive, he steered major policies and initiatives relating to reserves management, research, external affairs and market development.  Mr Yue was also actively involved in tackling major financial crises and played an instrumental role in enhancing the Linked Exchange Rate System.

Mr Yue was educated at the Chinese University of Hong Kong and the Harvard Business School.

Ashley is the Chief Executive Officer of the Securities and Futures Commission (SFC) of Hong Kong. He was first appointed in October 2011. In May 2016, Ashley was elected as Chair of the Board of the International Organization of Securities Commissions (IOSCO), and was re-elected for a further two-year term in June 2020.

Ashley was previously Chair of the IOSCO Asia-Pacific Regional Committee and Vice Chair of the IOSCO Board. Ashley has represented IOSCO as a member of the Financial Stability Board Steering Committee and Plenary since his election as IOSCO Board Chair.

Ashley started his career as a lawyer in London in 1984. He moved to Hong Kong in 1989 with the international law firm Herbert Smith, practicing corporate and business law. He was Executive Director of Corporate Finance at the SFC from 2001 to 2004, before returning to Herbert Smith, where he became head of the firm’s Asia Region.

Ashley is the Chief Executive Officer of the Securities and Futures Commission (SFC) of Hong Kong. He was first appointed in October 2011. Mr Cheung has been the Chief Executive Officer of the IA since August 2018 upon retirement from the Administrative Service which he joined in 1983.  Senior posts that he took up during this career include Director of the Hong Kong Economic and Trade Office in Singapore from 1998 to 2001 when the Asian Financial Crisis erupted, Commissioner of Insurance from 2006 to 2009 during the global financial crisis, Postmaster General from 2009 to 2011, Commissioner of Customs and Excise from 2011 to 2015 and Secretary for the Civil Service from 2015 to 2017.  He is currently a member of the Executive Committee of the International Association of Insurance Supervisors and Chairman of the Asian Forum of Insurance Regulators.

Professor Klaas Knot has been President of De Nederlandsche Bank since 1 July 2011. He serves as Vice Chair of the Financial Stability Board and Chair of its Standing Committee on the Assessment of Vulnerabilities. He is a member of the Governing Council and the General Council of the European Central Bank, member of the European Systemic Risk Board, Governor of the International Monetary Fund, Governor of the Bank for International Settlements and also member of its Board of Directors.

Klaas holds several secondary positions. He is Chairman of the Supervisory Boards of the CliniClowns Foundation. Since 2005, he has been Honorary Professor of Economics of Central Banking at the University of Groningen and since 2015 he is also Honorary Professor of Monetary Stability at the University of Amsterdam. Klaas has published several articles in leading (international) journals in monetary and financial economics.

Before taking up DNB’s presidency, Klaas was Deputy Treasurer-General and Director of Financial Markets at the Dutch Ministry of Finance (2009-2011). Between 1995 and 2009 he held several positions at DNB, the Pension and Insurance Authority (2003-2004) and the International Monetary Fund (1998-1999).

In 1991, he graduated with honours in economics at the University of Groningen. In 1995, he obtained his PhD in economics.

Mr Lai joined Tencent in 2009 and was the general manager for Tenpay between 2012 and 2019.  In 2015, Tencent’s payment business was accelerated and developed into Tencent FiT (Financial Technology). Since then, Mr Lai has been leading Tencent FiT until 2019.

During the time when Mr Lai headed up the Tenpay and Tencent FiT business, he and the team have made contributions of strategic significance in setting up the Group’s payment infrastructure and in creating an open financial ecosystem. In 2014, Mr Lai and his team launched WeChat Red Packet and QQ Red Packet, which had gained huge popularity across China. This enabled Tencent to tap into the fast payment market and provided a solid foundation for gaining a competitive edge in mobile payment. In 2014, Mr Lai and his team also launched the wealth management platform Licaitong. The platform has grown its aggregated customer assets to over RMB 800 billion by first half of 2019. Consequently, with payment services as an entry point, Tencent has succeeded in establishing a financial ecosystem that covers such diversified fields as wealth management, securities, banking, and blockchain. This has positioned Tencent as the leader in the FinTech sector. In 2017, Mr Lai initiated the establishment of Tencent Finance Academy, which aims to nurture cross-border talents for the Internet and financial sectors and to facilitate the long-term development of the FinTech industry. Mr Lai is the Dean of the Academy. 

Tencent’s virtual bank business is tasked with the mission of exploring innovations and opening up new frontiers for the company and the industry. In May 2019, under Mr Lai’s leadership, Fusion Bank Limited, a joint venture initiated by Tencent, was granted a virtual banking license by the Hong Kong Monetary Authority. In June 2019, as Tencent’s vice president, Mr Lai was appointed as the Chairman of Fusion Bank. 

Mr Lai is concurrently a director of renowned financial corporations including ZhongAn Online P&C Insurance Company Limited, Hetai Life Insurance Company Limited, and CITIC Capital Holdings Limited. 

Prior to joining Tencent, Mr Lai had successively been an investment manager with Apax Partners PE in the UK and Lehman Brother’s Investment Bank in the US; and served as associate vice president at Credit Suisse First Boston Investment Bank. 

Mr Lai is a member of the Guangdong Provincial Committee of the Chinese People’s Political Consultative Conference. In the Hong Kong SAR, he is a member of the Chief Executive's Council of Advisers on Innovation and Strategic Development and a member of Committee on Innovation, Technology and Re-industrialization. He also serves as a board member and Convenor of the Policy Research Committee of Financial Services Development Council and a member of the Financial Infrastructure and Market Development Sub-Committee of the Exchange Fund Advisory Committee of Hong Kong Monetary Authority. In 2009, Mr Lai was named Outstanding Corporate Leader in the 530 Program of Wuxi Municipality, Jiangsu Province, People’s Republic of China. 

Mr Lai holds a bachelor’s degree in computer science from MIT, minor in economics. He also holds a master’s degree in computer science from MIT as well as an MBA degree from Harvard Business School.

Hanson worked as a Walt Disney Imagineer, both a sculptor and a technical consultant in robotics, and later founded Hanson Robotics. As a researcher,Hanson published dozens of papers in materials science, artificial intelligence, cognitive science, and robotics journals — including SPIE, IEEE, the International Journal of Cognitive Science, IROS, AAAI, AI magazine and more. He wrote two books including“Humanizing Robots” and received several patents. Mr Yau assumed the post of the Secretary for Commerce and Economic Development on July 1, 2017. His portfolio covers policy areas from trade, commerce to telecommunications and broadcasting, and from promotion of creative industries, intellectual property and consumer protection to boosting inward investment and tourism development.  

Mr Yau has his full career in the public service. Before taking up the current post, Mr Yau was the Director of the Chief Executive's Office from 2012 to 2017, assisting the Chief Executive in formulating policies and setting policy goals and priorities. He was the Secretary for the Environment from 2007 to 2012, overseeing policies on environmental protection, energy, nature conservation and sustainable development. 

Mr Yau started his civil service career as an Administrative Officer in 1981. During his long service as a civil servant, he held various positions,  including Director of Information Services, Deputy Secretary for  Education and Manpower, Deputy Director-General of Trade and Industry as well as Director-General of the Hong Kong Economic and Trade Office in Washington, DC, USA.

Agustín Carstens became General Manager of the BIS on 1 December 2017.

Mr Carstens was Governor of the Bank of Mexico from 2010 to 2017. A member of the BIS Board from 2011 to 2017, he was chair of the Global Economy Meeting and the Economic Consultative Council from 2013 until 2017. He also chaired the International Monetary and Financial Committee, the IMF's policy advisory committee from 2015 to 2017.

Mr Carstens began his career in 1980 at the Bank of Mexico. From 1999 to 2000, he was Executive Director at the IMF. He later served as Mexico’s deputy finance minister (2000–03) and as Deputy Managing Director at the IMF (2003–06). He was Mexico's finance minister from 2006 to 2009. 

Mr Carstens has been a member of the Financial Stability Board since 2010 and is a member of the Group of Thirty.

Mr Carstens holds an MA and a PhD in economics from the University of Chicago.

Angel Ng is the Chief Executive Officer (CEO) for Citi Hong Kong and Macau.  She was appointed to this position in May 2018 to oversee all the businesses across the Citi franchise in the two markets.  The role entails working closely with Citi’s local, regional and global offices to execute the bank’s business strategy and maintaining strong relationships with clients, the public sector, regulators, governments, and across the Citi global organization.

Angel is a member of the Citi Asia Pacific Operating Committee.  She is also the Chief Executive for Citibank, N.A. Hong Kong Branch, and Citibank (Hong Kong) Limited.

Prior to assuming the CEO role, Angel was the Chief Executive and Consumer Business Manager for Citi’s consumer banking operations in Hong Kong.  In addition to the overall management of the consumer banking business and operations, Angel contributed significantly to driving the digital transformation and cultivating a culture of innovation in the consumer bank. 

Angel joined Citi Hong Kong in 1998.  She had previously served as the Head of Retail Banking, Wealth Management, and Cards.  Prior to Citi, she held a number of senior roles at Procter & Gamble and CLP Power Hong Kong.  She started her career with HSBC. 

A strong advocate of work-life balance and diversity, Angel is a member of the Citi Women Global Affinity Steering Committee.  She is also a founding member of an informal women chief executives group that aspires to drive gender diversity and develop female talent in the industry.

In September 2018, Mr. Tang was appointed financial advisor of Xi'an Municipal People's Government. Mr Alfred Sit joined the Government as Assistant Electrical and Mechanical Engineer in 1984 and was promoted to Chief Electrical and Mechanical Engineer in 2001, to Government Electrical and Mechanical Engineer in 2007, to Deputy Director of Electrical and Mechanical Services in 2011. He was Director of Electrical and Mechanical Services and Electrical and Mechanical Services Trading Fund General Manager since October 2017. On 22 April 2020, Mr Sit was appointed Secretary for Innovation and Technology.

Mr Sit is an electrical engineer by profession and has over 30 years’ experience in public administration. He is a fellow member of the Hong Kong Institution of Engineers. He was the President of the Hong Kong Institution of Facility Management and Chairman of the Biomedical Division of the Hong Kong Institution of Engineers.

Mr Sit holds the Associateship in Electrical Engineering from the Hong Kong Polytechnic and a master degree in Business Administration from The Chinese University of Hong Kong. He has also attended the Harvard Business School.

He has a non-typical combination of responsibilities in his CTO role at Sberbank: while being in charge of 40,000+ IT engineers and developers, managing multibillion USD budget and leading technology transformation of a company with 100+ mln active customers, he is also responsible for PnL of technology centric business streams like cloud computing (SberCloud) and consumer electronics and IoT business (SberDevices). In this role David transformed IT function at Sberbank to a product-oriented engineering organization, dramatically reduced TCO of applications, decreased the operation teams by three times, reduced infrastructure-related incidents by 50%+, stabilized the production environments, and launched the #29 world’s powerful supercomputer Christofari. 

In September 2020, he and his team presented a family of virtual assistants, named Salute, and the first in history of Sberbank consumer electronics devices, called SberBox (a smart plug-in box to any TV set that has HDMI input with inbuilt virtual assistants), and SberPortal (a Smart Display with sound crafted by Harmon/Kardon which a person can interact using voice, gestures, touch, video, biometrics, and images). At the same time, David launched the SmartMarket, an analogue of AppStore or Google Play, which allows any company or entrepreneur in Russia creates smart skills for the assistants and get direct access to Sber’s ecosystem customers (100+ mln).

Mr. MU Changchun is appointed Director-General of the Digital Currency Institute, People’s Bank of China in July, 2019. Mr. Mu joined the People’s Bank of China in 1995. From 2004 to 2006, he was appointed as Senior Advisor to the Executive Director of the Constituency Office, representing Canada/China /Korea/Kuwait/Spain in the African Development Bank. In 2006, He rejoined the International Department. From 2010 to 2017, he served several positions, including Assistant to the Governor and the Deputy Director-General of the Executive Office. Joseph spent 12 years at Citi, where he had extensive credit and market risk training and held senior risk management roles. Joseph has deep customer, risk and business management experience, together with success in starting new businesses. Joseph holds a MSc (Finance), MBA, MSc International Management (China), MA in Contemporary Chinese Studies and MBA (Banking) degrees from University of London, London Business School and University of Nottingham in China and is currently studying for an MSc in Psychology and Neuroscience of Mental Health at Kings College, London. He is a fellow of FINSIA and Fellow of the Chartered Institute of Bankers.

Arthur Yuen is in charge of the full range of banking policy, supervision, conduct, and enforcement issues at the Hong Kong Monetary Authority (HKMA). He joined the HKMA in 1996 as Head of Administration and has since taken up different responsibilities including research and liaison on China economic and market development issues before being appointed Head of Banking Supervision in 2000.  He took up the position as Executive Director (Banking Development) in July 2004, Executive Director (Banking Supervision) in June 2005 and Executive Director (External) in July 2008.  He was appointed to his present position on 1 January 2010.

Yingxue Cao is the Managing Director responsible for leading the InnoVen’s business in China. She is a senior expert in China venture lending business with more than 10 years working experiences in debt market.

Prior to joining InnoVen capital, Yingxue was a Managing Director of China Growth Capital where she led the venture lending business.

Yingxue started her career in investment banking in Deutsche Bank (HongKong). She was the Vice President of Debt Capital Market Department responsibly for the the initiation and underwriting of large and medium-sized domestic foreign bonds, structured products. She also served as a senior analyst in Cheung Kong Graduate School of Business.

Yingxue received her Ph.D. in quantitative economics from Tsinghua University, she also had Master degree and Bachelor degree in Finance from Tsinghua University.

Mr Edmond Lau is responsible for external affairs, financial infrastructure and research.  He holds a Bachelor of Social Sciences degree in Economics and a Master of Social Work degree from the University of Hong Kong. Mr Lau joined the Hong Kong Government as an Administrative Officer in 1986. He joined the HKMA in 1997 as Division Head (Banking Development) and had been involved in banking reform and the establishment of the Deposit Protection Scheme. He also served as the Administrative Assistant to the Chief Executive of the HKMA in 2004 after a one-year secondment to the Financial Services and the Treasury Bureau. Mr Lau was promoted as Executive Director (Strategy and Risk) in 2005. He assumed the post of Executive Director (Monetary Management) from 2007 to 2013 when he resigned from the HKMA to pursue further study and, thereafter, take up a leadership role in an NGO. Mr Lau joined HKMC Annuity Limited as Chief Executive Officer in 2017.

Mr Chan has many years of senior executive experience in the banking industry.  He was a Managing Director in the Global Markets Division of Credit Agricole Corporate & Investment Bank, and was a Managing Director in Financial  Markets of Standard Chartered Bank. 

Prior to joining the Government, Mr Chan held multiple roles in a number of  public and professional bodies, including Vice President of the Hong Kong  Society of Financial Analysts, Director of Hong Kong Securities & Investment  Institute, Advisor of the Chinese Gold & Silver Exchange Society, as well as a  General Committee member of the Hong Kong General Chamber of Commerce. 

Mr Chan was also a member of the Central & Western District Council.  

Mr Chan holds a Bachelor of Arts in Economics (Hon) and Psychology from the  University of Michigan, USA. He is also a Chartered Financial Analyst.

Mr Stephen Phillips is the Director-General of Investment Promotion at Invest Hong Kong (InvestHK), the Government Department responsible for attracting and facilitating foreign direct investment into Hong Kong.

Mr Phillips has served in senior positions in a number of private and public organisations. He lived and worked in Hong Kong from 1989 to 2004 holding senior investment banking positions with Deutsche and BZW/Barclays Capital before co-founding a Hong Kong-based group of companies providing IT, financial and consultancy services across Asia. In 2004, Mr Phillips joined UK Trade & Investment (now the UK’s Department of International Trade) before becoming the Chief Executive of the China Britain Business Council in 2006, as well as Chairman of the EU China Business Association.

Mr Phillips holds a BSc in Chemistry and Law from the University of Exeter.

Mr Nelson Chow has been appointed to the present position from 1 September 2016 with responsibilities for facilitating the healthy development of the fintech ecosystem in Hong Kong and promoting Hong Kong as a fintech hub in Asia. As the Co-founder and CEO of Lendingkart, Harshvardhan Lunia plays an imperative role in building and scaling a world-class team that designs innovative credit solutions and delivers growth for MSMEs. An exemplary leader and a pioneer at heart, Harshvardhan has always been driven by the passion of small business owners who despite being creditworthy were not served by existing lenders. 

With a vision to implement technology and enable easy MSME financing, Harshvardhan co-founded Lendingkart in 2014. Harshvardhan possesses an in-depth understanding of the evolving MSME ecosystems and has over 15+ years of experience. Harshvardhan's expertise includes managing the overall business leadership and growth conversations, developing the company's strategies, focusing on new business and growth opportunities, in addition to contributing to growth projections and trends.  

Prior to Lendingkart, Harshvardhan has served as the founder & director at Domestic Finance & Investment Private Limited, where he specialized in arranging alternative modes of financing for SMEs. As the relationship manager at ICICI Bank bank earlier to that, Hashvardhan’s primary role involved interacting with clients, understanding their requirements & structuring the deals, in addition to interacting with risk, credit, legal, operations, and executions. Harshvardhan has also worked with The Standard Chartered Bank and HDFC Bank in varying capacities. 

Harsh is a Chartered Accountant and pursued his Post Graduation from ISB (Indian School business).

Mr Charles Ng was appointed as an Associate Director-General of Investment Promotion at Invest Hong Kong (InvestHK) in July 2007. He heads up the innovation, technology and entrepreneurship division responsible for helping overseas and Mainland companies to establish or expand their business in Hong Kong. His teams are responsible for Innovation and Technology (which includes Health Tech, Smart city, Artificial Intelligence, Smart Manufacturing and Robotics, Information and Communications Technology), Financial Technology, and Startups.

Mr Ng leads the StartmeupHK programme which aims at promoting Hong Kong as a premier startup destination in Asia, attracting overseas entrepreneurs to the city and helping to build it into a leading destination and hub for innovation and entrepreneurship. 

He has extensive experience in the private sector, having worked for companies in the manufacturing and trading sectors, as well as for multinationals in the financial services and banking sectors in Mauritius, Canada and Hong Kong. He also has experience setting up and managing his own business and running a major international chamber of commerce in Hong Kong.

Mr Ng speaks English, French, Cantonese, Putonghua, Hakka and Creole, and holds an MBA degree awarded jointly by the Business School of the Hong Kong University of Science and Technology and the Kellogg School of Management of Northwestern University.

吳國才於二零零七年七月獲委任為投資推廣署助理署長,負責領導署內創新、科技及創業部門,協助海外及中國內地企業在港開業或擴充業務。其部門專責以下行業的投資推廣工作︰創新及科技(包括健康科技、智慧城市、人工智能、智能生產及機械人技術、資訊及通訊科技)、金融科技、和初創企業。

吳國才領導StartmeupHK創業計劃,旨在推廣香港作為初創企業在亞洲的首選目的地,以及吸引海外企業家匯聚於香港,協助將香港建設為具有創新及創業精神的頂尖初創企業樞紐及目的地。

吳國才在商界具有豐富的經驗,曾先後於毛里裘斯、加拿大和香港的製造及貿易界、金融服務及銀行業的跨國公司任職。此外,他擁有創業及營商的經驗,並曾管理香港一個主要的國際商會。

吳國才能操英語、法語、廣東話、普通話、客家話及克里奧耳語,並持有由香港科技大學工商管理學院與美國西北大學凱洛格管理學院共同頒授的工商管理碩士學位。

Michael S. Piwowar is the executive director of the Milken Institute’s Center for Financial Markets. Dr. Piwowar served as a Commissioner at the U.S. Securities and Exchange Commission from August 15, 2013 to July 6, 2018. He was first appointed to the SEC by President Barack Obama and was designated Acting Chairman of the Commission by President Donald Trump from January 23, 2017 to May 4, 2017. He was previously the Republican chief economist for the U.S. Senate Committee on Banking, Housing, and Urban Affairs under Senators Mike Crapo (R-ID) and Richard Shelby (R-AL) and served as the lead Republican economist on the four SEC-related titles of the Dodd-Frank Act and the JOBS Act. During the financial crisis and its immediate aftermath, Dr. Piwowar served in a one-year fixed-term position at the White House as a senior economist at the President’s Council of Economic Advisers (CEA) in both the George W. Bush and Barack Obama Administrations. Before joining the White House, Dr. Piwowar worked as a Principal at the Securities Litigation and Consulting Group (SLCG). He received a B.A. in Foreign Service and International Politics from the Pennsylvania State University, an M.B.A. from Georgetown University, and a Ph.D. in Finance from the Pennsylvania State University.
