

Mr John Lee was born in 1957. He joined the Hong Kong Police Force in 1977 as a Probationary Inspector of Police and was promoted to Deputy Commissioner of Police in 2010. He served in a variety of posts in the Force, including Assistant Commissioner (Crime), Director of Crime and Security and Deputy Commissioner (Management). He holds a Master's degree of Public Policy and Administration from Charles Sturt University in Australia.
Mr Lee was appointed Under Secretary for Security in 2012 and Secretary for Security in 2017. During his service in the Security Bureau, he was responsible for the formulation of security policies covering law and order, immigration and customs control, fire and emergency rescue services, correctional services, government flying services and other areas. He also oversaw and coordinated the work of six disciplined services departments and two auxiliary forces under the Bureau.
Mr Lee was appointed Chief Secretary for Administration in 2021. Apart from assisting the Chief Executive in policy administration, Mr Lee was also responsible for supervising the work of nine policy bureaux, harmonising the work which straddled across different bureaux and departments, as well as promoting a good relationship between the Executive Authorities and the Legislature.
Mr Lee won the Chief Executive Election of the Hong Kong Special Administrative Region on 8 May 2022, and was appointed as the sixth-term Chief Executive by the Central People's Government on 20 May 2022. Mr Lee assumed office on 1 July 2022.
李家超於一九五七年出生,在一九七七年加入香港警務處,任職見習督察,並在二○一○年晉升為警務處副處長。他曾任職警隊多個不同部門的崗位,包括刑事部助理處長、刑事及保安處處長,以及副處長(管理)。他擁有澳洲查理斯特大學公共政策及管理碩士學位。
李家超於二○一二年獲委任為保安局副局長,於二○一七年獲委任為保安局局長。在保安局任職期間,他負責制定保安政策,包括治安、出入境及海關管制、消防及緊急救援、懲教及飛行服務等,並負責統籌保安局轄下六個紀律部隊和兩支輔助隊伍的工作。
李家超於二○二一年獲委任為政務司司長,輔助行政長官施政,並負責督導九個決策局的工作,統籌和協調跨局、跨部門工作,以及推展行政立法關係等。
李家超於二○二二年五月八日舉行的香港特別行政區行政長官選舉中當選,並於二○二二年五月二十日獲中央人民政府任命為第六任行政長官,於二○二二年七月一日就職。


Mr Chan is a Certified Public Accountant. He is a former President of the Hong Kong Institute of Certified Public Accountants.
Before joining the Government, Mr Chan held a number of public service positions including member of the Legislative Council and Chairman of Legal Aid Services Council.
Mr Chan served as Secretary for Development from July 2012 to January 2017. He has been Financial Secretary since 2017.
陳茂波先生是會計師,他是香港會計師公會前任會長。
在加入政府前,陳先生曾擔任多項公職,包括立法會議員及法律援助服務局主席。
陳先生於2012年7月至2017年1月出任發展局局長,並自2017年出任財政司司長至今。


Mr Hui has been Secretary for Financial Services and the Treasury since 2020. He serves on the boards of Mass Transit Railway Corporation Limited, Hong Kong Airport Authority and also as the Chairman of the Kowloon-Canton Railway Corporation.
He was an Administrative Officer in the Government from 1999 to 2003 and served in the Economic Development Branch, the Office of the Government of the Hong Kong Special Administrative Region in Beijing and the Home Affairs Department. After leaving the Government, Mr Hui spent 13 years at the Hong Kong Exchanges and Clearing Limited, having been the Managing Director for Market Development and Head of Project Management and also in various senior roles in Listing and Market Development. He worked for a number of multi-national companies in the private sector as well. He was appointed the Executive Director of the Hong Kong Financial Services Development Council from 2019 to 2020.
Mr Hui previously held a number of public roles including Councillor of the City University of Hong Kong, Member of the Mandatory Provident Fund Schemes Authority Process Review Panel, Hong Kong Stock Exchange Listing Review Committee and also Hong Kong Institute of Certified Public Accountants Disciplinary Panel.
Mr Hui holds Bachelor and Master (Hon) Degrees in Philosophy, Politics and Economics from the University of Oxford, and Master of Business Administration Degree from INSEAD. He also attended the Stanford Executive Programme (SEP).
許正宇自2020年起出任財經事務及庫務局局長。他擔任香港鐵路有限公司董事及香港機場管理局董事會成員,並為九廣鐵路公司主席。
他於1999年至2003年期間任職特區政府政務主任,曾被調派到經濟發展科,香港特區政府駐北京辦事處和民政事務總署服務。許正宇在2003年離開政府後曾在香港交易所工作達13年,出任市場發展科董事總經理兼項目管理主管,亦擔任過上市和市場發展部門不同的高級崗位;也曾在私人市場一些跨國企業就職。他於2019年至2020年出任香港金融發展局行政總監。
許正宇曾經出任不同公職,包括香港城市大學校董會、強制性公積金計劃管理局程序覆檢委員會、香港交易所上市覆核委員會,以及香港會計師公會紀律小組的成員。
許正宇持有英國牛津大學哲學、政治及經濟系榮譽學士與碩士學位,以及INSEAD工商管理碩士學位。他亦曾參與史丹福大學行政人員培訓課程。


Mr Yau assumed the post of the Secretary for Commerce and Economic Development on July 1, 2022. His portfolio covers policy areas from trade, commerce to telecommunications and broadcasting, and from promotion of intellectual property and consumer protection to boosting inward investment.
Before joining the Government, Mr Yau held key managerial positions in the aviation and logistics sector. He was Chief Executive Officer of Greater Bay Airlines, and prior to this, Chief Executive Officer of Cathay Dragon, Executive Director of Cathay Pacific Board, and Director Service Delivery of Cathay Pacific. Mr Yau managed different aspects of business operations throughout his career in the private sector, and also served on various advisory bodies of the Government.
Mr Yau holds a Bachelor of Business degree in Transport and Logistics from the Royal Melbourne Institute of Technology University. He is also a fellow of the Chartered Institute of Logistics and Transport in Hong Kong.
丘先生於 2022 年 7 月 1 日出任商務及經濟發展局局長,職責範疇涵蓋商貿、電訊和廣播政策,亦包括推動保護知識產權和消費者權益的工作,以及促進外來投資。
丘先生加入政府之前,在航空及物流業出掌要職,擔任大灣區航空公司行政總裁、國泰港龍航空行政總裁、國泰航空董事會執行董事及國泰航空航空服務董事。丘先生任職私營機構期間,掌管不同範疇的業務運作,亦參與多個政府諮詢組織的工作。
丘先生獲澳洲墨爾本皇家理工大學商業(運輸及物流)學士學位,亦是香港運輸物流學會資深會員。


Mr Eddie Yue was appointed Chief Executive of the Hong Kong Monetary Authority (HKMA) from 1 October 2019. He began his career as an Administrative Officer in the Hong Kong Government in 1986. He joined the HKMA upon its establishment in 1993 and was promoted to Division Head a year later. He was appointed Executive Director in 2001 and subsequently Deputy Chief Executive in 2007 before taking up his current position.
Mr Yue has participated in numerous areas of the HKMA’s work. During his tenure as Deputy Chief Executive, he steered major policies and initiatives relating to reserves management, research, external affairs and market development. Mr Yue was also actively involved in tackling major financial crises and played an instrumental role in enhancing the Linked Exchange Rate System.
Mr Yue was educated at the Chinese University of Hong Kong and the Harvard Business School.
余偉文先生於2019年10月1日起出任香港金融管理局總裁。他於1986年加入香港政府為政務主任,其後於1993年加入當時新成立的金管局,一年後擢升處長。他於2001年獲委任為助理總裁,並於2007年獲委任為副總裁,直至出任現職。
余先生在金管局先後負責不同範疇的工作。任職副總裁期間,他負責儲備管理、研究事務、對外事務以及市場發展,推動了多項重要金融政策和項目。余先生積極參與了金融危機的應對工作,並在優化聯繋匯率制度的過程中擔當重要角色。
余先生畢業於香港中文大學及美國哈佛商學院。


Ms Julia Leung has been Chief Executive Officer (CEO) of the Securities and Futures Commission (SFC) since 1 January 2023.
Ms Leung joined the SFC in March 2015 as Executive Director of the Investment Products Division. She became Executive Director of the Intermediaries Division in June 2016 and took on the additional capacity of Deputy CEO in March 2018.
In more than 25 years of public service, Ms Leung has extensive experience in financial regulation, market development and international cooperation. Prior to joining the SFC, Ms Leung was the Under Secretary for Financial Services and the Treasury from August 2008 to December 2013. Before that, she served at the Hong Kong Monetary Authority for 14 years, spending the last eight years as the Executive Director responsible for financial cooperation with Mainland and other international regulators. Currently, she is the Vice President of the Hong Kong Institute of Bankers and a council member of the Treasury Markets Association.
Ms Leung graduated from The Chinese University of Hong Kong and earned a master's degree from Columbia University in the City of New York. In 2014, she authored a book on how Asia has surmounted various financial crises.
梁鳳儀女士自2023年1月1日起擔任證券及期貨事務監察委員會(證監會)行政總裁。
梁女士於2015年3月加入證監會,擔任投資産品部的執行董事。其後,她於2016年6月起出任中介機構部的執行董事,並於2018年3月起兼任副行政總裁。
在超過25年的公職生涯中,梁女士一直負責金融市場監管、發展及國際合作事務,對此經驗豐富。在加入證監會前,梁女士於2008年8月至2013年12月期間出任財經事務及庫務局副局長。在此之前,她服務香港金融管理局14年,並在最後八年出任助理總裁,負責與內地及其他國際監管機構的金融合作事宜。梁女士現為香港銀行學會副會長及財資市場公會議會成員。
梁女士在香港中文大學畢業,並持有紐約哥倫比亞大學碩士學位。2014年,梁女士就亞洲如何抵禦金融危機撰寫了一本相關書籍。


Mr Cheung has been serving in the role as Chief Executive Officer of the Insurance Authority since 2018 after retiring from the civil service in 2017. Some major positions that he held include the Commissioner of Insurance (2006 to 2009), the Postmaster General (2009 to 2011), the Commissioner of Customs and Excise (2011 to 2015), and a political appointment as Secretary for the Civil Service (2015 to 2017).
At the global and regional levels, Mr Cheung is a member of the Executive Committee of the International Association of Insurance Supervisors as well as the Chair of its Audit and Risk Committee from 2021 to 2025. He is also a member of the Asian Forum of Insurance Regulators and its Chairman from 2018 to 2023.
張先生自2018年起出任保險業監管局行政總監。他在2017年從公務員體系退休,曾擔任的重要崗位包括保險業監理專員(2006至2009年);香港郵政署署長(2009至2011年);海關關長(2011至2015年);以及獲政治任命為公務員事務局局長(2015至2017年)。
在環球及區域層面上,張先生是國際保險監督官協會執行委員會的成員,並於2021至2025年間擔任其屬下的審計及風險委員會主席。他同時也是亞洲保險監督官論壇會員,並於2018至2023年間擔任其主席。


Mr Chan was appointed the Under Secretary for Financial Services and the Treasury on 16 August 2017.
Mr Chan has many years of senior executive experience in the banking industry. He was a Managing Director in the Global Markets Division of Credit Agricole Corporate & Investment Bank, and was a Managing Director in Financial Markets of Standard Chartered Bank.
Prior to joining the Government, Mr Chan held multiple roles in a number of public and professional bodies, including Vice President of the Hong Kong Society of Financial Analysts, Director of Hong Kong Securities & Investment Institute, Advisor of the Chinese Gold & Silver Exchange Society, as well as a General Committee member of the Hong Kong General Chamber of Commerce. Mr Chan was also a member of the Central & Western District Council. 
Mr Chan holds a Bachelor of Arts in Economics (Hon) and Psychology from the University of Michigan, USA. He is also a Chartered Financial Analyst.
陳浩濂由二零一七年八月十六日起出任財經事務及庫務局副局長。
陳浩濂擁有多年出任跨國銀行高級行政人員的經驗,包括曾為東方匯理銀行環球市場部董事總經理,及渣打銀行金融市場部董事總經理。
在加入政府前,他曾服務多個專業及公共機構,包括香港財經分析師學會副會長、香港證券及投資學會董事、金銀業貿易場顧問及香港總商會理事,他亦曾出任中西區區議員。
陳浩濂持有美國密歇根大學經濟學(榮譽)及心理學學士學位,並擁有特許財務分析師的資格。


Ms. Cheong joined the Government in 2017 as Political Assistant to the Secretary for Innovation and Technology and was appointed as Under Secretary for Innovation, Technology and Industry in July, 2022.
Before joining the Government, Ms. Cheong served as Assistant to Executive Director and Joint General Manager at a listed company, and had experience in operation and management of real estate development, cross-boundary retail, technology investment, business development and restructuring, digital transformation, investor relations, etc. In addition to profound knowledge in the business sector, Ms. Cheong has extensive public service experience including serving as a co-opted member of the Community Building Committee of the Wan Chai District Council, adviser to a think tank, etc.
張女士於2017年加入政府出任創新及科技局局長政治助理,並於2022年7月獲委任為創新科技及工業局副局長。
加入政府前,張女士曾任職上市集團執行董事兼聯席總經理助理,管理和營運集團房地產開發、跨境零售、創科投資、業務開發重組及數碼轉型、投資者關係等。除了扎實的營商經驗,張女士亦擁有豐富的公共服務經驗,包括曾任灣仔區議會社區建設委員會增選委員及智庫顧問等。


Miss Wong joined the Administrative Service in 1985. Throughout the service with the Government, Miss Wong had taken up a wide range of duties at different Bureaux and Departments, including the former City and New Territories Administration, the former Education and Manpower Branch, the Tsuen Wan District Office, the former Transport Branch, the former Housing Branch, the Wong Tai Sin District Office, the former Health and Welfare Branch (subsequently reorganised to become the former Health, Welfare and Food Bureau), the former Housing, Planning and Lands Bureau (subsequently reorganised to become the Development Bureau), and the former Food and Health Bureau. She was appointed as a Deputy Director of Food and Environmental Hygiene Department in 2018 and subsequently as the Under Secretary for Environment and Ecology in August 2022.
Miss Wong possesses a broad spectrum of experience in various areas of public administration, including food and environmental hygiene, land development, home affairs and social welfare. During her tenure as the Under Secretary for the Environment, she helped support the formulation of policies on air quality, waste management, climate actions and conservation.
黃淑嫻女士在1985年加入政務職系。在任職政府期間,黃女士曾於不同政策局及部門負責多方面的工作,當中包括前政務總署、前教育統籌科、荃灣民政事務處、前運輸科、前房屋科、黃大仙民政事務處、前衞生福利科(其後重組為前衞生福利及食物局)、前房屋及規劃地政局(其後重組為發展局)以及前食物及衞生局。她在2018年出任食物環境衞生署副署長,並在2022年8月獲委任為環境及生態局副局長。
黃女士在公共行政的各個範疇具備廣泛經驗,包括食物及環境衞生、土地發展、民政事務及社會福利。在任職環境局副局長期間,她協助支援空氣質素、廢物管理、氣候行動和保育政策的制訂工作。


Ms Alpha Lau has been Director-General of Invest Hong Kong, the government department responsible for attracting and facilitating direct investment into Hong Kong, since November 2023.
She serves on the government’s Trade and Industry Advisory Board, International Business Committee, Expert Advisory Group on Legal and Dispute Resolution Services, Air Silk Road Task Force, Hong Kong Maritime and Port Development Board, Market Development Committee of the Financial Services Development Council, Task Force on Promoting and Branding Hong Kong, Mega Events Coordination Group, Task Force on Promoting Web3 Development, and on the Task Force on External Relations.
Prior to joining the government, Ms Lau held various senior roles in multinational and Chinese financial institutions, with experience in personal wealth and corporate coverage, risk management, fintech, transactional banking and M&A project management.
Ms Lau holds Bachelor and Master (Hon.) Degrees in Philosophy, Politics and Economics from the University of Oxford, and a Certificate in further education from Tsinghua University, Beijing.
劉凱旋自二零二三年十一月出任投資推廣署署長,該署是專責為香港促進外來直接投資的政府部門。

Arthur Yuen is in charge of the full range of banking policy, supervision, conduct, and enforcement issues. He joined the HKMA in 1996 as Head of Administration and has since taken up different responsibilities including research and liaison on China economic and market development issues before being appointed Head of Banking Supervision in 2000. He took up the position as Executive Director (Banking Development) in July 2004, Executive Director (Banking Supervision) in June 2005 and Executive Director (External) in July 2008. He was appointed to his present position on 1 January 2010.
He has been playing an active role as member of the FSB Standing Committee on Supervisory and Regulatory Cooperation. He has also been a member of the Basel Committee on Banking Supervision since March 2010, and a Co-Chair of the Committee’s Policy and Standards Group (“PSG”) since 2021. He also chaired the Committee’s Supervision and Implementation Group (“SIG”) from September 2018 to December 2020.
阮國恒先生於金管局負責銀行政策、監管、操守及法規事宜。阮先生在 1996年加入金管局為行政處處長,其後調任不同職位,包括負責有關中國內地經濟與市場發展的研究及聯絡工作,並在 2000 年調往銀行監理部出任處長之職。阮先生於 2004 年 7 月獲委任為銀行業拓展部助理總裁,於 2005 年 6 月出任銀行監理部助理總裁,及於 2008 年 7 月調任外事部助理總裁。阮先生於2010 年 1 月 1 日獲委任現職。
阮先生是金融穩定理事會轄下監管合作常設委員會成員,積極參與相關工作。自 2010 年 3 月起,阮先生亦為巴塞爾銀行監管委員會成員,並於 2021年 1 月獲委任為該委員會轄下政策及標準小組聯席主席。阮先生在 2018 年 9月至 2020 年 12 月期間亦出任該委員會的監管及實施準則小組主席。


Mr Nelson Chow is responsible for developing and ensuring the stable operation of the financial market infrastructures in Hong Kong, as well as promoting the development of fintech. Since joining the HKMA in 2004, Nelson has worked in a number of functional areas, including banking development, banking supervision, banking conduct, the New York Office and the Fintech Facilitation Office. Nelson was appointed as Chief Fintech Officer in 2016 and served in the role for nearly seven years, promoting the healthy development of Hong Kong’s fintech ecosystem. Prior to taking up the current role in December 2024, Nelson was seconded to the Hong Kong FMI Services Limited as its Chief Executive Officer, maintaining the stability and operational efficiency of the financial market infrastructures under the purview of the HKMA.
周文正先生負責香港金融市場基建的發展及確保其穩定運作,以及推動金融科技的發展。周先生於二零零四年加入金管局,曾於不同的職能範疇工作,包括銀行業拓展、銀行監理、銀行操守、紐約辦事處及金融科技促進辦公室。周先生於二零一六年獲委任為首席金融科技總監,約七年來致力推動香港金融科技業穩健發展。於二零二四年十二月出任現職之前,周先生曾獲借調至香港金融基建服務有限公司出任該公司總裁,負責維持由金管局擁有及營運的金融市場基建運作穩定並具效率。


Dr Eric Yip is a member of the Securities and Futures Commission (SFC). He is also an Executive Director heading the Intermediaries Division, which comprises the Intermediaries Supervision and Licensing departments. The Division is primarily responsible for administering licensing requirements and conducting ongoing supervision of licensed corporations with a focus on their business conduct and financial soundness.
Dr Yip is a seasoned financial professional having in-depth knowledge of the operation and regulation of the financial markets in Hong Kong and Mainland China. Prior to joining the SFC, he held senior roles in banking, asset management and Hong Kong Exchanges and Clearing Limited. He began his career as a Management Consultant at McKinsey and Company.  
Dr Yip sits on the SFC’s Executive Committee.
葉志衡博士是證券及期貨事務監察委員會(證監會)委員,亦是掌管中介機構部的執行董事。中介機構部由中介機構監察科及發牌科組成,主要負責執行發牌規定和持續監督持牌機構,重點監察其業務操守及財政穩健狀況。
葉博士是一名資深金融專業人員,對香港及中國內地金融市場的運作和規管有深入認識。加入證監會前,他曾在銀行和資產管理界別及香港交易及結算所有限公司出任高層。他於麥肯錫公司展開其事業,當時擔任管理顧問一職。
葉博士是證監會執行委員會委員。



Mr Enoch Fung is currently the Chief Executive Officer (CEO) of the Hong Kong Academy of Finance (AoF). In this capacity, he also serves as the Executive Director of the Hong Kong Institute for Monetary and Financial Research (HKIMR), which is the research arm of the AoF.
Mr Fung joined the Hong Kong Monetary Authority (HKMA) in 2011, and has worked in various areas including financial stability surveillance, market development, and international financial cooperation initiatives. Mr Fung has been on secondment from the HKMA to the AoF to take up the CEO post since 2023. Prior to joining the HKMA, Mr Fung was a Senior Economist with Goldman Sachs (Asia), where he specialised in Asia-Pacific macroeconomic and investment research.
馮殷諾先生現為金融學院行政總裁,並擔任金融學院轄下負責研究工作的香港貨幣及金融研究中心的執行董事。
馮先生於2011年加入香港金融管理局(金管局),曾負責金融穩定監察、市場發展及國際金融合作事宜等的工作範疇。馮先生於2023年由金管局借調至金融學院出任行政總裁一職至今。在加入金管局前,馮先生於高盛(亞洲)任職高級經濟師,專責亞太區宏觀經濟和投資策略研究。






Ms Elizabeth Wong is a Director and Head of Fintech unit of the Intermediaries Division of the Hong Kong Securities and Futures Commission.
Her work involves the formulation of the Commission’s policy on fintech matters and leading and supervising the licensing application approval process for virtual asset trading platforms, robo-advisers, virtual asset fund managers and traditional securities and asset management firms. Prior to taking up this role, Ms Wong worked in the Investment Products Division and the Intermediaries Supervision Department and played a key role in Commission-wide policy initiatives including developing and enhancing Hong Kong as an international asset management centre and introducing guidelines for regulating the sale of investment products through online distribution and advisory platforms.
Ms Wong practised as a banking and finance lawyer in Hong Kong prior to joining the Commission.
黃樂欣女士是香港證券及期貨事務監察委員會(證監會)中介機構部總監兼金融科技組主管。 
黃女士的工作包括為證監會制訂金融科技方面的政策,並掌管及監督虛擬資產交易平台、機械理財顧問、虛擬資產基金經理,以及傳統證券和資產管理公司的牌照申請審批程序。在接掌此職務前,黃女士曾任職投資產品部及中介機構監察科,在證監會的整體政策措施層面上擔當關鍵角色,其中包括推動香港發展為國際資產管理中心並鞏固其地位,以及就規管透過網上分銷及投資諮詢平台銷售投資產品而制訂相關指引。
在加入證監會前,黃女士為在香港執業的銀行及金融業務律師。

As the Global Head of Financial Services, Fintech & Sustainability at InvestHK, the department of the Hong Kong SAR Government responsible for attracting Foreign Direct Investment, Mr. Leung’s mission is to attract investment and boost job creation in the financial services, fintech, and sustainability sectors in Hong Kong. Moreover, Mr. Leung and his teams also help enrich the ecosystem and contribute to raising the long-term competitiveness and innovation of the related sectors in Hong Kong. Mr. Leung achieves this goal through collaboration with a broad range of stakeholders – policy bureaus, regulators, financial institutions, investors, fintech and sustainability companies, associations, etc. in Hong Kong, Mainland China, and other major international financial, fintech, and sustainability hubs.
Prior to joining the government, Mr. Leung had a diverse private sector background as a serial tech entrepreneur, angel investor, fintech lecturer where his first data-related startup was established through seed investment from Credit Suisse. His startup served numerous world-renowned financial institutions in wealth management, insurance, personal finance, etc. Prior to embarking on his entrepreneurial journey, King was a management consultant at Booz Allen & Hamilton and KPMG Consulting in the US, as well as a venture capitalist at Innovate@, a technology fund jointly managed by Booz Allen & Hamilton and Lehman Brothers in the US.
King received his MBA in Finance and Strategy (honors) from the University of Chicago and BSc in Mechanical Engineering (honors) from the University of Wisconsin – Madison.

Mr. Michael Law is currently Senior Fintech Director at the Hong Kong Monetary Authority, with responsibilities for facilitating the healthy development of the fintech ecosystem in Hong Kong. In this role, he collaborates closely with various stakeholders to advance research and development of central bank digital currencies, tokenisation, and other fintech initiatives.
Mr. Law joined the HKMA in 2009 and has worked in several key functional areas. From 2020 to 2023, he was seconded to the International Monetary Fund in Washington D.C., where he served as Advisor to the Executive Director for China. Earlier in his career, Mr. Law worked in investment management and strategy consulting in New York and Shanghai.
Mr. Law holds degrees from Peking University, the London School of Economics and Political Science, and Harvard University.

Jayne is Head of Startups at Invest Hong Kong (InvestHK), the government department responsible for attracting and retaining Foreign Direct Investment into Hong Kong. Her role at InvestHK is to attract innovative startups, investors and other stakeholders to Hong Kong, provide information and connections to support these companies setting up in the city, and help build the ecosystem to transform the city into a global hub for innovation and entrepreneurship.
Jayne graduated from the University of Edinburgh with a BSc(Hons) in Zoology. Prior to joining InvestHK, Jayne was Executive Director at a global non-profit network focused on fostering entrepreneurship. She has also worked in marketing roles at various firms, managed product development for a number of startups at Hong Kong’s first tech startup incubator, provided digital strategy consulting for corporates at a consulting firm, and produced a number of interactive programmes at 4A’s & digital agencies.

Ronit runs the Future of Finance team in Citi Global Insights, Citi’s thought leadership unit. The team is focused on the intersection of the future of money, finance and emerging tech. It provides analysis and advice to Citi’s clients and the bank’s leadership. Prior to his current role, Ronit was Citi’s Global head of Banks and FinTech Research. Alongside his Citi role, Ronit is an Advisory Board member of the Financial Technology Centre at Imperial College
Business School in London and at several technology firms and early-stage VC investors based in the U.K., Asia, Middle East & Africa. Before joining Citi in 1997, Ronit worked in the policy world, including as a Research Assistant for a former UK Prime Minister. Ronit's new book “Future Money” was published in 2024.

Ryan leads FWD’s digital platform, artificial intelligence (AI), data, and innovation teams, focusing on driving the adoption of AI at scale across the Group. In his role, Ryan oversees all aspects of digital transformation, including digital & AI strategy, customer journey design (UIUX), digital platform implementation, data science & products, future innovation, and delivering measurable business outcomes through digital and AI for the insurance business.
Prior to joining FWD in 2019, Ryan was Managing Director and Regional Head of Digital for Greater China and North Asia at Standard Chartered Bank. Before that, he held senior leadership roles at Accenture, serving as the regional lead for multiple technology offerings.
Ryan holds a Bachelor’s degree in Information Systems from Monash University in Melbourne, Australia, and an MBA from the University of Chicago Booth School of Business.





Ryan Zega is the Head of Structured Finance at Aptos Labs, a company dedicated to building the technology and products on the Aptos network, which is an institutional-grade, high-performance public Layer 1 blockchain.
Previously, Ryan was the Senior Director of Capital Markets and Business Development at tZERO, global leading liquidity platform for private securities and digital assets. Prior to entering the digital asset space, Ryan had an extensive career in institutional real estate, spanning across acquisitions, asset management, and debt origination at a publicly traded REIT, a real estate private equity firm, and a global investment manager.


Ms Sabrina Chan is the Senior Executive Director of the Hong Kong Association of the Pharmaceutical Industry (HKAPI). She is currently member of the High-Level Steering Committee on Antimicrobial Resistance, member of Postgraduate Pharmacy Training and Development Committee, the Pharmacy and Poison Board of Hong Kong and member of Wholesales & Retail Task Force under Business Facilitation Advisory Committee, the government of HKSAR. She is also the Chair of the Advisory Board of Pharmacy Education, Department of Pharmacology and Pharmacy, the University of Hong Kong, member of both Clinical Translational Catalyst Assessment Panel and Data Governance Advisory Committee, HK Science and Technology Parks Corporation as well as member of Primary and Community Health Committee, HK Young Women’s Christian Association (YWCA); member of Steering Committee, Asia Partnership Conference of Pharmaceutical Associations (APAC); member of APEC Biopharmaceutical Working Group on Business Ethics and member of Inter-governmental Organisation, Ethics and Compliance Committee, International Federation of Pharmaceutical Manufacturers Associations (IFPMA).
She was honored with the 2025 HKSAR Chief Executive’s Commendation for Community Services in recognition of her contributions to health and medical development in Hong Kong and received the APEC 2020 Lighthouse Award on Business Ethics for Small and Medium Enterprises—marking the first time a person from Hong Kong has received this prestigious accolade.
Sabrina studied Communications in Hong Kong when she began her tertiary education. She holds a graduate degree in International Studies from the University of Sheffield (UK), as well as law degrees from University of Tsinghua (China) and the Chinese University of Hong Kong.




















Lim Say Cheong serves as the Chief Executive Officer of Saudi Venture Capital Investment Company, a Sharia-compliant capital market firm licensed by the Capital Markets Authority of Saudi Arabia (KSA). He is responsible for the overall success of the company and for leading the development and execution of its long-term strategies aimed at enhancing shareholder value. Lim is responsible for all aspects of business activities, including advisory services, arranging, investment and distribution.
Under Lim's effective leadership, the Saudi Venture Capital Investment Company received the prestigious title of Best Islamic Funds in Saudi Arabia in 2024, along with the award for Best Advisory Firm for Islamic Wealth Management Solutions in Saudi Arabia in 2025 from the Cambridge Islamic Funds Award held in Jeddah, Saudi Arabia.
Previously, Lim held the position of CEO at Lootah Global Capital (LGC), a financial services firm wholly owned by Lootah Holding and licensed by the Dubai International Financial Centre (DIFC). He also served as Global Head of Islamic Business Development at Nomura Islamic Asset Management Malaysia, where he focused on the growth of Sharia-compliant assets under management for the Nomura Asset Management Group on a global scale.
With more than 17 years of experience in the United Arab Emirates and Saudi Arabia, Lim began his career at Noor Islamic Bank as the Executive Director for Global Markets. He later became Executive Vice President and Head of Investment Banking at Al Hilal Bank, where he spearheaded the development and expansion of capital markets, asset management, and wealth management services. During his tenure, the Al Hilal GCC Equity Fund received accolades as the Best Islamic Fund in both 2013 and 2014.
Lim graduated with an Executive MBA from INSEAD Business School in France. He also holds a Diploma in Islamic Finance from the Chartered Institute of Management Accountants (CIMA) in the UK and a Bachelor of Science degree with double majors in Mathematics and Quantitative Economics from the University of Sydney in Australia. In 2001, Lim was awarded the Certified Financial Planner™ (CFP®) designation, recognised as the gold standard for financial planning by the CFP Board in the USA. He has attended the Executive Leadership Programme at both The Wharton School of the University of Pennsylvania and Oxford University. He has also earned a Financial Engineering qualification from Columbia University in New York City.
As a prominent figure in Islamic finance, Lim is regarded as an industry thought leader, often contributing articles on the subject and being invited to speak at various international conferences. His remarkable leadership has been acknowledged through various accolades, including the prestigious Cambridge Islamic Finance Leadership Award 2022, conferred at Clare College, University of Cambridge.
















Shaoling Dong is the Founder, Chairman, and CEO of RabbitPre AI, a leading AI technology company based in Shenzhen. He is a member of the Guangdong Youth Federation and serves as Deputy Secretary-General of its Science and Technology Committee. He has been recognized as a Forbes China 30 Under 30 honoree (2017), a Shenzhen Youth Innovation Leader, and a Youth Entrepreneurship Star.
Mr. Dong began his academic journey at Sun Yat-sen University, where he earned dual bachelor’s degrees in Literature and Business Administration. He was later admitted to Peking University for graduate studies with a top-entry scholarship and obtained a Master of Law (China) and a J.D. (U.S.). He is currently pursuing an EMBA at Tsinghua University PBC School of Finance.

Dr. Thomas Zhu is the Co-founder and Chief Executive Officer of AlloyX Group, a leading stablecoin aggregated payments and RWA tokenization technology platform in Asia. He holds a Ph.D. in FinTech from The Hong Kong Polytechnic University and serves as President of the APAC Blockchain Policy Lab. He is an Independent Non-executive Director of the HK-listed company China New Economy Fund Ltd (0080.HK), and also sits on its audit committee, remuneration committee, and nomination committee. Previously, Dr. Zhu was the head of digital assets and family office business at China Asset Management and an executive director in the securities division at Goldman Sachs. Tianwei Liu is the CEO and Co-founder of StraitsX, the stablecoin-native settlement layer powering global finance. With a background in software engineering, Tianwei has led StraitsX’s transformation from a payments company to a trusted infrastructure provider enabling compliant and programmable digital finance.
Under his leadership, StraitsX became a first-mover in regulatory-first stablecoin infrastructure, with its stablecoins XSGD and XUSD recognised under the MAS Single-Currency Stablecoin (SCS) framework. This positions StraitsX to enable institutions, fintechs, and Web3 platforms to transact with confidence in a new era of digital finance.
Tianwei’s grounding in real-world systems design began in Silicon Valley, where he returned after graduation to work as a Software Engineer at WIMM Labs, a start-up that built the world’s first Android-based smartwatches. Together with his team at WIMM Labs, they laid the foundation for Google’s WearOS™ that powers its smartwatches (WIMM Labs was acquired by Google in late 2012).
After WIMM Labs’ acquisition, Tianwei worked at Amazon Lab126 from May 2012 to June 2015, during which period, he and his team built the big data ingestion infrastructure that allows for real-time processing and analytics of the health status of all Kindle devices used daily by Amazon’s customers.
Tianwei holds a Bachelor of Engineering (Computer Engineering) in 2011 from the National University of Singapore. Tianwei also spent a year working in Silicon Valley while studying at Stanford University under the NUS Overseas College (NOC) Programme.

Vincent joined Ant International in 2017 and is presently Senior Director heading International Compliance in Ant International. Prior to joining Ant International, Vincent had taken on senior roles of Financial Crime Compliance and Regulatory Compliance in Citi, Standard Chartered and HSBC. Before working in the private sector, Vincent spent over 10 years as an inspectorate officer in the Commercial Crime Bureau, Hong Kong Police and then over 4 years heading the Operations and Compliance Department of the Privacy Commissioner’s Office in Hong Kong.
Vincent has been a regular speaker on forums organized by the Hong Kong Monetary Authority, other law enforcement and regulatory bodies in and outside of Hong Kong. He has also been a speaker at the FATF Forums in recent years since 2018 and spoke at the Wolfsberg Group Meeting in 2024 &2025. In November 2024, he was invited to speak at the conference organized by the Anti-Money Laundering Expert Group (AMLEG) of the Basel Committee on Banking Supervision (BCBS) on how AI technologies can make AML more effective.
Vincent was the chair of the AML Committee of the HK Association of Banks during 2008 and 2017. He was appointed as a member of the AML Review Tribunal by the Hong Kong Government for 3 years starting 1 April 2024. He is also presently a member of the Advisory Group to the Financial Stability Board on Cross-Border Payments Data under the G20 for Enhancing Cross-border Payments.




Dick Ho is the leader of BOC Credit Card (International) Limited, where he spearheads initiatives to enhance mobile payment experiences, drive cross-border payment innovations, and advance the integration of e-CNY. He oversees the company's array of services, including credit card operations, the BoC Pay mobile payment application, the BoC Bill integrated service, and digital currency strategies. Under his leadership, the company has significantly expanded its influence across the Greater Bay Area (GBA) and Southeast Asia (SEA), established a new payment ecosystem, and introduced a cross-border marketing brand. Ho has successfully broadened the company's market reach to both young consumers and premium segments while establishing significant payment partnerships with various government entities. He also actively enhances payment connectivity in SEA by facilitating key cross-border QR payment partnerships.
With over 25 years in the banking sector, Ho has extensive experience across multiple domains, such as product and segment management, customer experience, data science, marketing, sales management, digital transformation, and mobile banking. His leadership on key projects, such as the mobile-first digital transformation strategy, RM Chat, Digital Hub, and the development of a payment ecosystem, has established him as a key driver of banking innovation.
Additionally, he serves as the Chairman of UnionPay International Northeast Asia Regional Member Council and as a Councilor of UnionPay International Member Council.

Wei ZHOU is the Founding Managing Partner of Cyber Creation Ventures(CCV). He has 11 years of successful entrepreneurship experience and 18 years of venture investment experience.
In 2007, Wei joined KPCB as a founding member of KPCB China. He then served as a Managing Partner of KPCB and led the technology investment team in Greater China. In 2017, Wei founded CCV, where the focus is on investing in pioneering global technologies, with offices in Singapore, Silicon Valley, and Beijing. He has maintained a unicorn rate of 35% in the first ten years of operations and continues to yield at least one unicorn each year.

Wei has been consistently recognized for his exceptional contributions to the global investment community. He has been named among Forbes' Top 100 Most Influential Global Chinese and Top 30 Venture Capitalists, as well as featured in Caijing Magazine’s TOP 50 Global Chinese Venture Capitalists, highlighting his leadership as a global Chinese investor. Additionally, he was listed in Fortune's Top 30 Most Influential Investors of the Year and has received prestigious accolades such as Best Venture Capitalist by China Venture and Best Technology Fund Manager by The Asset.
Wei also serves as the governor and treasurer of China Venture Capital and Private Equity Association ("CVCA"), the oldest and longest-running trade group representing the venture capital and private equity industry in Greater China.
Wei holds an M.B.A. degree from Wharton, University of Pennsylvania and a Bachelor's degree in Physics and Electronics Science from the University of Electronic Science and Technology of China. He is a long-term entrepreneurship mentor at Wharton Business School and Tsinghua PBC School of Finance.




Based in Hong Kong and with over 30 years of experience in financial services technology, Wendy Wang has assumed the role as Chief Information Officer (CIO) for Asia and the Middle East in January 2025, overseeing the regional Technology team as part of the Global Technology and regional leadership teams.
Born in China and raised in the US with a degree in Electrical Engineering, Wendy previously worked for a number of financial services organisations, including Deutsche Bank, Merrill Lynch, Lehman Brothers, General Re, Bankers Trust, and AIG.
Wendy joined HSBC’s Global Banking and Markets Technology in New York in 2005. In 2009, she transferred to HSBC Hong Kong and held the position of Asia-Pacific CIO for Global Banking and Markets. Wendy was appointed Global CIO for Commercial Banking in 2013 and moved to the United Kingdom before moving back to Hong Kong in 2017.
In 2020, Wendy’s role was expanded to Wholesale CIO for a newly formed Technology unit, covering Commercial Banking, Global Banking, Global Cash and Liquidity, and Payment infrastructure. In 2024, she was appointed as Global Head, Technology Centres, and had the oversight across all of the Technology Centres in India, China, Poland, and Mexico.
Wendy is married with an adult son and daughter. In her spare time, Wendy enjoys reading books, listening to music and exercising.

William Wong is the Senior Vice President at GienTech. He oversees the operations of GienTech in Hong Kong, ASEAN and new markets, driving the overall strategy and execution across these regions with a focus on digital transformation and innovation for the BFSI sector. His leadership has been instrumental in aligning GienTech’s offerings with the evolving demands of the market.
Previously, William served as the Chief Operating Officer (COO) at GienTech’s predecessor, Pactera. During this time, he managed the business operations for the Greater China FSI group, overseeing 15,000 employees and driving significant growth and operational excellence across the organization.
Earlier in his career, William co-founded two software product and IT solutions startups, Finesse Alliance and Fuziq.
William holds an Executive MBA from the Tsinghua-INSEAD program and a bachelor’s degree in Computer Science and Information Systems from the National University of Singapore.
With over 30 years of experience in the IT solutions and services industries, William is a seasoned leader with a proven track record in driving business growth, innovation, and operational efficiency.
