Mr John Lee was born in 1957. He joined the Hong Kong Police Force in 1977 as a Probationary Inspector of Police and was promoted to Deputy Commissioner of Police in 2010. He served in a variety of posts in the Force, including Assistant Commissioner (Crime), Director of Crime and Security and Deputy Commissioner (Management). He holds a Master's degree of Public Policy and Administration from Charles Sturt University in Australia.Mr Lee was appointed Under Secretary for Security in 2012 and Secretary for Security in 2017. During his service in the Security Bureau, he was responsible for the formulation of security policies covering law and order, immigration and customs control, fire and emergency rescue services, correctional services, government flying services and other areas. He also oversaw and coordinated the work of six disciplined services departments and two auxiliary forces under the Bureau.Mr Lee was appointed Chief Secretary for Administration in 2021. Apart from assisting the Chief Executive in policy administration, Mr Lee was also responsible for supervising the work of nine policy bureaux, harmonising the work which straddled across different bureaux and departments, as well as promoting a good relationship between the Executive Authorities and the Legislature.Mr Lee won the Chief Executive Election of the Hong Kong Special Administrative Region on 8 May 2022, and was appointed as the sixth-term Chief Executive by the Central People's Government on 20 May 2022. Mr Lee assumed office on 1 July 2022.

Mr Chan is a Certified Public Accountant. He is a former President of the Hong Kong Institute of Certified Public Accountants.Before joining the Government, Mr Chan held a number of public service positions including member of the Legislative Council and Chairman of Legal Aid Services Council.Mr Chan served as Secretary for Development from July 2012 to January 2017. He has been Financial Secretary since 2017.

Mr Hui has been Secretary for Financial Services and the Treasury since 2020. He serves on the boards of Mass Transit Railway Corporation Limited, Hong Kong Airport Authority and also as the Chairman of the Kowloon-Canton Railway Corporation.He was an Administrative Officer in the Government from 1999 to 2003 and served in the Economic Development Branch, the Office of the Government of the Hong Kong Special Administrative Region in Beijing and the Home Affairs Department. After leaving the Government, Mr Hui spent 13 years at the Hong Kong Exchanges and Clearing Limited, having been the Managing Director for Market Development and Head of Project Management and also in various senior roles in Listing and Market Development. He worked for a number of multi-national companies in the private sector as well. He was appointed the Executive Director of the Hong Kong Financial Services Development Council from 2019 to 2020.Mr Hui previously held a number of public roles including Councillor of the City University of Hong Kong, Member of the Mandatory Provident Fund Schemes Authority Process Review Panel, Hong Kong Stock Exchange Listing Review Committee and also Hong Kong Institute of Certified Public Accountants Disciplinary Panel.Mr Hui holds Bachelor and Master (Hon) Degrees in Philosophy, Politics and Economics from the University of Oxford, and Master of Business Administration Degree from INSEAD. He also attended the Stanford Executive Programme (SEP).

Professor Dong SUN was appointed as the Secretary for Innovation, Technology and Industry on 1 July 2022.Professor Sun is a world-renowned scholar and scientist. He is a pioneer in robotic manipulation of biological cells and robot control. His research has led to breakthroughs in the use of robotics combined with various micro-engineering tools. He has also received numerous awards.Professor Sun was elected as Fellow of Canadian Academy of Engineering, Member of the European Academy of Sciences and Arts, Fellow of the International Academy of Medical and Biological Engineering, Fellow of IEEE, and Fellow of ASME.Prior to his appointment, Professor Sun was the Chair Professor and Head of the Department of Biomedical Engineering at City University of Hong Kong, and the Legislative Council Member (Election Committee).

Dr Chan has been appointed as the Under Secretary for Commerce and Economic Development since 2017. Before joining the Government, Dr Chan spent about 10 years working in the technology sector, gaining experience in intellectual property trading and crossover collaboration. Dr Chan served as a member of the Kwun Tong District Council from 2008 to 2013, Political Assistant to the Secretary for Commerce and Economic Development from 2013 to 2017. Dr Chan holds a bachelor degree in electrical engineering and a PhD degree in biomedical engineering from Duke University, USA.

Mr Eddie Yue was appointed Chief Executive of the Hong Kong Monetary Authority (HKMA) from 1 October 2019. He began his career as an Administrative Officer in the Hong Kong Government in 1986. He joined the HKMA upon its establishment in 1993 and was promoted to Division Head a year later. He was appointed Executive Director in 2001 and subsequently Deputy Chief Executive in 2007 before taking up his current position.Mr Yue has participated in numerous areas of the HKMA’s work. During his tenure as Deputy Chief Executive, he steered major policies and initiatives relating to reserves management, research, external affairs and market development. Mr Yue was also actively involved in tackling major financial crises and played an instrumental role in enhancing the Linked Exchange Rate System.Mr Yue was educated at the Chinese University of Hong Kong and the Harvard Business School.

Ms Julia Leung has been Chief Executive Officer (CEO) of the Securities and Futures Commission (SFC) since 1 January 2023. Ms Leung joined the SFC in March 2015 as Executive Director of the Investment Products Division. She became Executive Director of the Intermediaries Division in June 2016 and took on the additional capacity of Deputy CEO in March 2018. In more than 25 years of public service, Ms Leung has extensive experience in financial regulation, market development and international cooperation. Prior to joining the SFC, Ms Leung was the Under Secretary for Financial Services and the Treasury from August 2008 to December 2013. Before that, she served at the Hong Kong Monetary Authority for 14 years, spending the last eight years as the Executive Director responsible for financial cooperation with Mainland and other international regulators. Ms Leung graduated from The Chinese University of Hong Kong and earned a master's degree from Columbia University in the City of New York. In 2014, she authored a book on how Asia has surmounted various financial crises. Ms Leung chairs the SFC’s Executive Committee, and sits on the Advisory Committee, Investment Committee, Budget Committee and SFC (HKEC Listing) Committee.

Mr Cheung has been serving as the Chief Executive Officer of the Insurance Authority since August 2018 after retiring from the Administrative Service. Senior positions that he has held in the Government include Commissioner of Insurance (2006-2009), Postmaster General (2009-2011), Commissioner of Customs and Excise (2011-2015), and Secretary for the Civil Service (2015-2017).At the global and regional levels, Mr Cheung is a member of the Executive Committee of the International Association of Insurance Supervisors and Chair of its Audit and Risk Committee, as well as former Chairman of the Asian Forum of Insurance Regulators (2018-2023).

Mr Chan was appointed the Under Secretary for Financial Services and theTreasury on 16 August 2017.Mr Chan has many years of senior executive experience in the banking industry. He was a Managing Director in the Global Markets Division of Credit Agricole Corporate & Investment Bank, and was a Managing Director in Financial Markets of Standard Chartered Bank. Prior to joining the Government, Mr Chan held multiple roles in a number of public and professional bodies, including Vice President of the Hong Kong Society of Financial Analysts, Director of Hong Kong Securities & Investment Institute, Advisor of the Chinese Gold & Silver Exchange Society, as well as a General Committee member of the Hong Kong General Chamber of Commerce.Mr Chan was also a member of the Central & Western District Council. Mr Chan holds a Bachelor of Arts in Economics (Hon) and Psychology from the University of Michigan, USA. He is also a Chartered Financial Analyst.

Mr Philip Yung joined the Administrative Service in July 1986. He was Commissioner for Tourism from February 2010 to December 2014, Permanent Secretary for Commerce and Economic Development (Commerce, Industry and Tourism) from December 2014 to April 2018 and Permanent Secretary for Food and Health (Food) in April 2018.He has taken up the post of Director-General for Office for Attracting Strategic Enterprises since December 2022.

Dr Jimmy Chiang is currently serving as Acting Director-General of Invest Hong Kong (InvestHK), the government department responsible for attracting and facilitating foreign direct investment into Hong Kong.He joined InvestHK in August 2003 and was promoted to Head of Tourism and Hospitality in September 2010. He took up the position of Associate Director-General in April 2015, in which he oversaw six sector specialist teams of the Department. From April 2021, he was in charge of the Business Development Group, overseeing 30+ overseas and Mainland offices, as well as the functions of Consulate and Chamber Engagement, GBA Business Development, Mainland Business Development, and Talent Attraction. Since 25 May 2023, he has been serving as Acting Director-General of the Department. Prior to joining InvestHK, Dr Chiang worked with a Hong Kong-based multinational transportation company in a number of different managerial roles for five years.Dr Chiang has a doctorate in hotel and tourism management at The Hong Kong Polytechnic University. He also has a master's degree in business administration from The University of British Columbia and a bachelor's degree in social sciences from The University of Hong Kong.

Mr. Pou holds a Bachelor of Social Sciences degree in Economics from the Chinese University of Hong Kong.Mr. Pou joined the HKMA in 1994 as an Assistant Manager. He was promoted as Manager in 1997, as Senior Manager in 2000 and as Division Head in 2008. Mr. Pou has worked in different areas of HKMA’s work including banking supervision, banking policy, banking development, monetary operations and payment system operations.Mr. Pou was seconded to The Hong Kong Mortgage Corporation Limited (HKMC) during 2015 to 2018 to oversee HKMC's general insurance business, before taking up the present position on 29 October 2018.

Mr. George Chou is currently the Chief Fintech Officer of the Hong Kong Monetary Authority (HKMA) with responsibilities for facilitating the healthy development of the fintech ecosystem in Hong Kong and promoting Hong Kong as a fintech hub in Asia.He joined the HKMA in 2009 and had since taken up different responsibilities including overseeing technology risk management of banks, and licensing and supervision of stored value facilities before being appointed as Chief Manager of the Financial Infrastructure Development Division in 2022. Prior to joining the HKMA, Mr. Chou served various roles in the private sector of financial industry for over 10 years.Mr. Chou holds a Bachelor of Computer Science and Engineering degree and a Master of Business System degree from the Monash University, and a Master of Management degree in Financial Management from the Macquarie University.

Derek has over 15 years of experience in the Financial Services industry, buildingand operating Data Platforms and Analytics functions for major banks across theglobe. Derek currently leads the Digitalisation Programme at HKMA, covering data,automation, AI, innovation and more.Prior to HKMA, Derek has led the data architecture and engineering functions inHKEX and Nordea, responsible for building out the next generation data platform anddelivering various Big Data projects in retail banking, transactional banking, AssetManagement, regulatory reporting and compliance area. Prior to Nordea, Derek heldvarious leadership role in Data Engineering and Architecture, pioneered cross-bankBig Data at HSBC.

Georgina Lok is the Head (Market Development) of the Hong Kong Monetary Authority (HKMA), responsible for formulating and implementing various initiatives to promote the development of Hong Kong's financial sector. Since joining the HKMA, Georgina has taken up responsibilities in different areas, including corporate development as well as international and regional cooperation. From 2017-2020, she was seconded to the International Monetary Fund, where she served as an Advisor to the Executive Director for China.

Mr. Ernest Ho is responsible for developing the HKMA's thought leadership and coordinate the HKMA's ongoing work on the fast-evolving virtual assets, decentralised finance, and other relevant trends impacting on the transformation and development of the financial system globally and locally.Prior to the current role, Mr. Ho was the Head of Real Estate and Technology in the HKMA's private markets team, overseeing the HKMA's private investment in real estate, venture capital and technology.Before joining the HKMA, Mr. Ho was a Research Associate at Morgan Stanley focusing on China macroeconomic research.

Yvonne Tsui currently works in the Fintech Facilitation Office, where she focuses on the innovative projects of the Authority including central bank digital currency; and collaborates closely with international organizations and different industry stakeholders on various areas of work. Before her current position, Yvonne gave legal advice to different teams of the Authority on a variety of central banking and regulatory issues, including financial market infrastructure development and operations, banking policies, e-money and other related regulatory matters.

HE Jie, Member of the National Committee of the Chinese People's Political Consultative Conference, Director-General of Shenzhen Municipal Financial Regulatory Bureau. Mr. He graduated from Nankai University with a Doctorate Degree in International Finance. From 1992 to 2016, Mr. He worked in the Shenzhen Stock Exchange (SZSE) for 25 years, one of China's top three stock exchanges, accumulating in-depth expertise and extensive working experience in the financial industry, particularly capital markets and fintech. Starting from 2005, Mr. He embarked on studying and promoting sustainable development, including corporate social responsibility, social responsibility investment, carbon exchange establishment, green China, ESG, gender diversity on the board of directors, etc.In 2016, Mr. He was appointed Deputy Mayor of Futian District, the financial district of Shenzhen. During his term, Mr. He led the development of the first fintech policy and the first fintech index in China, as well as the issuance of supporting measures of social impact investments and the “Xiangmi Lake Consensus” (a consensus on global impact investment), which gained attention from United Nations Development Programme (UNDP).In 2019, Mr. He was appointed Director-General of Shenzhen Municipal Financial Regulatory Bureau. Mr. He led the Bureau to launch the "Shenzhen-Hongkong-Macao FinTech Professional Programme" together with the Hongkong Monetary Authority (HKMA) and the Monetary and Foreign Exchange Authority of Macao (AMCM). Mr. He also led the efforts to build "Shenzhen-Hongkong-Macau FinTech Alliance," "Angel Fund Investors Alliance," “Chief Risk Officer Alliance," and China's first “Fintech Ethics Committee

His startup served numerous world-renowned financial institutions in wealth management, insurance, personal finance, etc. King was a management consultant at Booz Allen & Hamilton and KPMG in the US, as well as a venture capitalist at Innovate@, a technology fund jointly run by Booz Allen & Hamilton and Lehman Brothers.King received his MBA (honors) from the University of Chicago and BSc (honors) from the University of Wisconsin – Madison.

Jayne is Head of StartmeupHK at Invest Hong Kong (InvestHK), the government department responsible for attracting and retaining Foreign Direct Investment into Hong Kong. Her role at StartmeupHK is to attract innovative startups, investors and other stakeholders to Hong Kong, provide information and connections to support these companies setting up in the city, and help build the ecosystem to transform the city into a global hub for innovation and entrepreneurship.

Chi-Wai is a Fintech Director of the Hong Kong Monetary Authority, with a key focus on data intiaitives. He is leading core fintech projects including HKMA's next generation data infrastructure, Commercial Data Interchange. Prior to joining the HKMA, Chi-Wai worked at various institutions in the financial and technology industry. He is an experienced leader with over 20 years of information technology and financial background.
