Terms and Conditions for Complimentary Government Pass Application

Welcome to Hong Kong FinTech Week x StartmeupHK 2026 (the “Event”)!

These terms and conditions (these “Terms”) apply between the person, firm, company or other entity specified on your registration form (“you” or “your”) and FINNOVASIA Limited, a limited liability company incorporated in Hong Kong with company number 66757990 whose registered address is 29/F, The Chelsea, 69 Jervois St, Sheung Wan (“we”, “our” or “us”) regarding the application for your ticket to, and your attendance at, the Event, whether physically and/or digitally (your ticket being the “Ticket”). Please read them carefully as they contain important information.

By applying for the Government Pass to and/or attending the Event, you agree to be bound by these Terms to the exclusion of all other terms. If you do not agree to be bound by these Terms, please do not apply for the Ticket.

Eligibility Criteria

The Complimentary Government Pass is strictly reserved for representatives of government-related entities and non-profit organisations worldwide. Applicants must fall under one of the following categories. While supporting documentation is not mandatory during the initial application process, it may be requested for verification purposes if deemed necessary:

  • Government Officials

    Individuals formally employed by national, regional, or local governments, including ministries, departments, or agencies responsible for public administration, policymaking, or economic development.

  • Policymakers

    Individuals engaged in the development, implementation, or oversight of public policies, with a focus on financial regulation, innovation, or sustainability.

  • Central Bank Representatives

    Officials from central banks or monetary authorities responsible for monetary policy, financial regulation, payment systems, or digital currency initiatives.

  • Representatives of Multilateral Agencies

    Personnel affiliated with international organizations or multilateral institutions that focus on global economic development or technological advancement.

  • Non-Profit Organisations and Foundations

    Representatives from legally registered non-profit organisations or foundations dedicated to financial inclusion, socio-economic advancement, or technological and innovative initiatives.

Submission of Supporting Documentation & Verification

Supporting documentation is not mandatory at the time of application. However, we reserve the right to request additional information to verify an applicant’s eligibility.

Applicants are required to provide an official email address registered under a relevant government or institutional domain. Applications submitted via personal email addresses (e.g., Gmail, Yahoo, Hotmail) may be subject to immediate secondary verification or rejection.

Examples of acceptable supporting documentation include, but are not limited to:

  • A copy of your official business name card.
  • An official letter from the applicant’s organization confirming their role and affiliation.
  • Evidence of involvement in relevant projects, policies, or initiatives.
  • Proof of organizational registration or status (for non-profits or foundations).


Applicants who are unable to provide requested documentation in a timely manner may have their application rejected.

Grounds for Rejection

Applications for the Complimentary Government Pass may be rejected for any of the following reasons:

  • Failure to Meet Eligibility Requirements
    • The applicant does not meet the criteria outlined above or represents a private-sector organisation, academic institution, or any other category not specified.
  • Incomplete or Insufficient Information
    • The application does not sufficiently demonstrate the applicant's eligibility.
  • Misrepresentation
    • The applicant provides false or misleading information regarding their role or organisational affiliation.
  • Non-Alignment with the Programme’s Objectives
    • The applicant’s role does not align with the objectives of the Hong Kong FinTech Week x StartmeupHK 2026 Government Pass programme, which is to support government-related representatives and non-profit entities in fintech and related sectors.
