Mr John Lee was born in 1957. He joined the Hong Kong Police Force in 1977 as a Probationary Inspector of Police and was promoted to Deputy Commissioner of Police in 2010. He served in a variety of posts in the Force, including Assistant Commissioner (Crime), Director of Crime and Security and Deputy Commissioner (Management). He holds a Master's degree of Public Policy and Administration from Charles Sturt University in Australia.
Mr Lee was appointed Under Secretary for Security in 2012 and Secretary for Security in 2017. During his service in the Security Bureau, he was responsible for the formulation of security policies covering law and order, immigration and customs control, fire and emergency rescue services, correctional services, government flying services and other areas. He also oversaw and coordinated the work of six disciplined services departments and two auxiliary forces under the Bureau.
Mr Lee was appointed Chief Secretary for Administration in 2021. Apart from assisting the Chief Executive in policy administration, Mr Lee was also responsible for supervising the work of nine policy bureaux, harmonising the work which straddled across different bureaux and departments, as well as promoting a good relationship between the Executive Authorities and the Legislature.
Mr Lee won the Chief Executive Election of the Hong Kong Special Administrative Region on 8 May 2022, and was appointed as the sixth-term Chief Executive by the Central People's Government on 20 May 2022. Mr Lee assumed office on 1 July 2022.
Paul Chan is the Financial Secretary of the Hong Kong Special Administrative Region Government. His policy portfolio covers a wide range of economic and livelihood-related areas, including financial services, trade, innovation and technology, land development, housing as well as transport and logistics. He is also responsible for preparing the Government’s annual Budget, and oversees the Exchange Fund with the assistance of the Hong Kong Monetary Authority.
Mr Chan has been Financial Secretary since January 2017, and is a member of the Executive Council. He served as Secretary for Development from July 2012 to January 2017. Before joining the Government, he held a number of public service positions, including member of the Legislative Council and Chairman of the Legal Aid Services Council.
Mr Chan has extensive private-sector experience. He is a certified public accountant. He also served as President of the Hong Kong Institute of Certified Public Accountants and Chairman of the Association of Chartered Certified Accountants Hong Kong.
He holds Bachelor and Master degrees of Business Administration from The Chinese University of Hong Kong. He also completed executive programmes at Harvard Business School.
Mr Hui has been Secretary for Financial Services and the Treasury since 2020. He serves on the boards of Mass Transit Railway Corporation Limited, Hong Kong Airport Authority and also as the Chairman of the Kowloon-Canton Railway Corporation.
He was an Administrative Officer in the Government from 1999 to 2003 and served in the Economic Development Branch, the Office of the Government of the Hong Kong Special Administrative Region in Beijing and the Home Affairs Department. After leaving the Government, Mr Hui spent 13 years at the Hong Kong Exchanges and Clearing Limited, having been the Managing Director for Market Development and Head of Project Management and also in various senior roles in Listing and Market Development. He worked for a number of multi-national companies in the private sector as well. He was appointed the Executive Director of the Hong Kong Financial Services Development Council from 2019 to 2020.
Mr Hui previously held a number of public roles including Councillor of the City University of Hong Kong, Member of the Mandatory Provident Fund Schemes Authority Process Review Panel, Hong Kong Stock Exchange Listing Review Committee and also Hong Kong Institute of Certified Public Accountants Disciplinary Panel.
Mr Hui holds Bachelor and Master (Hon) Degrees in Philosophy, Politics and Economics from the University of Oxford, and Master of Business Administration Degree from INSEAD. He also attended the Stanford Executive Programme (SEP).
Mr Yau assumed the post of the Secretary for Commerce and Economic Development on July 1, 2022. His portfolio covers policy areas from trade, commerce to telecommunications and broadcasting, and from promotion of intellectual property and consumer protection to boosting inward investment.
Before joining the Government, Mr Yau held key managerial positions in the aviation and logistics sector. He was Chief Executive Officer of Greater Bay Airlines, and prior to this, Chief Executive Officer of Cathay Dragon, Executive Director of Cathay Pacific Board, and Director Service Delivery of Cathay Pacific. Mr Yau managed different aspects of business operations throughout his career in the private sector, and also served on various advisory bodies of the Government.
Mr Yau holds a Bachelor of Business degree in Transport and Logistics from the Royal Melbourne Institute of Technology University. He is also a fellow of the Chartered Institute of Logistics and Transport in Hong Kong.
Mr Eddie Yue was appointed Chief Executive of the Hong Kong Monetary Authority (HKMA) from 1 October 2019. He began his career as an Administrative Officer in the Hong Kong Government in 1986. He joined the HKMA upon its establishment in 1993 and was promoted to Division Head a year later. He was appointed Executive Director in 2001 and subsequently Deputy Chief Executive in 2007 before taking up his current position.
Mr Yue has participated in numerous areas of the HKMA’s work. During his tenure as Deputy Chief Executive, he steered major policies and initiatives relating to reserves management, research, external affairs and market development. Mr Yue was also actively involved in tackling major financial crises and played an instrumental role in enhancing the Linked Exchange Rate System.
Mr Yue was educated at the Chinese University of Hong Kong and the Harvard Business School.
Ms Julia Leung has been Chief Executive Officer (CEO) of the Securities and Futures Commission (SFC) since 1 January 2023.
Ms Leung joined the SFC in March 2015 as Executive Director of the Investment Products Division. She became Executive Director of the Intermediaries Division in June 2016 and took on the additional capacity of Deputy CEO in March 2018.
In more than 25 years of public service, Ms Leung has extensive experience in financial regulation, market development and international cooperation. Prior to joining the SFC, Ms Leung was the Under Secretary for Financial Services and the Treasury from August 2008 to December 2013. Before that, she served at the Hong Kong Monetary Authority for 14 years, spending the last eight years as the Executive Director responsible for financial cooperation with Mainland and other international regulators.
Currently, she is the Vice President of the Hong Kong Institute of Bankers and a council member of the Treasury Markets Association. She is also the Chair of the International Organization of Securities Commissions’ Asia-Pacific Regional Committee.
Ms Leung graduated from The Chinese University of Hong Kong and earned a master's degree from Columbia University in the City of New York. In 2014, she authored a book on how Asia has surmounted various financial crises.
Mr Cheung has been serving in the role as Chief Executive Officer of the Insurance Authority since 2018 after retiring from the civil service in 2017. Some major positions that he held include the Commissioner of Insurance (2006 to 2009), the Postmaster General (2009 to 2011), the Commissioner of Customs and Excise (2011 to 2015), and a political appointment as Secretary for the Civil Service (2015 to 2017).
At the global and regional levels, Mr Cheung is a member of the Executive Committee of the International Association of Insurance Supervisors as well as the Chair of its Audit and Risk Committee from 2021 to 2025. He is also a member of the Asian Forum of Insurance Regulators and its Chairman from 2018 to 2023.
Ms Cheong joined the Government in 2017 as Political Assistant to the Secretary for Innovation and Technology and was appointed as Under Secretary for Innovation, Technology and Industry in July 2022. She holds a Master degree from Tsinghua University.
Before joining the Government, Ms Cheong served as Assistant to Executive Director and Joint General Manager at a listed company, where she oversaw and managed the development of real estate, industrial parks and commercial projects, technology investment, corporate digital transformation, technology application and new business development, asset allocation, and investor relations across Hong Kong, the Greater Bay Area (GBA) and Southeast Asia. In addition to her solid experience in industry development and business operations, Ms Cheong also has extensive public service experience, including serving as an advisor to a think tank, etc.
Miss Wong joined the Administrative Service in 1985. Throughout the service with the Government, Miss Wong had taken up a wide range of duties at different Bureaux and Departments, including the former City and New Territories Administration, the former Education and Manpower Branch, the Tsuen Wan District Office, the former Transport Branch, the former Housing Branch, the Wong Tai Sin District Office, the former Health and Welfare Branch (subsequently reorganised to become the former Health, Welfare and Food Bureau), the former Housing, Planning and Lands Bureau (subsequently reorganised to become the Development Bureau), and the former Food and Health Bureau. She was appointed as a Deputy Director of Food and Environmental Hygiene Department in 2018 and subsequently as the Under Secretary for Environment and Ecology in August 2022.
Miss Wong possesses a broad spectrum of experience in various areas of public administration, including food and environmental hygiene, land development, home affairs and social welfare. During her tenure as the Under Secretary for the Environment, she helped support the formulation of policies on air quality, waste management, climate actions and conservation.
Ms Alpha Lau is the Director General of Invest Hong Kong (InvestHK), a position she has held since November 2023.
InvestHK is the HKSAR Government’s dedicated investment promotion agency, providing free, confidential and customised support for companies to establish and expand in Hong Kong and to use the city as a platform for outbound investment. Prior to joining the Government, Ms Lau held senior positions in multinational and Chinese financial institutions, where she held a range of leadership roles spanning frontline business, risk and functional management. She accumulated extensive experience in serving corporate and institutional clients, high net worth wealth clients, structuring and managing complex credit exposures, driving fintech and digital transformation initiatives, and overseeing transactional banking businesses across multiple markets. She also led and participated in mergers and acquisitions and other strategic projects, giving her a strong track record in executing cross border transactions, establishing greenfield operations and supporting clients’ regional expansion.
Ms Lau holds Bachelor and Master (Hon.) Degrees in Philosophy, Politics and Economics from the University of Oxford, and a Certificate in further education from Tsinghua University, Beijing.
Arthur Yuen is in charge of the full range of banking policy, supervision, conduct, and enforcement issues. He joined the HKMA in 1996 as Head of Administration and has since taken up different responsibilities including research and liaison on China economic and market development issues before being appointed Head of Banking Supervision in 2000. He took up the position as Executive Director (Banking Development) in July 2004, Executive Director (Banking Supervision) in June 2005 and Executive Director (External) in July 2008. He was appointed to his present position on 1 January 2010.
He has been playing an active role as member of the FSB Standing Committee on Supervisory and Regulatory Cooperation. He has also been a member of the Basel Committee on Banking Supervision since March 2010, and a Co-Chair of the Committee’s Policy and Standards Group (“PSG”) since 2021. He also chaired the Committee’s Supervision and Implementation Group (“SIG”) from September 2018 to December 2020.
Mr Arnold Lau is the Associate Director-General of Invest Hong Kong (InvestHK), a position he has held since October 2024.

He has extensive experience in technology-intensive and innovation-driven sectors, covering applied research commercialisation, smart-city and digital-urban development, and technology-enabled services, built on a strong consulting foundation in strategy, digital transformation and performance improvement.
Mr Lau holds a Master of Business Administration and a Master of Science in Management Information System degrees from Boston University, and a Bachelor’s degree in Social Science from The Chinese University of Hong Kong.
Ms Loretta Lee joined Invest Hong Kong (InvestHK) in 2001 and currently serves as Associate Director-General of InvestHK, the government department responsible for attracting and facilitating foreign direct investment into Hong Kong.
Ms Lee oversees the business operations of the department’s overseas and Mainland offices, as well as China Markets; and International Markets, Consulates and Chambers in the head office. The teams under her purview offer a one-stop service to help enterprises from around the world leverage the business and investment opportunities in and via Hong Kong, and help clients establish or expand their presence in the city. In addition, Ms. Lee is responsible for the promotion of "going global", encouraging more Mainland enterprises to use Hong Kong as the go global platform to expand their international business.
Over the years, Ms. Lee has spearheaded investment promotion efforts for the Mainland market at InvestHK, overseeing the Mainland business team in the head office and regional offices in Beijing, Shanghai, Guangzhou, Chengdu and Wuhan. She has led her teams in organizing investment promotion campaigns throughout Mainland provinces and cities, collaborating with government agencies in Guangdong Province and Macao to highlight the business advantages and investment environment of the Greater Bay Area (GBA) to overseas investors. Through these initiatives, Ms. Lee has encouraged foreign investors to expand into the GBA via Hong Kong, ultimately attracting more overseas and Mainland enterprises to invest in the city.
Prior to joining InvestHK, Ms Lee worked at the Australian Trade Commission and was responsible for investment promotion in Hong Kong and South China region.
Ms Lee holds a Master of Business Administration from the University of Melbourne, Australia.
Georgina Lok is the Head (Market Development) of the Hong Kong Monetary Authority (HKMA), responsible for formulating and implementing various initiatives to promote the development of Hong Kong's financial sector. Since joining the HKMA, Georgina has taken up responsibilities in different areas, including corporate development as well as international and regional cooperation. From 2017-2020, she was seconded to the International Monetary Fund, where she served as an Advisor to the Executive Director for China.

As the Global Head of Financial Services, Fintech & Sustainability at InvestHK, the department of the Hong Kong SAR Government responsible for attracting Foreign Direct Investment, Mr. Leung’s mission is to attract investment and boost job creation in the financial services, fintech, and sustainability sectors in Hong Kong. Moreover, Mr. Leung and his teams also help enrich the ecosystem and contribute to raising the long-term competitiveness and innovation of the related sectors in Hong Kong. Prior to joining the government, Mr. Leung had a diverse private sector background as a serial tech entrepreneur, angel investor, fintech lecturer where his first data-related startup was established through seed investment from Credit Suisse. His startup served numerous world-renowned financial institutions in wealth management, insurance, personal finance, etc. Prior to embarking on his entrepreneurial journey, King was a management consultant at Booz Allen & Hamilton and KPMG Consulting in the US, as well as a venture capitalist at Innovate@, a technology fund jointly managed by Booz Allen & Hamilton and Lehman Brothers in the US.
King received his MBA in Finance and Strategy (honors) from the University of Chicago and BSc in Mechanical Engineering (honors) from the University of Wisconsin – Madison.
Mr. Andy Wong is the Head of Innovation and Technology at Invest Hong Kong (InvestHK), the government department responsible for attracting and facilitating foreign direct investment into Hong Kong. His key focus technology segments include artificial intelligence, digital technology, telecommunication, biotech, medical device, robotic, microelectronic, new material and new energy technologies.
Mr. Wong has wealth strategy consulting and business development experience in high tech sector. Before joining InvestHK, Mr. Wong held various senior positions at a global leading consulting firm and a global Fortune 500 technology company specialising in corporate strategy and business development.
Mr. Wong graduated from the University of Birmingham, the UK with First Class Honor Degree in Electronic and Electrical Engineering, a Master Degree in Commerce from the University of New South Wales, Australia and a Master of Science in Real Estate from the University of Hong Kong. Mr. Wong is a Chartered Engineer (CEng) from The Institution of Engineering and Technology, the UK; and is a Fellow of Certified Practicing Accounting, (FCPA) Australia by training.
Yvonne currently works in the Fintech Facilitation Office, where she focuses on the innovative projects of the Authority in the digital payment space; and collaborates closely with international organizations and different industry stakeholders on various areas of work of the Office. Before her current position, Yvonne gave legal advice to different teams of the Authority on a variety of central banking and regulatory issues, including financial market infrastructure development and operations, banking policies, e-money and other related regulatory matters.
Olivia To is Senior Vice President (Sustainability) Technology, Innovation and Entrepreneurship at Invest Hong Kong, the government department responsible for attracting and facilitating foreign direct investment into Hong Kong. She is a sustainability professional specializing in climate change and green technology.
In her previous role at the Environmental Protection Department of HKSARG, she worked with directorates to prepare Hong Kong’s Climate Action Plan 2050 and carbon accounting. She is an engineer by training, certified carbon auditor, carbon trader and WELL AP. She serves as an Academy Fellow and Advisor at The Education University of Hong Kong, the Advisory Committee Member of the Institute for Climate and Carbon Neutrality at the University of Hong Kong and a member of Committee of the Energy Institute.
She holds a master’s degree in environmental engineering and management from the Hong Kong University of Science and Technology and a bachelor’s degree in Global Environmental Studies from The Education University of Hong Kong. As a rescue diver, she continues her passion in marine conservation at leisure.
Raunak Mehta is Co-Founder and Chief Executive Officer of Igloo, a Singapore-headquartered full-stack insurtech that builds and operates the operating system for insurance across Southeast Asia.
He was promoted to Co-Founder and CEO after serving as Igloo’s Chief Commercial Officer, and works alongside Igloo’s founding leadership as the company scales partnerships, product lines, and insurer integrations across the region.
Raunak brings deep operating experience from Asia’s consumer internet and platform ecosystem, having held senior roles at major e-commerce businesses including Flipkart and Zalora. He is frequently invited to speak on how distribution-led insurance, data-driven underwriting, and automated claims can unlock insurance adoption at scale in emerging markets.
Rocky is a partner in Clifford Chance’s HK office and the Head of HK Asset Management and Financial Regulatory Group. He specialises in financial regulatory advice, fund formation and general corporate related work. Rocky also leads the Fintech practice in Hong Kong with expertise in digital assets, blockchain, AI and payments related matters. He is a member of various regulatory and fintech committees of AIMA/ASIFMA/FTAHK/HKIFA/PWMA. He is also the Advisory Board Member of AIHK and member of Hong Kong Academy of Finance.

Zhengyong Wan, Founder and CEO of Ninetech, graduated from Peking University and has held senior positions including Senior Director at China Merchants Financial Technology (CMB Fintech), Head of the Overseas R&D Center at CICC, and Principal Solutions Consultant at Oracle.
A recognized expert in RPA, databases, middleware, and AI, Wan has received honors including Forbes China Technology & Innovation Leader, China’s Top 10 Outstanding Database Engineers, Oracle ACE Director, and Oracle ACE. He has authored or translated several influential technical books and holds more than ten invention patents.
At CICC, Wan led the development of multiple core financial systems, including derivatives and fixed-income trading platforms. These systems supported more than 10-fold business growth, while the derivatives trading system achieved a 1,000-fold increase in transaction volume.
At China Merchants Financial Technology, he led the introduction and deployment of AI, big data, blockchain, and RPA, built related technology teams, and successfully incubated the company’s RPA business.
In 2020, Wan founded Ninetech, dedicated to intelligent automation and enterprise AI. He has since led the company through seven rounds of financing and established Jiuke as a leading RPA provider for China’s state-owned and centrally administered enterprises, earning recognition as an expert in intelligent automation for state-owned enterprises.
Roman Lavrentyev is a technology entrepreneur and executive with nearly 15 years of experience in fintech, e-commerce, SaaS, and logistics across Russia, East Africa and Central Asia.
Roman is one of the founding executives of Uzum. Joining the company before launch in 2022, he helped build the business from the ground up into Uzbekistan’s leading digital ecosystem, leading the launch and scaling of multiple businesses across e-commerce, logistics and fintech. In 2026 he was additionally appointed CEO of Uzum Fintech, overseeing the ecosystem’s rapidly growing financial services business.
Prior to Uzum, he held leadership roles at SiFox in Nairobi, first as Chief Product Officer and then as CEO, driving telecom product innovation for operators including Orange, Airtel, Safaricom, Beeline, MegaFon, Tele2 and Yota, among others.
Earlier he worked as Product Owner at PimPay, a B2B fintech platform for e-commerce, and later served as Chief Commercial Officer at Arenza.ru, where he helped scale leasing services for small and medium-sized businesses.
Roman also founded two logistics companies — Logarifma.pro, a cloud-based logistics platform, and ARS-Shipping — both of which reached multimillion-dollar revenues before successful exits.
He completed the Stanford LEAD Executive Program at the Stanford Graduate School of Business, reflecting his commitment to innovation and global leadership.
Ryan Rugg is Head of Digital Assets, Services, Citi. The Services team helps enable global clients by simplifying the management of treasuries, payments and commerce on a day-to-day basis.
Since joining Citi, Ryan has built and led the bank's digital assets strategy within Services, culminating in the launch of Citi Token Services in 2023. Under her leadership, Citi developed one of the first large-scale institutional tokenization platforms from a global bank, enabling clients to move liquidity across Citi's network on a 24/7 basis using tokenized deposits and blockchain technology. The platform addresses longstanding treasury challenges around cross-border liquidity, cut-off times, and market-hour constraints, creating an "always-on" banking model for multinational corporate clients. Ryan has been instrumental in translating emerging blockchain technologies into practical, regulated banking solutions that deliver measurable business value to clients.
Before Citi, Ryan was Head of IBM’s America's blockchain team, helping to enhance client’s solutions and capabilities for building Digital Ecosystems. She provided strategic guidance for; operational and governance considerations, technology roadmaps, and services infrastructure to help clients focused on TIPS (Tokenization, Identity, Provenance & Sustainability).
In this role, her team helped launch New York’s Excelsior Pass (Digital Wallet for Vaccinations & PCR tests), which was groundbreaking with millions of users. This fundamental framework will help in the development and implementation of digital health credentials and beyond. The blueprint will help as a guide to assist other states, territories, and entities in the expansion of credential systems to advance economic development efforts nationwide. Prior to that Ryan was the Global Head of Industry at R3 (Fintech Startup), where she sat at the forefront of blockchain innovation across multiple industries. She was responsible for the strategic direction of R3’s key verticals, helping industry leaders capture the full benefits of blockchain for their businesses. Ryan also launched the Centre of Excellence for distributed ledger technology (DLT) in cooperation with ACORD (Association for Cooperative Operations Research and Development).
Selina is the Chief Executive of the Hong Kong Federation of Insurers (HKFI), a trade body with 134 insurers operating in Hong Kong which represents over 90% of the market share.
Selina has accumulated extensive management and communications experience in the field of insurance since she joined the HKFI in 1997. In addition to overseeing the operations of the HKFI and its 30+ technical committees and various consumer education and communications projects, she also spearheaded a number of significant initiatives for the industry, including the Insurance Fraud Prevention Claims Database, the award-winning Motor Insurance DLT-based Authentication System (MIDAS), the Hong Kong Insurance Awards, etc.
Externally, she is a member of the FSTB’s Shenzhen-Hong Kong Financial Co-operation Committee, Insurance Authority’s Insurance Advisory Committee and Road Safety Council. She also serves as a member of the Hong Kong Science and Technology Parks’ Data Governance Steering Committee, Capacity Building Working Group under the Centre for Green and Sustainable Finance and Insurance Training Advisory Committee of the Qualifications Framework. She has been appointed by the Hong Kong Tourism Board as the Hong Kong Convention Ambassador.
On the international front, Ms Lau serves the East Asia Insurance Congress (EAIC) as Secretary & Treasurer. She is also a member of the Nomination Committee and Education Forum of the International Union of Marine Insurance (IUMI). In 2021, 2022 and 2024, Ms Lau has been elected Asia’s Elite Women in Insurance Industry by the Insurance Business Asia.
Ms Lau holds a Bachelor of Arts Degree from the University of Hong Kong, majoring in English and Translation.
