

Mr John Lee was born in 1957. He joined the Hong Kong Police Force in 1977 as a Probationary Inspector of Police and was promoted to Deputy Commissioner of Police in 2010. He served in a variety of posts in the Force, including Assistant Commissioner (Crime), Director of Crime and Security and Deputy Commissioner (Management). He holds a Master's degree of Public Policy and Administration from Charles Sturt University in Australia.
Mr Lee was appointed Under Secretary for Security in 2012 and Secretary for Security in 2017. During his service in the Security Bureau, he was responsible for the formulation of security policies covering law and order, immigration and customs control, fire and emergency rescue services, correctional services, government flying services and other areas. He also oversaw and coordinated the work of six disciplined services departments and two auxiliary forces under the Bureau.
Mr Lee was appointed Chief Secretary for Administration in 2021. Apart from assisting the Chief Executive in policy administration, Mr Lee was also responsible for supervising the work of nine policy bureaux, harmonising the work which straddled across different bureaux and departments, as well as promoting a good relationship between the Executive Authorities and the Legislature.
Mr Lee won the Chief Executive Election of the Hong Kong Special Administrative Region on 8 May 2022, and was appointed as the sixth-term Chief Executive by the Central People's Government on 20 May 2022. Mr Lee assumed office on 1 July 2022.


Mr Chan is a Certified Public Accountant. He is a former President of the Hong Kong Institute of Certified Public Accountants.
Before joining the Government, Mr Chan held a number of public service positions including member of the Legislative Council and Chairman of Legal Aid Services Council.
Mr Chan served as Secretary for Development from July 2012 to January 2017. He has been Financial Secretary since 2017.


Mr Hui has been Secretary for Financial Services and the Treasury since 2020. He serves on the boards of Mass Transit Railway Corporation Limited, Hong Kong Airport Authority and also as the Chairman of the Kowloon-Canton Railway Corporation.
He was an Administrative Officer in the Government from 1999 to 2003 and served in the Economic Development Branch, the Office of the Government of the Hong Kong Special Administrative Region in Beijing and the Home Affairs Department. After leaving the Government, Mr Hui spent 13 years at the Hong Kong Exchanges and Clearing Limited, having been the Managing Director for Market Development and Head of Project Management and also in various senior roles in Listing and Market Development. He worked for a number of multi-national companies in the private sector as well. He was appointed the Executive Director of the Hong Kong Financial Services Development Council from 2019 to 2020.
Mr Hui previously held a number of public roles including Councillor of the City University of Hong Kong, Member of the Mandatory Provident Fund Schemes Authority Process Review Panel, Hong Kong Stock Exchange Listing Review Committee and also Hong Kong Institute of Certified Public Accountants Disciplinary Panel.
Mr Hui holds Bachelor and Master (Hon) Degrees in Philosophy, Politics and Economics from the University of Oxford, and Master of Business Administration Degree from INSEAD. He also attended the Stanford Executive Programme (SEP).


Mr Yau assumed the post of the Secretary for Commerce and Economic Development on July 1, 2022. His portfolio covers policy areas from trade, commerce to telecommunications and broadcasting, and from promotion of intellectual property and consumer protection to boosting inward investment.
Before joining the Government, Mr Yau held key managerial positions in the aviation and logistics sector. He was Chief Executive Officer of Greater Bay Airlines, and prior to this, Chief Executive Officer of Cathay Dragon, Executive Director of Cathay Pacific Board, and Director Service Delivery of Cathay Pacific. Mr Yau managed different aspects of business operations throughout his career in the private sector, and also served on various advisory bodies of the Government.
Mr Yau holds a Bachelor of Business degree in Transport and Logistics from the Royal Melbourne Institute of Technology University. He is also a fellow of the Chartered Institute of Logistics and Transport in Hong Kong.


Mr Eddie Yue was appointed Chief Executive of the Hong Kong Monetary Authority (HKMA) from 1 October 2019. He began his career as an Administrative Officer in the Hong Kong Government in 1986. He joined the HKMA upon its establishment in 1993 and was promoted to Division Head a year later. He was appointed Executive Director in 2001 and subsequently Deputy Chief Executive in 2007 before taking up his current position.
Mr Yue has participated in numerous areas of the HKMA’s work. During his tenure as Deputy Chief Executive, he steered major policies and initiatives relating to reserves management, research, external affairs and market development. Mr Yue was also actively involved in tackling major financial crises and played an instrumental role in enhancing the Linked Exchange Rate System.
Mr Yue was educated at the Chinese University of Hong Kong and the Harvard Business School.


Ms Julia Leung has been Chief Executive Officer (CEO) of the Securities and Futures Commission (SFC) since 1 January 2023.
Ms Leung joined the SFC in March 2015 as Executive Director of the Investment Products Division. She became Executive Director of the Intermediaries Division in June 2016 and took on the additional capacity of Deputy CEO in March 2018.
In more than 25 years of public service, Ms Leung has extensive experience in financial regulation, market development and international cooperation. Prior to joining the SFC, Ms Leung was the Under Secretary for Financial Services and the Treasury from August 2008 to December 2013. Before that, she served at the Hong Kong Monetary Authority for 14 years, spending the last eight years as the Executive Director responsible for financial cooperation with Mainland and other international regulators. Currently, she is the Vice President of the Hong Kong Institute of Bankers and a council member of the Treasury Markets Association.
Ms Leung graduated from The Chinese University of Hong Kong and earned a master's degree from Columbia University in the City of New York. In 2014, she authored a book on how Asia has surmounted various financial crises.


Mr Cheung has been serving in the role as Chief Executive Officer of the Insurance Authority since 2018 after retiring from the civil service in 2017. Some major positions that he held include the Commissioner of Insurance (2006 to 2009), the Postmaster General (2009 to 2011), the Commissioner of Customs and Excise (2011 to 2015), and a political appointment as Secretary for the Civil Service (2015 to 2017).
At the global and regional levels, Mr Cheung is a member of the Executive Committee of the International Association of Insurance Supervisors as well as the Chair of its Audit and Risk Committee from 2021 to 2025. He is also a member of the Asian Forum of Insurance Regulators and its Chairman from 2018 to 2023.


Mr Chan was appointed the Under Secretary for Financial Services and the Treasury on 16 August 2017.
Mr Chan has many years of senior executive experience in the banking industry. He was a Managing Director in the Global Markets Division of Credit Agricole Corporate & Investment Bank, and was a Managing Director in Financial Markets of Standard Chartered Bank.
Prior to joining the Government, Mr Chan held multiple roles in a number of public and professional bodies, including Vice President of the Hong Kong Society of Financial Analysts, Director of Hong Kong Securities & Investment Institute, Advisor of the Chinese Gold & Silver Exchange Society, as well as a General Committee member of the Hong Kong General Chamber of Commerce. Mr Chan was also a member of the Central & Western District Council.
Mr Chan holds a Bachelor of Arts in Economics (Hon) and Psychology from the University of Michigan, USA. He is also a Chartered Financial Analyst.


Ms. Cheong joined the Government in 2017 as Political Assistant to the Secretary for Innovation and Technology and was appointed as Under Secretary for Innovation, Technology and Industry in July, 2022.
Before joining the Government, Ms. Cheong served as Assistant to Executive Director and Joint General Manager at a listed company, and had experience in operation and management of real estate development, cross-boundary retail, technology investment, business development and restructuring, digital transformation, investor relations, etc. In addition to profound knowledge in the business sector, Ms. Cheong has extensive public service experience including serving as a co-opted member of the Community Building Committee of the Wan Chai District Council, adviser to a think tank, etc.


Miss Wong joined the Administrative Service in 1985. Throughout the service with the Government, Miss Wong had taken up a wide range of duties at different Bureaux and Departments, including the former City and New Territories Administration, the former Education and Manpower Branch, the Tsuen Wan District Office, the former Transport Branch, the former Housing Branch, the Wong Tai Sin District Office, the former Health and Welfare Branch (subsequently reorganised to become the former Health, Welfare and Food Bureau), the former Housing, Planning and Lands Bureau (subsequently reorganised to become the Development Bureau), and the former Food and Health Bureau. She was appointed as a Deputy Director of Food and Environmental Hygiene Department in 2018 and subsequently as the Under Secretary for Environment and Ecology in August 2022.
Miss Wong possesses a broad spectrum of experience in various areas of public administration, including food and environmental hygiene, land development, home affairs and social welfare. During her tenure as the Under Secretary for the Environment, she helped support the formulation of policies on air quality, waste management, climate actions and conservation.


Ms Alpha Lau has been Director-General of Invest Hong Kong, the government department responsible for attracting and facilitating direct investment into Hong Kong, since November 2023.
She serves on the government’s Trade and Industry Advisory Board, International Business Committee, Expert Advisory Group on Legal and Dispute Resolution Services, Air Silk Road Task Force, Hong Kong Maritime and Port Development Board, Market Development Committee of the Financial Services Development Council, Task Force on Promoting and Branding Hong Kong, Mega Events Coordination Group, Task Force on Promoting Web3 Development, and on the Task Force on External Relations.
Prior to joining the government, Ms Lau held various senior roles in multinational and Chinese financial institutions, with experience in personal wealth and corporate coverage, risk management, fintech, transactional banking and M&A project management.
Ms Lau holds Bachelor and Master (Hon.) Degrees in Philosophy, Politics and Economics from the University of Oxford, and a Certificate in further education from Tsinghua University, Beijing.


Arthur Yuen is in charge of the full range of banking policy, supervision, conduct, and enforcement issues. He joined the HKMA in 1996 as Head of Administration and has since taken up different responsibilities including research and liaison on China economic and market development issues before being appointed Head of Banking Supervision in 2000. He took up the position as Executive Director (Banking Development) in July 2004, Executive Director (Banking Supervision) in June 2005 and Executive Director (External) in July 2008. He was appointed to his present position on 1 January 2010.
He has been playing an active role as member of the FSB Standing Committee on Supervisory and Regulatory Cooperation. He has also been a member of the Basel Committee on Banking Supervision since March 2010, and a Co-Chair of the Committee’s Policy and Standards Group (“PSG”) since 2021. He also chaired the Committee’s Supervision and Implementation Group (“SIG”) from September 2018 to December 2020.


Mr Nelson Chow is responsible for developing and ensuring the stable operation of the financial market infrastructures in Hong Kong, as well as promoting the development of fintech. Since joining the HKMA in 2004, Nelson has worked in a number of functional areas, including banking development, banking supervision, banking conduct, the New York Office and the Fintech Facilitation Office. Nelson was appointed as Chief Fintech Officer in 2016 and served in the role for nearly seven years, promoting the healthy development of Hong Kong’s fintech ecosystem. Prior to taking up the current role in December 2024, Nelson was seconded to the Hong Kong FMI Services Limited as its Chief Executive Officer, maintaining the stability and operational efficiency of the financial market infrastructures under the purview of the HKMA.


Dr Eric Yip is a member of the Securities and Futures Commission (SFC). He is also an Executive Director heading the Intermediaries Division, which comprises the Intermediaries Supervision and Licensing departments. The Division is primarily responsible for administering licensing requirements and conducting ongoing supervision of licensed corporations with a focus on their business conduct and financial soundness.
Dr Yip is a seasoned financial professional having in-depth knowledge of the operation and regulation of the financial markets in Hong Kong and Mainland China. Prior to joining the SFC, he held senior roles in banking, asset management and Hong Kong Exchanges and Clearing Limited. He began his career as a Management Consultant at McKinsey and Company.
Dr Yip sits on the SFC’s Executive Committee.



Mr Enoch Fung is currently the Chief Executive Officer (CEO) of the Hong Kong Academy of Finance (AoF). In this capacity, he also serves as the Executive Director of the Hong Kong Institute for Monetary and Financial Research (HKIMR), which is the research arm of the AoF.
Mr Fung joined the Hong Kong Monetary Authority (HKMA) in 2011, and has worked in various areas including financial stability surveillance, market development, and international financial cooperation initiatives. Mr Fung has been on secondment from the HKMA to the AoF to take up the CEO post since 2023. Prior to joining the HKMA, Mr Fung was a Senior Economist with Goldman Sachs (Asia), where he specialised in Asia-Pacific macroeconomic and investment research.






Ms Elizabeth Wong is a Director and Head of Fintech unit of the Intermediaries Division of the Hong Kong Securities and Futures Commission.
Her work involves the formulation of the Commission’s policy on fintech matters and leading and supervising the licensing application approval process for virtual asset trading platforms, robo-advisers, virtual asset fund managers and traditional securities and asset management firms. Prior to taking up this role, Ms Wong worked in the Investment Products Division and the Intermediaries Supervision Department and played a key role in Commission-wide policy initiatives including developing and enhancing Hong Kong as an international asset management centre and introducing guidelines for regulating the sale of investment products through online distribution and advisory platforms.
Ms Wong practised as a banking and finance lawyer in Hong Kong prior to joining the Commission.

As the Global Head of Financial Services, Fintech & Sustainability at InvestHK, the department of the Hong Kong SAR Government responsible for attracting Foreign Direct Investment, Mr. Leung’s mission is to attract investment and boost job creation in the financial services, fintech, and sustainability sectors in Hong Kong. Moreover, Mr. Leung and his teams also help enrich the ecosystem and contribute to raising the long-term competitiveness and innovation of the related sectors in Hong Kong. Mr. Leung achieves this goal through collaboration with a broad range of stakeholders – policy bureaus, regulators, financial institutions, investors, fintech and sustainability companies, associations, etc. in Hong Kong, Mainland China, and other major international financial, fintech, and sustainability hubs.
Prior to joining the government, Mr. Leung had a diverse private sector background as a serial tech entrepreneur, angel investor, fintech lecturer where his first data-related startup was established through seed investment from Credit Suisse. His startup served numerous world-renowned financial institutions in wealth management, insurance, personal finance, etc. Prior to embarking on his entrepreneurial journey, King was a management consultant at Booz Allen & Hamilton and KPMG Consulting in the US, as well as a venture capitalist at Innovate@, a technology fund jointly managed by Booz Allen & Hamilton and Lehman Brothers in the US.
King received his MBA in Finance and Strategy (honors) from the University of Chicago and BSc in Mechanical Engineering (honors) from the University of Wisconsin – Madison.




Mr. Michael Law is currently Senior Fintech Director at the Hong Kong Monetary Authority, with responsibilities for facilitating the healthy development of the fintech ecosystem in Hong Kong. In this role, he collaborates closely with various stakeholders to advance research and development of central bank digital currencies, tokenisation, and other fintech initiatives.
Mr. Law joined the HKMA in 2009 and has worked in several key functional areas. From 2020 to 2023, he was seconded to the International Monetary Fund in Washington D.C., where he served as Advisor to the Executive Director for China. Earlier in his career, Mr. Law worked in investment management and strategy consulting in New York and Shanghai.
Mr. Law holds degrees from Peking University, the London School of Economics and Political Science, and Harvard University.




Jayne is Head of Startups at Invest Hong Kong (InvestHK), the government department responsible for attracting and retaining Foreign Direct Investment into Hong Kong. Her role at InvestHK is to attract innovative startups, investors and other stakeholders to Hong Kong, provide information and connections to support these companies setting up in the city, and help build the ecosystem to transform the city into a global hub for innovation and entrepreneurship.
Jayne graduated from the University of Edinburgh with a BSc(Hons) in Zoology. Prior to joining InvestHK, Jayne was Executive Director at a global non-profit network focused on fostering entrepreneurship. She has also worked in marketing roles at various firms, managed product development for a number of startups at Hong Kong’s first tech startup incubator, provided digital strategy consulting for corporates at a consulting firm, and produced a number of interactive programmes at 4A’s & digital agencies.

Frederic Dussaux heads the Strategy and Development team and Digital Initiatives for Global Markets APAC, overseeing the definition and implementation of various key strategic projects in the region.
As a strong advocate for the bank's technological transformation and talent development, Frederic is actively involved in various forums to champion these causes, including chairing the ASIFMA Fintech working group, judging fintech competitions, and serving as an engaged board member of a tech company. Gary Teh is a seasoned IT/Ops/Digital leader in the financial industry with year-on-year success delivering business results through large-scale change and transformational initiatives.
Gary is currently the Head of Group Operations and TDA Transformation Office for AIA Group. In his capacity, Gary leads the execution of AIA’s Group-wide Operations strategy to drive automation and straight-through processing, deliver technical excellence in claims and underwriting, and embed a culture of customer centricity across AlA's Operations.
Throughout his career, Gary has worked for many global multinational corporations. He has held the role of Managing Director for Group IT at Great Eastern Group, Regional Chief Operating Officer for Generali in Asia, and Regional Chief Information Officer for MetLife in Asia. He has also worked for global management consulting firms where he was a Partner managing Deloitte’s Insurance sector in China, HK and Macau.




Gavin is the Chief Investment Officer at SNZ Holding and SNZ Capital, based in Hong Kong. The SNZ team began their blockchain journey in 2015 by investing in ETH and building one of the earliest ETH communities in Asia.
With over a decade of experience in the blockchain and fintech spaces, Gavin brings extensive expertise and a robust network across Web 2.0 and Web 3.0 industries. He has completed more than 200 deals, ranging from angel investments to IPOs M&A transactions, with a total transaction value surpassing $10 billion USD.
SNZ and Gavin focus on “Community Building, Incubation and Investment,” proactively supporting Web 3.0 initiatives in Hong Kong while working to establish the city as the APAC hub for Web 3.0 and digital assets. As strategic partners of versatile projects and enterprises, SNZ has bridged numerous teams to the region, including EF, Chainlink, Arbitrum/Offchain Labs, and others.
Prior to SNZ, Gavin served as Director of Business Development and Strategic Investment at FUTU (Nasdaq), Greater China Business Lead for UBS Private Capital Markets, and Vice President of EOSVC at Block.one. Gavin holds dual bachelor’s degrees in Economics and Law from Tsinghua University.








In September 2022 Georgina joined ICMA as MD, Head of FinTech and Digitalisation. In line with ICMA’s mission to promote well-functioning cross-border capital markets, essential to funding sustainable economic growth, promoting resilient and well-functioning international debt capital markets, Georgina’s role is to oversee and provide guidance on all of ICMA’s work and engagement on FinTech and Digitalisation topics Globally. The team supports market stability and consistency whilst driving the safe and secure adoption of innovative and transformational technologies such as AI and DLT. Georgina works in close conjunction with the regulatory and legal communities and strives to design and deliver common and open standards supporting data and lifecycle events in order to encourage interoperability and efficiency across the primary, secondary, repo and collateral markets. ICMA also provides education on all of these topics which is offered to ICMA’s membership and the wider Global community.
Prior to ICMA Georgina worked for HSBC for 17.5 years running large scale transformation programmes in Global Markets and then delivering all change for the Global Banking and Markets business (a budget of $1.2Bn a year). She spent 4 years transforming the Global HR function, building the HSBC University and driving the wholesale transformation of the function putting the technology platforms into the cloud across 64 countries and 285,000 staff Globally. Her final role before leaving HSBC was to lead the Transformation, Digital and Innovation team for the Group’s Private Banking business.
Georgina holds a BSc Honours in Ergonomics and an MSc in Information Technology. She is a fully qualified NED and has held several school Governor and trustee positions and is currently a NED on the Board of the Blind Veterans UK Charity.

Henry Zhang has over two decades of senior leadership experience across global financial institutions and fintech innovation. Before founding DigiFT, he held key executive roles including Deputy CEO of China at Citibank and Standard Chartered, and CEO of Greater China at East West Bank. During his banking career, Henry spearheaded several firsts in China’s financial technology landscape—building the world’s first cross-border cash concentration system and launching the country’s first bilingual online banking platform.
In 2022, Henry founded DigiFT in Singapore, envisioning a next-generation regulated platform for the tokenization, trading, and distribution of institutional-grade real-world assets (RWAs). Under his leadership, DigiFT became the first on-chain exchange licensed by the Monetary Authority of Singapore (MAS) and received Approval in Principle from the Hong Kong Securities and Futures Commission (SFC). The platform actively contributes to advancing digital asset regulation and strengthening Singapore’s position as a global Web3 hub.

Ian Glasner is the Group Head of Emerging Technology, Innovation, and Ventures at HSBC. In this role he leads the global teams covering AI, Digital Assets and Currencies, Quantum, Venture Capital, Product Incubation, and Digital Partnerships. Prior to this role, Ian was the Managing Director and Chief of Staff for the Global Technology and Operations division at HSBC.
Ian has also held key product and sales roles at Google Cloud, Hewlett Packard Enterprise, and Apple. Early on in his career, Ian founded a technology company in the restaurant space.
Ian has started two non-profit efforts in Haiti and currently serves as a Board Member for Global Fund for Children. Ian also served as an Advisory Board Member to the President of Carnegie Mellon University for five years.
In 2024, Ian was named a Young Global Leader by the World Economic Forum.
Ian holds two Bachelor of Science degrees from Carnegie Mellon University, the first in Electrical and Computer Engineering and the second in Business Administration.


Isabella Carvalho is Digital Head for Chubb’s overseas business. Based in Hong Kong SAR, Isabella is responsible for growing Chubb’s and Huatai’s digital business in China and Hong Kong, sourcing opportunities from the Greater Bay Area and China more broadly for Chubb globally.
Isabella joined Chubb in 2022 as Head of Digital for Asia Pacific. Prior to joining Chubb, she was a Director of Group Strategy & Corporate Development at AIA in Hong Kong SAR, focusing on strategic investments and partnerships with digital and health & wellness companies. Previously, she was a strategy consultant and worked at an ecommerce start-up.
